1923-05-15 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMODA, TUESDAY EVENING, MAY 15TH, 1923. The meeting convened at 8:00 P. M. with Coumil-president Otis presiding'. The roll was called and Councilmen Adams, Latham, Probst and. President Otis, were noted present. Absent: Councilman Tilden, (1).. The minutes of the meeting of May 1st, 1923 were approved as read. Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 636, Transferring 22,000.00 from the School Fund to the General Fund.' Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following were received: 2/ Continuation certificnte on the bond of E. J, Simon of the Municipal Eaectric Light Plant. Ordered filed. 3/ Oath of office of C. W. Griffin,as member of the Board of Free Library Trustees. Ordered filed. 4■/ Oath of office of Sarah Bofinger as special policewoman, Recreation Department. Ordered filed. 5 Communication from Mr. F. K. Taylor, re naval base election previously referred to the Committee of the Whole. Ordered filed. The following communications were received: 6/ From the City Planning Commission, re subdivision of block of property owned by Mr. Frank Hally in the west end, and offering to dedicate necessary land for a street fifty-five feet in width. Mr. Latham moved that the matter be re- ferred to a meeting ou. the Committee of the Whole and that representatives of the Southern Pacific Company be invited to attend said meeting to be held in the City Manager's office, Tuesday evening, June 5, 1923 at 7:30 o'clock? seconded by Mr Probst and carried. From the City Planning Commission, recommending that the south side of Central Avenue, one hundred and ten feet west of Park Street, thence westerly fifty-nine and 36/100 feet, be reclassified from a Church District, Class IV, to a Business District, Class III. Mr. Probst moved that the recommendation be adopted, seconded by Mr. Latham and carried. Thereupon a Bill entitled "A Bill For Ordinance No , New Series. Reclassifying Property. (South Side of Central Avenue, 110 feet West of Park Street.) was introduced and laid over under a provision of the Charter. From the City Planning Commission containing copy of a Resolution, re opening of west end streets..Mr. Latham moved that the matter be referred to a meeting of the Committee of the Whole, seconded by Mr. Probst and carried. v / From the Alameda Social Service Board requesting an additional allowance 2 May 15th, 1923. Board, seconded by Mr. Probst and on roll call carried unanimously. 10V From the Police Department requesting an increase in salary. Mr. Latham moved that the communication be filed and that the matter be referred to a meeting of the Committee of the Whole, seconded by Mr. Probst and carried. 11/ Froth the Fire Department, requesting an increase in salary. Mr. Latham moved that the communication be filed and that the matter be referred to a meeting of the Committee of the Whole, seconded by Mr. Probst and carried. 12V The Clerk stated that the time had arrived for the hearing- instituted on the Council's own initiative, reclassifying the property as or the request of 11±. B. H. Wedemeyer; that a petition of protest had been received, purported to be signed by a number of property owners within the district affected, and proceeded to read the same. Mr. Wedemeyer was present with his representative, Mr. Augustus Donovan, who addressed the Council rep;arding Mr. Wedemeyer's plans. Mr. John L. Mcvey, representing a number of protestants present,addressed the Council as did Messrs. Lunt, Carver, O'Hare and. Mrs. Wiedenbeck. After general discussion, Mr. Latham moved that it be the sense of the Council that an ordinance reclassifying the above property be introduced at this meeting and passed at the next regular meeting of the Council granting the reclassification',- with the understanding that Mr. Wedemeyer places the houses on the Eagle Avenue side to a set back line of sixteen feet in conformity with other dwellings on the eastern portion of the block. Mr. Wedemeyer agreed to conform to the Council's wishes, thereupon Mr. Probst second- ed the motion and the same carried unanimously. A Bill entitled 'A Bill For Ordinance No. New Series. Reclassifying Property' was introduced and laid over under a provision of the Charter. 14 In the matter of the hearing on the delapidated building at 2324-2326 Lincoln Avenue, Mr. Conneau, the owner, was present and submitted plans for proposed altera- tions. Chief of the Fire Department, W. T. Steinmetz, Chief of Police, Wm, H. Wahmuth, Health Officer, Dr. A. Hieronymus and. Building Inspector, E. C. Maill0t, were present and stated their objections to the condition of the building as it exists at the present time; After discussion, Mr. Latham moved that further action by the Council be postponed to the regular meeting of the Council to be held July 17, 1923, with the understanding that Mr. Conneau was to start repairs at once, seconded by Mr. Probst and on roll call carried unanimously. 15 A Bill entitled "A Bill For Ordinance No. New Series. Ratifying a Contract between the Great Western Power Company, a Corporation, and the City of Alameda by and Through its Board of Public Utilities for the Purchase of Electric Energy for a Term of Five Years Commencing January 30,1923." came up for passage and was read by the Clerk. Mr. Probst moved that the Ordinance be adopted, seconded by Mr. Latham and on roll call carried unanimously. iJ An invitation was read from the Executive Board of the Alameda City Health ,AE May15th,'1923. 17V/ An application was received from the Boyle Manufacturing Company, requesting permission to construct a spur track on Blanding. Avenue in the City of Alameda in accordance with blue prints and descriptiona thereto attached, the petition to be granted in the name of the Southern Pacific Company. Mr. Latham moved that the request be granted, seconded by Mr. Probst and carried. Claims against the General Departments amounting to $3180.08; against the Police Department amounting to $181.33; against the Fire Department amounting to $567.79; a inst the Street Department 4iounting to $1823.72; against the Health Department amounting to $68.60; against the Recreation Department amounting to $227.53; against the Council Relief Fund amounting to $108.93; a inst the Initiative Relief Fund amounting to $58.50; against the Electric Light Blind amounting to 10,621.80; a inst the Public Use Fund amounting to $2059.47 and against the Health Center Building Fund amounting to $2925.00 having been approved and audited by the proper official were listed by the Glerk as follows: Election Officers Labor Alameda Repair & Supp/y Co. Mr. Latham requested permission to retire, which was granted. 18v The Clerk stated that the time had arrived for canvassing the returns of the special municipal election held. Resolution Declaring the Result of the Special Election held in the City of Alameda, on Tuesday May 8, 1923, on the Question of Extending the Lease of Certain Tide and Submerged lands to the United States for the Purpose of a Naval Base." Mr. Adams seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 20/ In the matter of the opening of Versailles Avenue, Mr. Probst moved that further action be postponed until the first regular meeting of the Council to be held July 3, 1923, seconded by Mr. Adams and carried. 211 In the matter of the hearing of the raising of the grade of Webster Street, Mr. Probst moved that the matter be laid over until the regular meeting of the Council to be heId. July 3, 1923, seconded by Mr. Adams and carried. 22V Mr. August Freese addressed the Council giving suggestions as to the construction of the proposed tube under the Estuary. May 15th, 1923. There being no further business to transact the Council adjourned to meet in regular session, Tuesday evening, JAIte. 5th, 1923, at 8 o'clock. Respectfully submitted,
