REGULAR MEETING OF THE COUNCIL OF THE ally OF ALAMEDA,
TUESDAY EVENING, FEBRUARY 20, 1923.
The meeting convened at 8:10 P. M. with Council-president Otis presiding.
The roll was called and Councilmen Adams, Latham Probst, Tilden and
President Otis, (5) were noted present. Absent: None.
The minutes of the regular meeting of February 6th, 1923 were approved
as read.
The minutes of the adjourned regular meeting of February 9th, 1923, were
approved as read.
The minutes of the special meeting of February 19th, 1923, were approved
as read.

The following were received:
The Oath of Office of Frederick O. Emlay as a police officer. Ordered filed.
The Oath of Office of Albert Sturzinger as a police officer. Ordered filed.
The Oath of Office of Harry Knudsen, as a police officer. Ordered filed.
The City Clerk s certificate of list of candidates and petitions of
Alfred. Latham and Ernest J. Probst, for the office of Councilman. Ordered filed.
5. Copy of Election Proclamation. Ordered filed.
Affidavit of Publication of Notice of Sale to satisfy assessments, under
Resolution of Intention No 56, New Series. Ordered filed.

eight names, filed by Andre Fourchy, protesting Ordinance No. 227, New Series.

The following communications were received:
10 i From the City Clerk of Los Angeles, containing a copy of Resolutions
adopted by the Council of the City of Los Angeles, re re-arrangements of assembly
representation. Ordered filed.

From the Merchants Exchange, re preference for local contractors on
naval base work. Ordered filed.
12v7 From the League of California Municipalities, re consideration of
certain bills introduced in the legislature. Mr. Probst moved that the matter be
referred to the Committee of the Nhole, seconded by Mr. Tilden and carried.
13/ The Clerk stated that the time had arrived for the opening of bids for the
sale of garbage, and that one bid had been received. Mr. Latham moved that the bid
be received and opened, seconded by Mr. Probst and carried. Thereupon the Clerk
opened and read the bid, as follows:-
From the Contra Costa Hog Company, 1143 Grant Avenue, San
Francisco, 150.00 per month. The bid was accom-oanied by a
certified check of ,500.00.
Mr. Tilden moved that the bid be accepted, upon the expiration of the contract held

14/ Mr. Latham introduced the following Resolution and moved its adoption:
"Resolution No. 606.
Resolution Establishing Precincts and. Providing
Election Officers."
Mr. Tilden seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
5) The Clerk stated that a number of petitions were before the Council for
consideration, reclassifying certain properties in the city under provisions of Ordinance
No. 144, New Series, and amendments thereto, these petitions haying been filed before
Ordinance No. 227, New Series, became effeative.
16V The Clerk stated that he was in receipt of a petition for the reclassification
of the property situated on the northwest corner of Page Street and. Central Avenue,
to a Class II District; that notices had been posted in accordance with Ordinance No. 144,
New Series, and amendments thereto, and that no objections had been received. Mr. F. R.
Neville, representing the petitioner, was present in the Council Chamber. There being
no objections, Mr. Probst introduced the following Resolution and moved its adoption:
"Resolution No. 607•
Reclassifying the 'Property Situated on the Northwest
Corner of Page Street and Central Avenueto a Class
II, Residence District."
Mr. Tilden seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
17'' The Clerk stated that he was in receipt of a petition far the reclassification
of the property situated on the north side of Haight Avenue, 417 feet east of Sixth
Street, to a Class II District; that notices had been posted in accordance with
Ordinance No. 144, New Series, and amendments thereto, and that no objections had
been reeeived. Mrs. Clara Rogers, the petitioner, was present in the Council
Chamber. There being no objections, Mr. Probst introduced the following Resolution
and moved its adoption:
"Resolution No. 608.
Reclassifying- the Property on the North side of Haight
Avenue, 417 feet east of Sixth Street, thence Easterly
40 feet, to a Class IT, Residence District."
Mr. Tilden seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
18v' The Clerk stated that he was in receipt of a petition for the reclassification
of the property situated at the Southeast corner of Paru Street and Santa Clara Avenue
to a Class II District; that notices had been posted in accordance with Ordinance
No. 144, New Series, and amendments thereto, and that no objections had been received.
Dr. E. R. Schroeder, the petitioner, was present in the Council Chamber.
There being no objections, Mr. Tilden introduced the following Resolution and moved its
adoption:
"Resolution No. 609
Reclassifying the Property Situated at the Southeast
Corner of Paru Street and Santa Clara Avenue, to a
Residence District, Class II."
Mr. Latham seconded the motion to adopt the Resolution, and on roll call it was adopted
and passed by the foliowing vote, to-wit: Ayes: Councilmen Adams Latham, Probst and
Tilden, (4). Noes: None. Not voting: Council-president Otis, (1). Ab8ent:None.

The Clerk stated that he was in receipt of a petition for the reclassification
of the property situated on the south side of Santa Clara Avenue, one hundred feet
east of Park Avenue, to a Class V, Public Garage District; that notices had been
posted in accordance with Ordinance No. 144, New series, and amendments thereto;
and that no objections had been received. Mr. J. V. Baird, the petLtioner, was
present. There being no objections, A Bill entitled
"A Bill
For Ordinance No. New Series.
Reclassifying Property- on the South Side of Santa
Clara Avenue, 100 feet East of Park AVenue, thence
Easterly 80 feet, etc. to a Class V, Public Garage
District."
was introduced and laid over under a provision of the Charter. Mr. Latham
moved that it be the sense of the Council that this ordinance be passed at the
next regular meeting of the Council, granting the change, seconded by Mr. Probst
and carried.
20 The Clerk stated that he was in receipt of a petition for the reclassification
of the property situated at 911 Central Avenue, to a class V, Public Garage Distriat;
that notices had been posted in accordance with Ordinance No. 144, New Series, and
amendments thereto; and that no objections had been received. Mr. E. G. Slater,
the petitioner, was present. There being no objections, a Bill entitled
"A Bill
For Ordinance No. New Series.
Reclassifying Property situated at 911 Central
Avenue to a Class V, Public Garage District."
was introduced and laid over under a provision of the Charter. Mr. Latham moved
that it be the sense of the Council that the Ordinance be passed at the next
regular meeting of the Council, granting the change, seconded by Mr. Probst and
carried.
21/ In the matter of the hearing on Versailles Avenue opening, Mr. Probst
moved that the same be laid over until the regular meeting of the Council to be
held March 20th, 1923, seconded by Mr. Latham and carried.
22v Mr. Latham moved that the action of the Council in approving the plans
for the health center building, previously submitted, be rescinded, seconded by
Mr. Probst and carried.
23V Mr. Latham submitted new plans and specifications for the Health Center
building, Which had been approved by the Executive Board of the Alameda City
Health Center, and moved their adoption and instructing the city clerk to adver-
tise for bids to be received and opened on March 20th, 1923. Mr. Probst seconded
the motion and on roll call carried unanimously.
24V Mr. Probst introduced the following Resolution and moved its adoption:
"Resolution No. 610.
Fixing the Salary o the Temporary Deputy Assessor.
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
25i Mr. Latham called attention of the Council to the matter of a relief
machine for the police department and upon motion, the City Manager was
