1924-12-16 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMDA, a TUESDAY EVENING DECEMBER 16, 1924. The meeting convend at 8 o'clock P. M. with Council-president Otis presiding. The roll was called and Councilmen Latham, Neiss, Probst and. President Otis (4), were noted preseht. Absent: Councilman Tilden, (1). The minutes of the regular meeting of December 2nd, 1924, were approved as read. 1.1 , Mr. Latham introduced and moved the adoption of "Resolution No. 822. Resolution in Re Publication Under the 1911 Act." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 2.1/ Mr. Probst introduced and moved the adoption of "Resolution No. 823. Declaring Public Interest and. Necessity Require The Acquisition of a Lot Adjoining the Municipal Electric Light Plant on Park Street, and Author- izing the Mayor to Subscribe to a Complaint in Condemnation Proceedings for the Acquisition of Said Lot." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 3, Mr. Latham introduced and moved the adoption of "Resolution No. 824. Transferring $5,000.00 from the General Fund to the Compensation Insurance Fund." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following were ordered filed: 4 .4 Option to purchase land adjoining Washington Park. 5.1 Communication from the East Bay Municipal Utility District, re water bonds,etc. 6. Oath of office of A. C. Farley, Special Police Officer. 7.1 Affidavit of Posting Notice of Improvement, under Resolution of Intention, No. 74, N. S. (Bay Island. Avenue, between Regent and Pearl Streets.) 8.1 Affidavit of publication of Resolution of Intention No. 74, N. S. (Bay Island Avenue, between Regent Street and Pearl Street.) 9.1 Communication from the United. States Veterans' Bureau, re World War Veterans' 924. 1O.Vf Copy of Findings and Award of the Industrial Accident Commission, re F. O. Emlay. 11. Act 14.Ni Affidavit of publication of Notice of the filing of Assessments, etc., under Resolution of Intention No. 69, N. S. (Fillmore Street.) City Engineer's Notice of Assessment under Resolution of Intention No. 69, N. S. (Fillmore Street.) Affidavit of mailing Notice of Hearing of Assessments under Resolution of In- tention No. 69, N. S. )Fillmore Street.) The following oommunications were received: From Hutchinson Company, asking permission to curb, grade, gutter and macadamize by Mr. Latham and carried .unanimously. From Mrs. Emma Klitgaard, requesting withdrawal of signature from petition Orton Street Lane. Ordered filed. From City Attorney Locke, re Ordinance providing adequate tax for rolling grocerterias. Ordered filed. From Hutchinson Company requesting and extension of sixty days under their contract for the improvement of Fillmore Street. Mr. Latham moved that the request be granted, seconded by Mr. Probst and carried. From the National Surety Company, re increasing Forgery Bond to 10,000. Probst moved that the communication be filed, seconded by Mr. Neiss and carried. From the City Planning Commission, requesting the Council to have the business district of Webster Street extended from the present termination of the business zone line,midway between Pacific and Buena Vista Avenues, north to the Segregation Line. Mr. Neiss moved that the matter be referred to the y Attorney, to prepare the necessary papers, in accordance with the reques onded by Mr. Latham and on roll call carried unanimously. From the City Planning Commission, recommending the reclassification of the south 100 feet of Lot No. 15, in the East one -half of Block 36, in Lands Adjacent to the Town of Encinal, to a Garage District, Class V. Mr. Probst moved that the recommendation of the City Planning Commission be adopted, December 16. 1924. seconded by Mr. Latham and ca ed unanimously. From the Alameda Improvement Club, re widening of the sidewalk in front of Washington ?ark. Ordered filed. From the Alameda Improvement Club re development of Naval Base site. Ordered filed. From the Alameda Improvement Club; re removal of Southern Pacific Tracks on Eighth Street. Ordered filed. From the Alameda Improvement Club re widning of Webster Street. Ordered /filed. From Hon. L. R. Weinmann, re transportation matters in the City of Alameda. Mr. George Harris of the Key System Transit Company, was presents . and discussed the several matters contained in the communication. Mr.Probst moved that the Council approve the plan devised by the Key System Transit Company for connection with the East 14th Street line at High Street, Oakland. The motion was seconded by Mr. Latham and carried. In the matter of the hearing of the placing of turn -out switches on San December 16, 1924. Mx. Neiss stated that he believed this was a matter that should be referred to the City Planning Commission for a hearing, and so moved. The motion was seconded by Mr. Latham and carried. A supplementary petition in the matter was ordered filed, as was a telegram of protest from Julius A. Landsberger. 