1923-03-06 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAIvIEDA, TUESDAY EVENING, MARCH 6TH, 1923 The meeting convened at 8:15 P. E. with Council-president Otis presiding. The roll was called and Councilmen Adams, Latham, Probst and President Otis, (4), were noted present. Absent: Councilman Tilden, (1). The minutes of the regular meeting of February 20th, 1923, were approved as read. The following were received: 1/ Report of the Municipal Electric Light Plant for the month o± November 1922. Ordered filed. 2/ r Oath of Office of J. P. Dinsdale, as police officer. Ordered filed. 3v Affidavit of publication of election proclamation. Ordered filed. 4/ Affidavit of publication of Resolution Establishing Election Precincts and Appointing Election Officers. Ordered filed. 1 51 Affidavit of publication of Notice to Bidders, re Health Center Building Ordered filed. 6 V Communication from Hon. Louis Rartlett, iiayor of Berkeley, re formation of Water District. Ordered filed. 7% Mr. Probst introduced the following Resolution and moved its adoption: "Resolution Bo. 611. Transferring 07500.00 from the Electric Light Fund to the General Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 8./ Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 612. Transferring *7500.00 from the General Fund to the Health Center Building Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 613. Transferring 2,584.22 from the Electric Light Fund to the General Fund." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 10 Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 614. Transferring 22,000.00 from the Electric Light Fund to the General Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 11V Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 615. Providing for Refunding Delinquent Tax Penalty March 6th, 1923. adopted and passed unanimously. 12/ Mr. :?robst introduced the following Resolution and moved its adoption: "Re olution No. 616. Resolution of Appreciation to Alameda Boy Scouts." Mr. Adams seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following communications were received: From the Alaska Packers Association, requesting the Council to close a portion of Arbor Street, running northeasterly from Buena Vista Avenue to Tract 23. hr. Latham moved that the communication be referred to the city manager, to report back at the next meeting of the Council, seconded by Mr. Probst and carried. 14yi From h. O. Liesen, re maintenance of a goat farm at 1008 Pacific Avenue. hr. Probst moved that the matter be referred to the City hanager, seconded by Mr. Adams and carried. 151 From the County Clerk, containing a Notice of a public hearing to be held. Friday, karch 9, 1923, at 2 o'clock P. M., Room 401 Custom House, San Francisco, re approval of plans of a. tunnel under the Oakland Estuary. Mr. Latham moved that the Mayor represent the city at this meeting, seconded by Mr. Probst and carried. 16v From Hon. Louis Bartlett, Mayor of Berkeley,re meeting on the subject of the formation of a municipal water district for the East Bay cities, to be held Thursday evening, March 8, 1923, at 8 o'clock, Room 101 Hote1:06klaad. Mr. Probat moved that the invitation be accepted., seconded by Mr. Adams and carried. 171 In the matter of the hearing on the delapidated building at 541 Santa Clara Avenue, Mr. Probst moved that the matter be laid on the table, seconded by mr. Latham and carried. 18V A Bill entitled. For "A Bill Ordinance No. New Series. Reclassifying the Property on the South side of Santa Clara Avenue, 100 feet East of Park Avenue, thence Easterly 80 feet, etc. to a Class V, Public Garage District." came up for passage and was read by the Clerk. Mr. Probst moved that the Ordinance be adopted, seconded by Mr. Latham and on roll call it was adopted and passed unanimously. 19v/ A Bill entitled For "A Bill Ordinance No. New Series. Reclassifying Property Situate 911 Central Avenue to a Class V, Public Garage District." came up for passage and was read by the Clerk. hr. Probst moved that the Ordinance be adopted,' seconded by hr. Latham and on roll call it was adopted and passed unanimously. A Bill entitled For "A Bill Ordinance No. New Series. Authorizing Transfer of City property to the March 6th, 1923. 21/ The City Manager stated that considerable difficulty had been experienced by the Contra Costa Hog Company in obtaining a five year bond covering the Con- tract as per their recent bid. Mr. Latham muyed that the matter be referred to the City Manager and City Attorney, seconded by Mr. Probst and carried. 22i Oak Street and Encinal Avenue, the City Engineer stated that Isabella Roach, the owner of the property in question was,wrilling to sell eight feet at a price of $50.00 per foot, with the understanding that she will construct the sidewalk, and recommended its purchase by the City. Mr. Latham moved that the city purchase the property in question and that the City Attorney be instructed to draw up the necessary papers in connection therewith, seconded by Mr. Probst and on roll call carried unanimously.
