1923-10-16 Regular CC MinutesREGULAR Iv7r1ETI11G OF THE COUNCIL OF TEE 01 TY OF ALAMEDA , TUESDAY EVENING, OCTOBER 16; 1923. The meeting convened at 8 o'clock with. Ccrincil-president Otis presiding. The roll was called and Councilmen Adams , Tilden and President Otis, (3) were noted present. Absent: Councilmen Latham and Probst, (2). The minutes of the regular meeting of October 2nd, 1923 were approved as read.. The minutes of the special meeting of October 5th, 1923 were approved as read.. Yr. Tilden introduced the following Resolution and moved its adoption: "Resolution No. 681. Transferring ll'p500.00 from the General Fund to the Council Relief Fund." Mr. Adams seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 2.V Mr. Adams introduced the following-Resolution and moved its adoption: "Resolution No. 682. Transferring t500.00 from the General Fund to the Compensation Insurance Fund." Mr. Tilden seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Tilden introduced the following Resolution and moved its adoption: "Resolution No. 683® Amending Resolution No. 672, "Fixing the Salaries of the Officers and. Members of the Police and. Fire Departments of the City of Alameda." Mr. Adams seconded the motion to adopt the Resolution and on roll call it was adopt- ed and pasL,ed unanimously. 4.1/1 Mr. Tilden introduced the following-Resolution and moved its adoption: "Resolution Fo. Ordering the Width of Sidewalks on Park Street Between Lincoln and. Encinal Avenues Decreased to a Width of 12 feet.' Mr. E. K. TaylOr, representing property owners on Park Street and Mrs. Blanche Tisdale James spoke in protest of the owner,, paying the cost of improvement. Messrs. Calcutt, Bennett and Dodge addressed the Council in favor of the passage of the Resolution. Councilman Adams suggested in view of the protests that action on the Resolution be laid over until the next regular meeting of the Council to be held. Tuesday evening, November 6, 1923, Thereupon Mr. Tilden withdrew his motion and the matter was laid over as per the suggestion of Mr. Adams. Mr. Tilden introduced the following Resolution and moved its adoption: "Resolution No. 684. Declaring Certain Trees on the Corner of Fountain nn8 Jackson Streets to be a Public Nuisance." October 16, 1923. Miss Kate Lawrence, the owner of the property, assures the council that every thing would be done as speedily as possible to remove the trees referred to. The following were received: Copy of contract between the City of Alameda and the East Bay Water Company for the construction of a twenty inch water main on Lincoln Avenue. Ordered filed. Oath of office of Sydney M. Norton as police officer. Ordered filed. 8.V Affidavit of publication of Notice to Bidders re linoleum for Health Center. Ordered filed. Affidavit of publication of Notice to Bidders re concrete retaining wall at Washington Park. Ordered filed. 1o. / In the matter of the hearing on the delapidated buildings at 2317-19-21 Alameda Avenue, the clerk read a communication from Mr. L. Kaliski,the owner, requesting two weeks delay, thereupon Mr. Adams Moved that the hearing be postponed until the regular meeting of the Council to be held Tuesday evening, November 6, 1923 seconded by Mr. Tilden and carried. 1 The Clerk stated that in response to request for bids for linoleum for the Alameda City Health Center, he was in receipt of two bids. Mr. Adams moved that the bids be received and opened, seconded by Hr. Tilden and carried. Thereupon the Clerk opened and read the bids as follows: From D. N. &E. Walter & Co. 3 1187.00. Felt lining additional $108.00. A certified check of 3120.00 accompanied the bid. From the Bonded. Floors Company, 01490.00. No certified check or bond accompanied the bid. Mr. Tilden moved that the bids be referred to the Health Center Board to report back at the next regular meeting of the Council to be held. November 6, 1923, ,seconded by Mr. Adams and carried. 12.V The Clerk stated that in response to request for bids for the construction of a concrete retaining wall at Washington Park, he was in receipt of four bids. Mr. Tilden moved that the bids be received and opened, seconded by Mr. Adams and carried. Thereupon the Clerk opened and read the bids as follows: From N. Lena .... $ 2750.00 . A certified check of 3300.00 accompanied the hid. From Riechel c Bredhoff.... 33367.00. A certified check of 3336.70 accomnanied the bid. From Frank D. Moller.... $3837.00.n A certified check of $400.00 accompanied the bid. From Heafey, Moore & McNair Per cubic yard of concrete $24.80. Per pound of 1/2 inch square twisted steel 3.07. A certifies chek of 3450.00 accompanied the bid. After dicussion, upon recommendation of the City Manager and. City Engineer, Mr. Tilden introduced the following Resolution and moved its adoption: "Resolution No. 685. Awarding Contract for Retaining Wall in Washington Park." Mr. Adams seconded the motion and upon reoli call it was adopted and passed unanimously. 4-4 October 16, 1923, The following communications were received: From the Alameda Improvement Club, re various matters. Upon motion the matters contained therein were referred to the City Manager for answer and the communication ordered filed. 14. / From the West End Building Association, regarding the rbage dumps. Mr. Adams moved that the City Manager communicate with Ur. H. Y. Pond, the President of the AssOciation giving the status of conditions at the present times, seconded by Mr. Tilden and carried. From Hutchinson Company, requesting permission to grade, curb, gutter and macadamize and construct a sewer in Madison Street, between the western gutter line of Mound. Street westerly two hundred and ten feet, more or less. Also, to construct the necessary culvert at the intersection of Mound Street, under private contract. Ur. Adams moved that the renuest be granted, subject to the conditions stated in their letter, seconded by Mr. Tilden and carried. 16.V( A Bill entitled 17. / For "A Bill Ordinance No. New Series. Providing For and. Regulating the Deposit of Funds of the City of Alameda in Banks and. Banking Cor- porations, Limiting the Amount of Public Moneys that May be Deposited. Therein, and. Providing a Penalty for the Illegal Deposit and Use Thereof." came up for passage and was read by the Clerk. Mr. Tilden upon the recommendation of the city attorney moved that the ordinance be adopted, seconded by Pr. Adams, and on roll call it was adopted and passed. unanimously. The City Manager presented plans and specifications for the addition to the city hall garage. After di cussion, Mr. Adams moved that the plans and specifications be adopted and the city clerk advertise for bids for its con- struction, seconded by Mr. Tilden and on roll cal] carried unanimously. Claims against the General Departments amounting to 02347.64; against the Police Department amounting to 0175.23; against the Fire Department amounting to 4170.85; against the Street Department amounting to 41805.12; against the Health Department amounting to 65.56; against the Recreation Department amounting to 537.97; against the Initiative Relief Fund amounting to 424.00; against the Council Relief Fund amounting to 4172.77; and against the Electric Light Fund amounting to 41,362.01 having been approved and audited by the proper officials were listed by the Clerk as follows: General Departments.
