1924-12-02 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
TUESDAY EVENING, DECELMER 2ND, 1924.
The meeting convened at 8 o'clock P. M. with Council-president Otis presidirg.
The roll was called and Councilmen Latham, Neiss, Probst and. President Otis,
were noted present. Absent: Couhcilman Tilden, (1).
The minutes of the regular meeting of November 18th, 1924 were approved as
read.
1. / . L. Probst introduced and moved the adoption of
"Resolution No. 818.
Transferring 2,216.67 from the Electric Light Fund
to the General Fund."
.Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
2. Mr. Latham introduced and moved the adoption of
"Resolution No. 819.
Authorizing the Mayor to Execute An Agreement
With the East Bay Water Company for Construct-
ing Additional Water Mains in said City, and
Authorizing the City Clerk to Attest Same."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Probst introduced and moved the adoption of
"Resolution No. 820.
Authorizing the Auditor and the Treasurer to
Pay Salaries of Officials and. Employees."-
Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously
4.4 Mr. Neiss introducecLand moved the adoption of
"Resolution No. 821.
Resolution of Intention No. 74, New Series.
(Bay Island Ave. between Regent and Pearl Streets.)
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
The following was ordered filed;
Agreement between the Southern Pacific Company and the City of Alameda
covering power line crossing near Atlantic Avenue.
The following communications were received:
64/ From the Contra Costa Hog Company, requesting cancellation of garbage
contract. Mr. Latham moved that the matter be referred to the City Manager and
City Attorney, to report back to the Council, seconded by Mr. Probst and carried.
7. Trom Senator T. C. West, re State Legislature. Ordered filed.
From Mayor Frank Otis, appointing H. D. Schultz, as a member of the Alameda
Safety Council, vice E. C. Dick resigned. Ordered filed.
7rom Hermann Krusi, requesting ninety days leave of absence to leave the
State. Mr. _Latham moved that the request be granted, seconded by Mr. Probst and
carried.

11. V From the City Planning Commission, recommending opening of I1orton Street
/ Lane. Ordered filed.
From Building Inspector Maillo , re e1apidated building, 2047 Lin
Avenue. Ordered filed.
A petition was received Signed by various property owners and residents in
the vicinity of San Jose Avenue and Morton Street, requesting the opening of Morton
Street Lane. Also, various com:nunications requesting withdrawal of name, and a
peititon of protest against the opening. The various papers were ordered filed. There .
being a number of people present in the Council Chamber, and at the request of President
Otis, Miss Lucille Hewitt, 'Mts. Rose H. Haslett and Mr. Thomas Turner addressed the
Council in support of the petition requesting the opening. Messrs. D. B. Beadle, R.
F. Osborne, E. Holden and Mesdames Traveller and Osborne addressed the Council in
support of the petition of protest. President King of the City Planning Commission
stated the reason for the Cit Planning Commission approving the opening of the
lane, and City Manager Hickok explained the reasons of the boundary of the assessment
di trot. Councilman Neiss stated that he did not think the Lane was necessary,
and moved that the recommend ationdfthePlanhig Commission be not concurred in,
and that the petitionfor the opening be denied. This motion was not seconded.
Mr. Latham moved that the matter be referred to a mee ting of the Committee of the
Whole for further consideration, seconded by Mr. Probst and on roll call carried
by the following vote:- Ayes: Councilmen Latham, Probst and President Otis, (3).
Not voting: Councilman Neiss, (1).. Absent: Councilman Tilden, (1).
14.f A petition was received signed by one hundred and seventy-eight citizens
protesting against the installation of certain sidings or passing track upon
San Jose Avenue. After discussion, Mr. Probst moved that the petition be referred to
a meeting of the Committee of the Whole, seconded by Mr. Latham and carried.

came up for passage and was read by the Clerk. Mr. Probst moved that the ordanance be
adopted, seconded by Mr. Neiss and on roll call it was adopted and passed unanimously.

regular meeting of the Council, seconded by Mt. Latham and carried.

was introduced and laid over under a provision of the Charter. Mr. Probst moved that

Er. Neiss moved that the Council resolve itself into a Committee of the
Whole for the purpose of discussing 'Jith various citizens and civic bodies present
the matter of the improvement of the south shore from Park Street, east to Bay
Farm Island. Bridge, seconded by Mr. Latham and carried.
19.1/ The Council arose as a CoMmittee of the Whole, and reconvened, all members
being noted present, with the exception of Councilman Tilden.
20./ Er. Latham moved that the Council place itself on record as being opposed
to any improvement of the south shore west of Park Street, as shown on the map
submitted by City Manager Hickok, seconded 'oy Er. Probst and carried.
Mr. Latham moved that the Council hold a hearing relative to the improve-
ment of the south shore east of Park Street, as shown on the map submitted by
City Manager Hickok, and that such hearing be held at the next regular meeting
of the Council, December 16th, 1924, seconded by Mr. Probst and carried.
Claims against the General Departments amounting to ,'1097.27; against the
Police Department amounting to $87.45; against the Fire Department amounting to
85.16; against the Street Department amounting to $1697.03; against the Health
Department amounting to $175.95; against the Recreation Department amounting to
112.95; against the Store Departmdnt amounting to $19.92; against the Initiative
Relief Fund amounting to 172.00; against the Council Relief Fund amounting to
$40.70; against the Health Centre amounting to $41.60; against the Electric Light
Fund amounting to 4593.63; against the East Bay Water Co. payments Fund amounting
to 2605.66; against the Fire Pensin Fund amounting to 165.00; against the Police
Pension Fund amounting to $527.50 and against the School Construction Fund amuuntinT
to :10, 61.00 having beenapproved and audited by the proper officials were listed