29. In the matter of the removal of two delapidated buildings on the north side of Lincoln Avenue, between Oak_and Walnut Street, Building Inspector Maillot was present and at the request of the Mercantile Trust Company of California, asked for a postponement of the hearing to the regular meeting of the Council to be held. January 20th, 1925. Mr. Probst so moved, seconded by Mr. Latham and carried. 30. A Bill entitled 31.\(: 32./ "A Bill For Ordinance No. ' New Series. An Ordinance Providing for a Pension Fund for Members of the Police and Fire Departments of the City of Alameda, Also for the Administration of said. Fund." came up for passage and was read by the Clerk. Mr. Neiss moved that the ordinance be adopted as read, seconded by Mr. Latham and on roll call it was adopted and passed b7 the following vote:- Ayes: Councilmen Latham, Nei s Probst and President Otis, (4). Noes: None. Absent:, Councilman Tilden, (1). A Bill entitled "A Bill For Ordinance No. New Series. Reclassifying Property. (1721 Buena Vista Avenue) came up for passage and was read by the Clerk. Er. Latham moved that the Ordinance as read be adopted, seconded by Mr. Probst, and on roll call it was adopted and passed unanimously. A Bill entitled For "A Bill Ordinance No. New Series. ■•■111....■IMM Reclassifying Property. (The south 100 feet tf the Lot situated on the south side of Santa Clara Avenue, 250 feet west of Oak Street.) was introduced and laid over under a provision of the Charter. Mr. Probst moved th4t it be the sense of the Council that this ordinance'be passed at the next regular freeting, seconded by Mr. Latham and carried. 33.V A Bill entitled "A Bill For Ordinance No. New Series. An Ordinance Regulating the Business of Peddling from Vehicles of goods, wares and merchandise, except fruit and vegetables, imposing a License Tax thereon of $100.00 per month, and repealing Ordinance No. 146, N. S." was introduced and laid over under aprovision of the charter. 34. i A petition was received signed by numerous property holders and civic bodies request- ing the closing of certain streets abutting property now held by the Alaska Packers Asssociation. V December 16, 1924. A petition was presented to the Council by members of the fire and police departments, containing copy of the wage scale whidhithe members of those departments request be placed on the ballot at the forthcoming municipal election March 10, 1925. Mr. Latham moved that the petition be received and referred to the Committee of the Whole seconded by Mr. Probst and carried. A petition was received from members of the police and fire departments containing copy of a Pension Ordinance, which they request be placed on the ballot at the forthcoming municipal election; to be held March 10, 1925. Mr. Latham moved that the petition be redeived and referred to the Committee of the Whole, seconded by Mr. Probst and carried. Mr. J. J. Mulvany was present and requested an appropriation of .200.00 for advertising the City of Alameda, in the annual issue of the Oakland Tribune. gr. Latham moved that the request be granted, seconded by Mr. Neiss and on roll call carried unanimously. Mr. J. J. Mulvany addressed the Council re the parking of certain auto- mobiles on Central Avenue for a distance of approximately 150 feet west of Park Street. After discussion, Mr. Latham moved that the matter be referred to the City Manager, with instructions to report back to the Council, seconded by Mr. Neiss and carried. .Claims against the General Departments amounting to $3 8.62; from the Police Department amounting to $135.03; against, the Fire Department amounting to $283.21; against the Street Department amounting to $2594.21; against the Health Department amounting to $135.44; against the Recreation Department amounting to $418.37; against the Store Department amounting to $62.25; .against the Health Center Department amounting to 185.42; against the Council Relief Fund amounting to 0116.19; against the Initiative Relief Fund amounting to $102.00; against. the Electric Light Fund amounting to $9,932.89; against the East Bay Water Company PayMents Fund amounting to ',12,6320.58 and against the Compensation Insurance Fund amounting to $3,092.02, having been approved and audited;,by the proper officials were listed by the Clerk as follows: GENERAL DEPARTMENTS.
