REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
TUEDDAY EVENING, JANUARY 16TH, 1923.
The meeting convened at 8:00 o'clock with Council-president Otis presiding.
The roll was called and Councilmen Adams, Latham, Probst, Tilden and. President
Otis, (5). Absent: None.
The minutes of the regular meeting of January 2nd, 1923 were approved as
read.
Mr. Prot) introduced the following Resolution and moved its adoption:
"Resolution No. 589.
Transferring 23,000.00 from the E ectric Light Fund
to the General Fund.
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
2/ Mr. Latham introduced the following Resolution and. moved. its adoption;
"Resolution No. 590.
Transferring $23,000.00 from the General Fund to
the Health Center Building Fund."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
3/ Mr. Probst introduaed the following Resolution and moved its adoption;
"Resolution No. 591.
Transferring 4,000.00 from the General Fund to
the Compensation Insurance Fund."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
41 Mr. Latham introduced the following Resolution and moved. s adoption:
"Resolution No. 592.
Authorizing Transfer of Lands to High School Distriat."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
5/ Mr. Latham introduced the following Resolution and moved its adoption:
"Resolution No. 593.
Authorizing Board of Public Utilities Utl]Jties to Invest
in United States Bonds."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
6, Mr. Probst introduced the following Resolution and moved its adoption:
"Resolution No. 594.
Resolution Authorizing the City Treasurer to Invest
$7500.00 in Bonds.
Mr. Adams seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
74' Mr. Latham introduced the following Resolution and moved its adoption:
"Resolution No. 595.
January 16th, 1923. .

The following were received:
8V Permit of the American Dredging Company to deposit dredged materials
on Government Island. Ordered filed.
9y/ Affidavit of publication of Notice of Election and request for applicants
to serve as election officers. Ordered filed.
Oath of Office, Fred O. Mlay as special police officer. Ordered filed.
llk Indenture and. Agreement, between the Regents of the University of
California and the City of Alameda, re Northside Sewer Right of Way. Ordered

Grant'and Easement, Mary B. Alexander to City of Alameda, re Versailles
Avenue opening. Ordered filed.
The following communications were received:
From the Treasurer Auditor and Chairman of the Council, re rate of
interest of public moneys deposited in banks. Ordered filed.
14 From A. P. Gillies, re unification of terminals. Mr. Probst moved
that the letter be referred to the city manage seconded by Mr. Latham and
carried.
15Y/ From Charles Stewart, e installation of merry-go-round at Washington
Park. Mr. Tilden moved that the communication be referred to the City Manager
to report back to the Council, seconded by Mr. Probst and carried.
16 From Hon. Friend W. Richardson, acknowledging receipt of Resolution
memorializing legislature to change sub-way act. Ordered filed.
17/ From Mrs. A. H. Knox, re refund of delinquent tax fine. Mr. Probst
moved that the communication be referred to the City Manager and City Attorney,
seconded by Er. Latham and carried.
18 1 From Andre Fourchy, re zoning ordinance. Ordered filed.
19 V The Clerk stated that he was in receipt of a petition for the reclassifi-
cation of the property situated at 1606Morton.Street to a Class II District;
that notice- had been posted in accordance with Ordinance No. 144, New Series,
and amendments thereto, and that no objections had been received. Mr. R.
Bradley, the petitioner, was present. There being no objections, Mr. Tilden
introduced the following Resolution and moved its adoption:
"Resolution No. 596
Reelassifying the Property Situated at 1606 Morton
Street to a Class II Residence District."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
20 V' The Clerk stated that he was in receipt of a petition for the reclassifi-
cation of the property situated at 3237 Briggs Avenue to a Class II District;
that notices had been posted in accordance with Ordinance No. 144, New $eries,
and amendments thereto, and that no objections had been received. Mr. Y. N.
Shaw, represented the petitioner. There being no objections, Mr. Adams intro-
duced the following Resolution and moved its adoption:

Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
2IV The Clerk stated that he was in receipt of a petition for the reclassification
of the property situated on the south side of Central Avenue, one hundred feet west
of Morton Street, to a Class TIT, Business District; that notices had been posted
in accordance with Ordinance No. 144, Few Series, and amendments thereto. The Clerk
presented to the Council letters and a petition of protest against the change.
The petition of protest and letters were ordered filed. Mr. W. L. Hannah, of the
Alameda Land Company, was present, representing the petitioner, Mr. J. Sylvester.
Mr. A. C. Agnews, spoke for the protestants. After discussion, Mr. Tilden moved
that the petition and protests be referred to the City Planning Commission when
established, seconded by Mr. Probst and carried.
22v The Clerk stated that he was in receipt of a request for a gratuitous licerise
signed by F. K. Millington, to sell Milburn puncture-proof tubes. The request
had been recommended and endorsed by W. H. Wahmuth, Chief of Police. Mr. Probst
moved that the request be granted, seconded by Mr. Latham and on roll call carried
unanimously.
Mr. Latham moved that when the Council adjourn, it do so to meet in adjourned
regular meeting Tuesday evening, January 23rd, 1923, at 8 o'clock, seconded by Mr.
Probst and carried.
24i The Clerk stated that in response to the advertisement calling for bids for
the Alameda Health Center, he was in receipt of thirty-one bids. Mr. Latham
moved that the bids be received and opened, thereupon the Clerk opened and read the
bids as follows:

seconded by Mr. Probst and carried.
251/ A Bill entitled
"A Bill
For Ordinance No. New Series.
An Ordinance Prohibiting the 71-e, Manufacture, Trans-
portation or Unlawful Possession of Intoxicating Liquors, and
Providing Penalties for Violation Hereof."
came up for passage and was read by the Clerk. Mr. Tilden moved that the Ordinance
be adopted, seconded by Mr. Probst and on roll call carried by the following vote:-
yes: Councilmen Probst, Latham, Tilden and. President Otis, (4). roes: Councilman
Adams, (1).
26v City Engineer, Burnett Hamilton, submitted his report to the Council regarding
the official grade and cost of raising Webster Street to this grade. The City
Attorney called the attention of the Council to a conflict in state laws as to
the affixing of official grades, thereupon he was instructed to investigate further
and report back to the Council.
27 Councilman C. L. Tilden requested a sixty day leave of absence to leave the
State. Yr. Lathm moved that the reouest be granted, seconded by Mr. Probst and
carried.
28Y/ Mr. E. R. Neiss and H. F. Schlichting, representing a Committee of the
Chamber of Commerce, addressed the Council regarding manure in West End vegetable
gardens. After discussion, Mr. Tilden moved that the matter be referred to the
City Manager to report back to the Council, seconded by Mr. Probst and carried.
29 J City Manager Hickok reported to the Council the necessity of building a
playground fence in Franklin Park. Mr. Latham moved that the City Manager
proceed with its construction, seconded by Yr. Probst and on roll call carried
unanimously.
Claims against the General Departments amounting to 59.83; against the
Police Department amounting to 0_85.36; against the Fire Department, amounting
to ,N337.99; against the Street Department amounting to t1669.77: against the
Health Department amounting to t63.33; against the Recreation Department,
amounting to t3462.89; against the Store Department amounting to 439.52; against
the Council Relief Fund amounting to t78.41 and against the Electric Light Fund
amounting to 11,450.93 having been approved and audited by the proper officials
were listed by the Clerk as follows:

and on roll call carried unanimously.
