REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA
TUESDAY, JUNE 5TH, 1923.
The meeting convened at 8:00 P. M. with Council-president Otis presiding
The roll was called and. Councilmen Adams, Latham, Probst and. President Otia,
(4) were noted present. Absent: Councilman Tilden, (1).
The minutes of the regular meeting of May 15, 1923 were approved as read.
Mr. Probst introduced the following Resolution and moved its adoption:
"Resolution No. 638.
Transferring $500.00 from the General Fund to
the Health Center Building Fund."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Latham introduced the following Resolution and moved its adoption:
"Resolution No. 639.
Transferring t2416.38 from the Electric Light
Fund to the General Fund."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Latham introduced the following Resolution and moved its adoption:
'Resolution No. 640.
Instructing the Assessor and the Tax Collector
to Cancel the Assessment, Taxation and. Sale of
Certain Lands Belonging to the United States
Shipping. Board Emergency Fleet Corporation."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
The following were received:
Two affidavits of publication of Notice of Election on Naval Base
Site. Ordered filed.
51/ Oath of Office of Walter Larsen, special police officer. Ordered filed.

6 Oath of office of Simon Winkler, special police officer. Ordered filed.
71 Oath of office of Jas. H. Boyer, as Director, East Bay Municiral
Utility Distriat. Ordered filed.
Report of the Municipal Electric Light Plant for the month of February, 1923.
Ordered filed.
The following communications were received:
From the County Board of Supervisors, re canvas of vote concerning tube
election. Ordered filed.
104/ From City Attorney, am. J. Locke, re status of Versailles Avenue
opening. Mr. Latham moved that the report be accepted and filed and that Mr.
W. G. Cohen be advised as to its contents, seconded by Mr. Probst and carried.
11 From City Attorney, Wm. J. Locke, re hearing before the Railroad
Commiscion, relative to abandoning the aross-town service by the Southern Pacific
Company. Vr. Latham moved that the communication be filed and that Mr. Alberger
of the an Francisco-Oakland. Terminal Railways, be invited to be present at the
net meetino of the Council_ seconded by Mr. Probst nnd onrried.

condition of the Fire
Department of the City of Alameda. Ordered filed.
13 V From the Board of Fire Pension Fund Commissioners e the advisability
of investment of surplus moneys to the extent of 10,000 in the Fire Pension
Fund. After explanation by the City Manager, Mr. Latham introduced the fillowing
Resolution and moved its adoption:
"Resolution No 641.
Authorizing the Investment of $10,000 of the
Fire Pension Fund in Public Bonds.'
Ex Probst seconded the motion to adopt the ReSolution and on roll call it was
adopted and passed unanimously.
144 Mr. Probst introduced the following Resolution and moved its adoption:
'Resolution No. 642.
Resolution Adopting Plan and. Specifications.
(Re Improvement of Crossingsof Bay Island.
Avenue at Park Avenue and at Regent Street.)
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
151 Mr. Probst introduced the following Resolution and moved its adoption:
"Resolution No. 643
Resolution of Intention No. 64, E.S.
(Re Improvement of Crossings of Bay
Island Avenue at Park Avenue and.
Regent Street."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.

161 A communication was received from Hutchinson Company, Inc. petitioning the
Council to grant them permission to grade, curb, gutter and macadamize Bay Island
Avenue between the eastern line of Park Avenue and the western line of Regent
Street, under private contract. A copy of the contract accompanied the communica-
tion. Thereupon Mr. Probst introduced the following resolution and moved its
adoption;
"Resolution No. 644.
Resolution Granting the Hutchinson Co. a Permit to
Improve Bay Island Avenue between Park Avenue and.
Regent Street."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopt-
ed and passed unanimously
17i Mr. Probst introduced the following Resolution and moved its adoption:
'Resolution No 645
Resolution of Intention No. 65, New Series.
Providing for the Closing of Arbor Street
between Buena Vista Avenue and its North-
erly Termination.'
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.

(Wedemeyer Petition)
came up for passage and was read by the Clerk. Mr. Probst moved that the Ordinance
be adopted, seconded by Mr. Latham and on roll call it was adopted and passed
unanimously.
207 In the matter of the hearing on the delapidated buildings at 856-858 Oak Street
the City Clerk reporting for the Building Inspector, advised the council that both
buildings had been sold to wreckers and were at present being torn down. Mr. Latham
moved that further action by the Council be postponed until the regular meeting of the
Council to be held July 3rd, 1923, seconded by Mr. Probst and carried.
In the matter of the proposed sub-division of the block of property south of
Taylor Avenue, between Third and Fourth Streets, owned by Mr. Frank Hally, and the
extending of Central Avenue through the south side of the block parallelwith the
Southern Pacific Company's tracks, at the request of the Southern Pacific Company
further consideration was postponed until the next meeting of the Council to be held
June 19, 1923, to permit a representative of that Company to be present.
22/ In the matter of adequate fire protection for the west end of Alameda, after
general discussion Mr. Probst moved that the City Attorney and City Manager be
instructed to take up with the Railroad Commission the possibility of having the
East Bay gater Company make the necessary improvements to relieve the condition
as it now exists, seconded by Mr. Latham and carried.
23V/ Mr. Latham moved that the ity Manager be instructed to advertise for bids
for the rental of the candy booth concession at Lincoln Park, for a term of five
years seconded by Mr. Prob st and carried.
24V Mr. Carl E. Strom, addressed the Council regarding the licensing of quack
doctors and road shows, asking that an ordinance be passed increasing the license: to.
more than 010.00 per day as at present. A representative of Mr. Kaliski was present
and addressed the Council along the same line . Mr. Latham moved that the matter be
referred to the City Attorney to report back at the next meeting of the Council,
seconded by Mx. ProblA and carried.

25v' Ex. Carl E. Strom addressed the Council regarding the condition of the sidewaik
leading to the Aeolian Yacht Club, and requesting that the Council take the necessary
steps to have same repaired. Mr. Latham moved that the matter be referred to the
City Manager with power to act sec'nded by Mr. Probst and carried.
