1923-11-06 Regular CC Minutes3./ REGULAR MEETING OF THE COUNCIL OP THE CITY OF ALALEDA, TUESDAY EITENIEQ, NOVEMBER 6, 1923. The meeting convened at 8 P. E. with Council-president Otis presiding. The roll was called and Councilmen Adams, Latham, Probst, Tilden and President Otis, (5) were noted present The minutes of the regular meeting of October 16, 1923 were approved as read. The minutes of the adjourned regular meeting of October 16, 1923 were approved as read. Mr. Pro - introduced the following Resolution and moved its adoption: Resolution Eo 689 Transferring 017,500.00 from the Electric Light Fund to the General Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 690. Transferring 02061.18 from the Electric Light Fund to the General Fund." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following were received: Affidavit of publication of Notice of City Taxes for the year 1923-24. Order- ed filed. 4.v Affidavit of publication of Notice inviting sealed proposals for addition to the municipal garage Ordered filed. 5.V Affidavit of publication of Notice to bidders, re Lincoln Park Clubhouse. Ordered filed. 6./ Affidavit of publication of Notive to bidders re linoleum for Alameda City Health Center. Ordered filed. 7.v/ Copy of contract between the City of Alameda and F. Lena, re retaining wall Washington Park. Ordered filed. Copy of deed between John F. Buttrick and City of Alameda for property situated on the northwest corner of Pacific Avenue and. Grand Street, on which is to be constructed a bungalow firehouse. Ordered filed. Oath of office of P. G. Wright as special police officer. Ordered filed. Oath of office of A. J. Wright as special police officer. Ordered filed. The City Manager offered his report on a Fire Protection Water Supply for the City of Alameda. Er. Probst moved that the same be referred to a meeting of the Committee of the Whole, seconded by Mr. Latham and carried. The following communications were received: 12. From the Mayor, Auditor and City Manager, re count of money, Ordered filed. 13. From Miss Anna M. Wiebaik, requesting permission to increase the height of the fence on the property at the northwest corner of San Antonio Avenue and. Lafayette Street. After discussion, Mr. Latham moved that the request be denied, seconded by November 6, 14 From J. F. Mackenzie, requesting permission to moved the building at 2246 Central Avenue, along Central Avenue to approximately one hundred and seventy feet east of Everett Street. Mr. Latham moved that the request be granted under the supervision of the City Manager, seconded by Mr. Probst and carried. Mr. Latham moved that it be the sense of the Council that permission would be granted to move all houses facing on Central Avenue at the present time situated on property to be acquired by the Board of Education, seconded by Mr. Tilden and carried unanimously. 16./ From the Board of Supervisors of the City and. County of San Francisco re the creating of a Regional Planning Commission. Yr. Latham moved that the Board of Supervisors of the City and. County of San Francisco be requested to send a representative to attend the next meeting of the council to explain in detail the reason for the request and that action would be taken at that time, seconded by Mr. Probst and earried. 17. From the Board of Public Utilities re the advisability of establishing a pension system for employees. Mr. Prob:A moved that the communication be referred to a meeting of the Committee of the Whole, seconded by hr. Tilden and carried. From the Peerless Stage Company requesting a permit for a franchise for a period of twenty year or such part thereof as may be deemed advisable to the Council of the City of Alameda, for the purpose of operating auto stage busses along a prescribed route between the City of Alameda and the City of Oakland. Messrs. Encell, Attorney, and Dunbar, Secretary of the Company, were present and addressed the Council pertaining to the application, as did hr. Peter Hollings, who spoke in favor of granting the request. Nr. Probst moved that the request be referred to a meeting of the Committee of the Whole and that such meeting be held Monday evening, November 19, 1923, at 8 P. M. in the council chambers and that all parties interested therein be invited to attend said meeting' seconded by Mr. Latham and carried. 1 . In the matter of the hearing for the removal of d.elapidated. buildings at 2317-1921 Alameda Avenue, Mr. Mulvany,representing Mr. Kaliski, the owner, was present and addressed the council. After discussion, Mr. Tilden moved that in as much as hr. Ealiski had agreed to have the two buildings at 2317-19 Alameda Avenue torn down immediately, that further action be postponed until February 1, 1924, and that the details of such removal be referred to the City Manager, second- ed by Mr. Latham and carried. 20.V The Clerk stated that the time had arrived for the opening of bids for the furnishing of linoleum for the Alameda City Health Center, and that in response to the Notice to Bidders, three bids had been received. Er. Latham moved that the bids be received and opened, seconded by Mr. Probst and carried. Thereupon the Clerk opened and read the bids as follows: From the Bonded Floors Company, Inc., offering to supply the linoleum for the sum of 01490.00. The bid was accompanied by a certified check for 149.00. From D. N. &E. Walter & Go., offering to furnish the linoleum and by applying cement on the ontire floor are and laying the felt over same, and cemented along the seams and edges, for the sum of fr1377.30. For cementing the entire floor arekand over the entire under 21. November 6 1923. From W. & J. Sloane offering oiering to furnish -r brown Battleship Linoleum as per sample # 1 to cover the lobby, office, waiting room, two social service rooms, complete for 538.37 For furnishing *" white Battleship linoleum as per sample #2 to cover the corridors, linen room, recovery room, doctor's room, rest room, kitchen, lavatory, three examination rooms, clinic room, eye, ear, nose and throat room, inc]uding rooms #1 and #2, dental room and dental laboratory complete for '1378.87 For furnishing for the above mentioned spaces Gray Battleship linoleum as per sample #3, complete for 801.23 For furnishing for the above mentioned spaces, as per sample #4, white Battleship linoleum, complete for 0 726.70 The bid was accompanied by a certified check in the sum of 0200.00 Mr. Latham moved that the bids be referred to the Executive Board of the Alameda City Health Center to report back at the next meeting of the Council, seconded by Mr. PrObst and carried. The Clerk stated that in response to the notice calling for bids for the construction of a club house in Lincoln Park, he was in receipt of four bids Er Latham moved that the bids be received and opened, seconded by Mr. Probst and carried. Thereupon the Clerk opened and read the bids as follays: From A. J. McPhee, 05775.00. The bid was by a certified check in the sum of 0380.00. From H. N. Larsen, 05100.00. The bid was by a certified cheok in the sum of 350.00. From McIntosh Bros. 3490.00. The bid was by a certified cheek of 340.00. From A. Wegner, 02880.00. Wegner be awarded the bid and that the Mayor and City Clerk be authorized to enter into a contract for the con- struction of the same, seconded by Mr. Probst and on roll call carried unanimously. The Clerk stated that in response to Notice to bidders for the addition to the municipal garage, he"was in receipt of four bids. Mr. Probst moved that the bids be received and opened, seconded by Er. Latham and carried. There- upon the Clerk opened and read the bids as follows: From McIntosh Bros., 02490.00. The bid was accompanied by a certified check in the sum of 440.00. From Leo F. Iochendorfer, 02855.00. The bid was accompanied by a certified check for the sum of 0285.50. From A. J. McPhee, '2195.00. The hid was accompanied by a certified check in the sum of 220.00. From Chas, A. Blom, 02535.00. The bid was accompanied by a certified chedk in the sum of $255.0Q. Mr. Latham moved that the bids be referred to the City Manager to report back at the next meeting of the Council, seconded by Mr. Probst and carried. 23 The Clerk stated that he had received from the City Engineer, Assessmont Sheets showing amounts of sash assessment made under Resolution of Intention No. 64, N. S. re Regent Street and Park Avenue crossings in Bay Island Avenue. Mr. Probst moved that the sheets be filed, seconded by Mr. Latham and carried. 24,Y The Clerk read a communication from the City Planning Commission stating that a public hearing had been held upon the application of the owner of the property situated at 1321 High Street, to reclassify said property froma Class I. Residence District. to a Class III. Retail Business District. and t." November 6 1923.. 26.1 29 For "A Bill Ordinance No. N. S. Reclassifying property." (1321 High Street) was introduced, read by the Clerk and laid over under a provision of the Charter. Mr. Latham moved that it be the sense of the Council that the Ordinance_ be passed at its next meeting- to be held. November 20, 1923, seconded by L. Tilden and on roll call carried unanimously. Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 691. Ordering the Width of Sidewalks on Park Street Between Lincoln and Encinal Avenues Decreased to a aidth of 12 Feet." Mr. Tilden secopded the motion to adopt the Resolution and on roll call it was adopted and passed by the following vote:- Ayes: Councilmen Latham, Probst, Tilden and President Otis, (4). Noes; Councilman Adams, (1). Absent: None. Mr. Latham moved that the City Engineer, City Attorney and City Manager prepare plans and specificatinns for the necessary improvement and widening of Park Street, seconded by Mr. Tilden and carried. The City Manager presented preliminary plans for the construction of a bungalow firehouse. After discussion, Mr. Latham moved that the plans, be referred to the Chief of the Fire Department and the City Manager to modify and report back at the next meeting of the Council, seconded by Mr. Latham and carried. The matter of the condition of the sidewalk on the south side of Portola Avenue was brought to the attention of the Council by Ere. Seagrave and. Mr. August Freese. Mr. Latham moved that the matter be referred to the City Manager with instruction to have the same repaired by filling in between the sidewalk and curbing at a cost not to emceed 400.00, seconded by Mr. Probst and on roll call carried unanimously. Mx. Dodge addressed the council requesting information as to what had been done rel.srding the removal of the trees at the northwest corner of Fountain and Jackson Streets. City Attorney Locke expla ined to the council the reason for the delay and. Mr. Tilden moved that further action by the council be postponed to the regular meeting of the council to be held. December 4, 1923, seconded by Mr. Probst and carried. Claims against the General Departments amounting to 01045.03; against the Police Department amounting to 131 36;against the Fire Department amounting to 1;4893.68; against the Street Department amounting to 3804.81; against the Health Department amounting to 713,69; against the Recreation Department amounting to 16,281.72; against the Store Department amounting to $ 65; against the Touncil Relief Fund amounting to 0141.13; against the Electric Light Fund amounting to 04286.94; against the Police Pension Fund amounting to 0412.50; a'.;_inst the Fire Pension Fund amounting to J170.00 and against the Health Center Building Fund amounting to 01472.65, having been approved and audited by the proper officials were listed by the Clerk as follollo:- General Departments.
