1923-08-21 Regular CC MinutesREGULAR =TUG OF 'BID COUNCIL OF THE CITY OF ALAEEDA, TUESDAY ETOING, AUGUST 21,1923. The meeting convened at 8:00 P. M. with Council-president Otis presiding. The roll was called and. Councilmen Adams, Latham Probst, Tilden and President Otis, (5) were noted present. Absent: None. The minutes of the regular meeting of August 7th, 1923 were approved as read. The following were reaeived: 1./ Affidavit of publication of Notice to Taxpayers: Ordered filed. 2.1,7 Report of the Municipal Electric Eight Plant for the year ending June 1923. Ordered filed. 3./ Affidavit of posting Notice of Award of Contract, re Resolution of Intention No. 64, V. S. (Bay Island Avenue Crossings). Ordered filed. 4.1 Affidavit of publication of Notice of Award of Contract, re Resolution of Intention No. 34, N. S., (Bay Island Avenue Crossings). Ordered filed. Demand for incidental expenses prior to Contract from City Engineer, re Resolution of Intention No. 64, V. S. (Bay Island. Avenue Crossings) . Ordered filed. .t In the matter of the application of the Hon. E. K. Taylor for perm' ion to use a portion of Government Island as a reserve air-drome formerly presented to the Council, Lieutenant Byron M. Bates of the 372nd Organized. Reserve Squadron addressed the council concerning same. After discussion, Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 662. Resolution Granting the United. States Government a License to use Certain Portions of Government Island and Prescribing Purposes and Conditions of such License." LLr. Tilden seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 7.v' In the matter of the hearing on the delapided building at 2324-2326 Lincoln Avenue , Building Inspector Maillot requested a continuance until the next regular meeting of the Council to be held September 4, 1923. Mr. Probst moved that such continuance be granted, seconded by Mr. Latham and. carried. 8./ A comrunication was received from the Woodmen of the World, Spruce Camp No 132, requesting permission to hold a three nights festival at Seagrove Park on September 20, 21 and 22, 1923. Yr. Pro. st moved that the request be granted, under the direct supervision of the City Manager, seconded by Mr. Latham and carried unanimously. 9, A Bill entitled "A Bill For Ordinance No, New Series. Amending Section 117 of the Municipal Code Relating to the Depositing of Broken Glass, Dirt, Rubbish, Etc. in the Streets, Manholes Sewers Etc." came up for passage and was read by the Clerk. Mr. Latham moved that the ordinance be adopted, seconded by Mr. Probst and on roll call it was adopted and passed unani- mously. August 21, 1923. 10.14/ A communication was read from the Southern Pacific Company requesting iermission to substitute for the existing franchise bond filed with the City of Alameda by the National Surety Company in the amount of ;5,QQQ, a bond issued by the United States Fidelity and Guaranty Company in the same amount, giving their reasons there- for. Mr. Tilden intro uced the following Resolution and moved its adoption: 'Resolution No 663 Authorizing Southern Pacific Company to Furnish Substitute Bond." Yr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 11,V In the matter of the opening and extending of Central Avenue, south of Taylor Avenue, between Third and Fourth Streets, after general discussion Mr. Latham introduced the following Resolution and moved its adoption: Resolution No. 664 For PurchasingLand to Open Central Avenue, Between Third and FourthStreets." hr. Probst seconded te motion to adopt the Resolution and an roll call it was adopted and passed unanimously. 12./ City Manager Hickok made a further verbal report regarding the installation of a water main on Pacific Avenue connecting Park Street and Webster Street, and recommended'that a steel pipe of 20 inch size be substituted in place of 16 inch cast iron pipe as formerly agreed upon. After discussion, hr. Tilden moved that the recommendation of the City idalaoer be adopted, seconded by Mr. Latham and on roll call carried unanimously. 13..V City Engineer, Burnett Hamilton, reported that he had interviewed the owners of the fence upon the property odtuated on the sonthweSt corner of Grand Street and Lincoln Avenue and that they had agreed to reduce' its height to remove the dangerous condition at present existing. The City ::-ngineer was instructed to make further irvesti7ation and report back if the fence was in a weakened condition. Claims against the General Departments amounting to 819.30; against the Pollee Department amounting to 0253.35; against the Fire Department amounting to 025.501 against the Street Department amounting to 03381.26; against the Health Department amounting to .:1119.21; against the Recreation Department amounting to 0550.34; against the Store Department amounting to 0; against the Council Relief Fund amounting to 040.12; against the Electric Light Fund amounting to 08716.13; and against the Health. The meeting convened at 8 o'clock with Council- president Otis presiding. The roll was called and Councilmen Adams Latham, Probst, Tilden and President Otis, (5) were noted present. The minutes of the regular meeting of August 21st, 1923 were read and approved. Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 665. Transferring 3703.13 from the Electric Light Fund to the`Interest. and .Redemption Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 666. Transferring $1722.07 from the Electric Light Fund to the General Fund." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 667. Transferring $8,000.00 from the Electric Light Fund to the General Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Latham introduced the following Resolution and moved its adoption: "Resolution NO 668. Transferring 8,000.00 from the General- Fund to the Health Center Building Fund." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimoully. Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 669. Authorizing the Mayor to Enter into an Agreement with the East Bay Water Company, for the Construction of a Main on Pacific Avenue, and Authorizing the City Clerk to Attest the Same." Mr. Tilden seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. In the matter of the hearing on the delapidated building, 2324-2326 Lincoln Avenue, Building Inspector Maillot reported that same had been repaired and that all the debris had been entirely removed. Mr. Probst moved that further proceed- ings be dropped, seconded by Mr. Latham and carried. 10.0/7 With reference to the communication from City Attorney, Wm. J. Locke, re zoning ordinanceamendments Mr. Probst moved that the matter be referred back to Mr. Locke to prepare the necessary amendments and submit same to the Council, seconded by Mr. Latham and carried. ii.I In the matter of the communication from the Housewives League, re public distribution of milk Which was referred to the Committee of the Whole, Mr. Latham moved that same .be laid upon the table, seconded by Mr. Probst and carried. 12.V The communication from the City Planning Commission re the extension of Central Avenue, between Third and. Fourth Streets, on motion of Mr. Probst seconded by Mr. Lath was ordered filed. 13.V The communication from the Alameda Improvement Club re 15. which was referred to the Committee of the Whole, seconded by Mr. Latham and carried, ordered filed. The copy of the budget of the Board of Education for the fiscal year ding various matters upon motion of Mr Probst upon motion of Mr. Probst, seconded by Mr. Lath.*, ordered filed. The communication from City Attorney Locke, re reduction of transbay ferry rates, ,;s upon motion of Mr. Probst, seconded by Mr. Latham and carried, referred 924 back to the City Attorney. 16w/ The City Manager requested a week's vacation from September 17th to September 24th. Mr. Latham moved that the request be granted, seconded by Mr. Probst and carried. 1701 Messrs. E. Babue and. H. C. Bennett, representing the Chamber of CoMmerce W. R. Calcutt, as Chairman of the Park Street Merchants' Association, Jos. Thompson, representing-the Automobile Dealers, Association and. Mr. E. R. Feiss, addressed the Council regarding the widening of Park Street by cutting down the width of the side-1k three or four feet on each side of the street, After discussion Mr. Tilden moved that it be the sense of the Council that the plan to widen Park Street be approved and that the same be referred to the CosmittOO of the Whole to work out the details, seconded by Mr. Latham and carried.
