1923-04-17 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, APRIL 17, 1923. The meeting convened at 8:00 P. M. with Council-president Otis presiding , The roll was called and -Councilmen Adams„ Latham, Probst, Tilden, and Presi- den Otis (51, were noted present. Absent: None. The minutes of the regular meeting of April 3rd, 1923 were approved as read. The minutes of the special meeting of April 9th, 1923 were approved as read. The following were received: The contract and bond of McIntosh Bros. for Health Center Building. Ordered filed. 24 Oath of Office of Alfred. Latham as Counca.Iman. Ordered filed. Oath of Office of Ernest J. Probst as Councilman. Ordered filed. 4%/ President Otis then relinquished the Chair and the same was taken by City Clerk, W. E. Varoce, The. Clerk read the following sections of the Charter:- Art. II, Section 1; Article II, section 6 and Article II 'Section 5, Subdivision 4. 5v/ Mr. Probst moved that Councilman Frank Otis be nominated as President of the Couiicil for the term expiring the third Monday in April, 1925, seconded by Mr.tatham, Mr. Tilden moved that the nominations for President be closed and that the Clerk be instructed to cast the ballot for Mr. Otis, seconded by Mr. Adams and carried unanimously. Such was the order. Mr. Otis moved that Councilman B. J. Probst be nominated as Vice-president of the Council for the term expiring the third. Monday in April, 1925, seconded by Mr. Latham. There being no other nominations Mr. Adams moved that the Clerk be instructed to cast the ballot for Mr. Probst, seconded by Mr. Tilden and carried unanimously. Such was the order. Mr. Otis then resumed the chair. The following communications were received: 7i From The Bethlehem Shipbuilding Corporation, Ltd., re Webster Street grade. Mr. Latham moved that the letter be filed and that the action of the Council re change of grade of Webster Street be postponed until the regular meetin g. of the Council to be held May 15, 1923. , seconded by Mr. Probst and earried. V/ From Ben F. Lamborn, re extension of Morton Street through to the Oakland Harbor. Ordered filed. From Ben F. Lamborn, re Southern Pacific rail y service and rates. Ordered filed. 10-/ From Alameda Pyruid No. 8, Sciots, requesting permission to conduct a water carnival at Cottage Baths from May 27 to June 2, inclusive. Mr. Latham moved that permission be granted, under the supervision of the City Man seconded by Mr. Probst and carried. re 12 r From City Attorney Locke:„ re deed from the Southern Pacific Company arding Versailles Avenue opening. Ordered filed. FromE. K. Taylor, re special election on Naval Base. Mr. Latham moved April 17, 1923. 13 k/ M. Latham introduced the following Resolution and moved its adoption: "Resolution No. 632. Opposing Abandonment of the Southern Pacific Cross Town Service between Oakland and. Alameda." Mr. Probst seconded the motion to ado t the Resolution and on roll call it was adopted and passed unanimously. 14 A Bill entitled, ' For "A Bill Ordinance No New Series. Reclassifying Property." (Hospital) came up for passage and was read by the Clerk. Mr. Tilden moved that the Ordinance be adopted, seconded by Mr. Latham and on roll call it was adopted and passed. unani mously. Dr. Wm. Barclay Stephens exhibited to the Councilmen, plans of the proposed hospital, 15 v The Clerk stated that the time had arrived for the hearing on the reclassification of the property on the northeast corner of Oak Street and. Central Avenue. There being no objectors, a Bill entitled. "A Bill For Ordinance No. New Series. Reclassifying Property." (Church) was introduced and laid over under a provision of the Charter. 16, There being a number of persons present in the Council Chamber in the interest of the proposed d ing ordinance President Otis invited discussion on the s e. Thereupon Rev. H. Miller addressed the Council and read a letter from the Rev. Shires., Rev. D. O. Colegrove on behalf of the Ministerial Union, Messrs. 011ie Snedi E. R. Niess, R. Strehlow and. Mrs. 5. Haslett, Mrs. E O. Schetter and. Mrs Lilian Hill Policewom upon A Bill entitled For addressed the Council in support of the Ordinance. There— "A Bill Ordinance No New Series. An Ordinance Regulating Public Dances in the City of Alameda." came- upfor passe and s read by the Clerk. Councilman Adams moved that the Ordinance be adopted, seconded by Mt. Probst and on roll call it was adopted and passed. unanimously. 17/ In the matter of the hearing on Versailles Avenue opening, Mr. Probst moved that the hearing be continued to the regular meeting of the Council to be held. May 15, 1923 seconded by Mr. Adams and on roll call carried. M±. Latham Moved that the City Manager be instructed to look into the delapidated condition of the house at 858 Oak Street and report back at the next meeting of the Council; seconded by Mr. Probst and oarried. 19/ - Mr. Latham moved that Councilman Tilden be granted a six months' leave of absence,to leave the United States, seconded by Mr. Probst and carried. Claims against the General Departments amounting to $2794.27; against the April. 17, 1923 Department amounting to $90.00; against the Recreation Department amounting to $115.68; against the Store Department amounting to $61.70; a:;inst the Council Relief Fund, amounting to $75.17; a nst the Initiative Relief Fund amounting ' to $45.00 and against the Electric Light Fund amounting to $7597.11 having been appraTed and audited by the proper officials were listed by the Clerk as follows: General Departments Labor Alameda Steam Laundry Assn.
