1923-10-02 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE OITY OF ALAMEDA, TUESDAY EVENING, OCTOBER 2, 1923 The meeting was called to order at 8 o'clock with Council-president Otis presiding The roll wa callecl. and Councilmen Adams, Latham, Probst, Tilden and. President Otis, (5) were noted present Absent: None. The minutes of the regular meeting of September 18th, 1923 were approved as read. 1.t Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 673 Transferring $3,000.00 from the General Fund to the Library Fund." MY. Probst seconded the motion to adopt the Ioso1ut1on and on roll call it was adopted and passed unanimously. 2./ Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 674. Transferring $450.00 from the Electric Light Fund to the General Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr Latham introduced the following Resolution and moved its adoption: "Resolution No. 675. Transferring t6,562.50 from the Electric Light Fund to the Interest and Redemption Fund." Mr, Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 4.V Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 676 Transferring t1,749.66 from the Electric Light Fund to the General Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 5.7 Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No 677. In Re Linoleum for Health Genier." Mr. Latham seconded the motion to adopt the-Resolution and on roll call it was 'adopted and passed unanimously, Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No 678. In Re Concrete Retaining Wall in Washington Park." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 7. Mr. Latham introduced the following Resolution and moved its adoption: trOeNc3^1,11-4ron Tin A/0 256 October 2nd, 1923. Mr. Probst seconded the motion to adopt the Resololution and on roll call it was adopted and passed unanimously. 8. / The continuation certificate on the bond of Clark G. Woodbury, Collector, Municipal Electric Light Plant, was presented and ordered filed. The following communications were received: 9./ From the Municipal Electric Light Plant requesting the Council to immediately start condemnation proceedings to secure a right of way for a pole line for electric service 11 feet wide along the western boundary of the property owned by the Alaska Packers Association from Pacific Aven'le north to the Estuary. After general di cussion, Mr. Latham moved that the City Clerk be instructed to write a letter to the Alaska Packers Assooiation asking for such right of way, it being the sense of the Council that the need of such right of way is imperative to the best interests of the City of Alameda, seconded by Mr. Tilden and carried. 10.t/ From the Alameda Improvement Club re various matters. After discussion Mr. Tilden moved that that portion of the letter referred to the condition of the old car-barn lot on Webster Street at Atlantic Avenue be referred to the City Manager with in- structions that if a nuisance existed, to take steps to immediately abate s seconded by Mr. Probst and carried. From the Council of the City of Berkeley containing Resolution expressing appreciation of the help rendered by the City of Alameda during the fire on September 17th, 1923. Ordered filed. 12.V/ From Mr. Wynn Meredith, re construction of the estuary tunnel and inclusion of street car tracks in same. Mr. Latham moved that the communication be referred to the City Manager, City Attorney and Mayor, seconded by Mr. Probst and carried. The Clerk stated that he was in receipt of a petition signed by a number of property owners and citizens in the neighborhood of Fountain and Jackson Streets, requesting that certain eucalyptus trees on the lot on the southwest corner of the streets mentioned be declared a public nuisance and requesting their removal. Mesers. E. Dodge and E. R. Neiss addressed the Council in support of the petition. After die cussion, Mr. Tilden moved that the owner of the property be cited to appear at the regular meeting of the Council to be held Tuesday evening, October 16, 1923 to show cause why the trees in que.Ttion should not be declared a public nuisance and that menawhile the matter be referred to the City Manager and. City Attorney for investigation, seconded by Mr. Latham and carried unanimously. 14.V/ The City Manager stated that a complete report regarding an adequate water supply for fire protection was at the present time being prepared and would be sub- mitted at a later meeting of the Council, 15. Messrs. W. R. Calcutt and E. R Neisa addressed the Council pertaining to same. Mr. Tilden moved that the contract between the City of Alameda and the East Bay Water Company for the installation of a 20 inch main be signed at the earliest possible date in order that immediate relief could be secured, seconded by Mr. Probst and carried unanimously. 16.V The City Manager called attention to the delapidated appearance of the buildings at 2317-19-21 Alameda Avenue and after discussion Mr. Latham moved that the proper rIP-PinioTh P+Pril nrnrApAinmR nrdirance No. 181_ N. S. for their removal or re- October 2nd, 1923. 1 . Mr. H. G. Bennett addressed the Council on behalf of the Chamber of Commerce requesting that the City of Alameda be official recognized and designated as "The Dahlia-City". Mr. Tilden so moved, seconded by Mr. Lath and on roll call carried unanimously. 18.V In the matter of the hearing re the change of grand of Webster Street Probst moved that the matter lay over until the regular meeting of the Council to be held. January 2nd, 1924, seconded by Mr. Latham and carried. A Bill entitled 'A Bill For Ordinance No. New Series. Providing for and. Regulating the Deposit of Funds of the City of Alameda in banks and banking corporat ions, Limiting the amount of public moneys that may be Deposited therein, and Providing a penalty for the Deposit and. Use Thereof'. was introduced,read by the Clerk and laid over under a provision of the Charter.
