1923-03-20 Regular CC MinutesREGULAR IVfl3ETING OF THE COUNCIL OF THE CITY OF ALAXEM. TUESDAY EVENING, MARCH 20, 1923. The meeting convened at 8:10 P. M. with Council-president Otis presiding. The roll was called and. Councilmen Ad.ams, Latham, Probst, Tilden and. President Otis, (5) were noted present. The minutes of March 6th, 1923, were approved as read. The following were received: Continuation certificate on the bond of H. P. Wichman, collector and clerk of the Municipal Electric Light Plant. Ordered filed. Continuation certificate on bond of A. D. Goldsworthy, Office Manager and. Secretary of the Municipal Electric Light Plant. Ordered filed. Oath of office of Mary E. Bucknam, as special police woman of the Recreation Department. Ordered filed. The clerk stated that in response to the Notice to Bidders, re Alameda Health Center Building, he was in receipt of numerous bids. Mr. Latham moved that the bide be received and opened, seconded by Mr. Probst and carried. Thereupon the Clerk opened and read the bids as follows: GENERAL CONTRACT. Tuesday evening, March 27th, seconded by Mr. Probst and carried. Mr. Probst introduced the following Resolution and moved its adoption: "Resolution no. 617. Transferring $22,000.00 from the General Fund to the School Fund, as a loan." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The Clerk stated that the time had arrivedibr canvassing the returns of the general municipal election held. Resolution Declaring Result of Election." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 8/ Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 619. Proposing to Change or Reclassify Property on the Council s own Initiative." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following communications were received: 9v From Dr. Wm. Barclay Stephens, President Alameda Council of the Boy Scouts, acknowledging receipt of Resolution of appreciation, recently passed by the Council. Ordered filed. lOw From the Alameda Improvement Club, regarding various matters. Mr. Probst moved that the communication be referred to the City Manager, seconded by Mr. Latham and carried. 11V From Alfred W. Pye, re purchase of his property for the extension of Franklin Park. Mr. Tilden moved that the matter be referred to the Oity Manager, with instructions that he advise Mr. Pye that the Council at this time do not contemplate the purchasing of additional property for this park, seconded b Probst and carried. 12, From the City Planning Commissi on, relative to the petition to reclassify the property situated on the south side of Central Avenue, one hundred feet west of Morton Street, to a Class III, Business District, with the recommendation that the petition be disallowed, but without prejudice to a new application under zoning Ordinance No. 227, N. S., being filed in the matter. Mr. Latham moved that the report of the City Planning Commission be approved and that the application be denied, seconded by Mr. Probst and carried. I3v A Bill entitled. "A Bill For Ordinance No. New Series. Authorizing Transfer of City Property to the Alameda High School District." came up for passage and was read by the Clerk. Mr. Latham moved that the Ordinance be adopted, seconded by Mr. Probst and on roll call it was adopted and passed unanimously. 14vt Mr. Latham moved that the original plans and specifications for the construction of the Health Center Building, submitted. by Architect Werner uponwhich bids were rejected, be returned to the architect in accordance with his request, seconded by Mr. Probst and carried. 15/ In the matter of the hearing of Versailles Avenue opening, Mr. Latham moved that the same be continued until the regular meeting of the Council to be held April 17th, 1923, seconded by Mr. Probst and carried. March 20, 1923. of Intention No. 66, New Series, and that no protests had been filed. Mr. Probst thereupon moved that the matter be continued one meeting, seconded by Mr. Latham and carried. 17 v The City Manager stated that the Adelphian Club had donated to the Recreation Department, two Kosters Blue Spruce trees to be planted in Franklin Park. Mr. Latham moved that the council accept the same and the City Clerk be instructed to thank the donors for same, seconded by Mr. Probst and carried. 18/ There being a number of prople present in the council chamber in the interest of the proposed dancing ordinance recently introduced, President Otis invited discussion pertaining to same. Mrs. S. U. Haslett, Mr. Robert Strehlow, and. Chief of Police, Wm. H. Wahmuth, addressed the council and after discussion, Mr. Latham moved that the matter be referred to a meeting of the Committee of the Whole and that when the council adjourn it does so to meet in adjourned regular session, Tuesday evening, March 27, 1923 at 8 o'clock seconded by Mr. Adams and carried. Claims against the General Departments amounting to 45676.21; against the Police Department amounting to 4 '591.78; against the Fire Department amounting to 4320.17; against the Street Department amounting to 41702.56; against the Health Department amounting to '77.80;against the Recreation Department amounting to 4179.52; against the Store Department amounting to 4444.19; against the Council Relief Fund amounting to 4131.91; against the Electric Light Fund amounting to 47453.7; against the Initiative Relief Fund amounting to 490.50; and against the Publice Use Fund, amounting to 42059.47 having been approved and audited by the proper offficials were listed by the Clerk as follows:- General Departments.
