1923-12-04 Regular CC Minutesi.v REGULAR 14E7_0.111G OF THE COUNCIL OF THE CITY OF ALAFEDA, TUESDAY ETZING, DECEMBER 4, 1923 The meeting convened at 8 o'clock with Council-president Otis presiding The roll was called. and Councilmen Adams, Latham, Probst, Tilden and. President Otis were noted present Absent:, None The minutes of the regular meeting of November 20th were approved as read, The minutes of the special meeting of November 26, 1923, were approved as read. Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 698. Transferring 2091.82 from the El 'c Light Fund to the General Fund." Mr. Latham seaonded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following were received: 2./ City Managers Report on fire protection water supply, previously referred to the Committee of the Whole. Ordered filed. Copy of contract between the City of Alameda and the East Bay Water Company. Ordered .Liled. 4.V/ Copy of contract between the City of Alameda and the Bonded-Floors Co Ordered filed. 5.v1 Copy of contract between the City of Alameda and. A. J McPhee. Ordered filed. The following communications were received: 12,J From Hutchinson Company petitioning the Council to grade, curb, gutter and macadamize Central Avenue between the center line of Fourth Street and the center line of Taylor Avenue. Er. Probst moved that the request be granted, seem ed. by Er. Latham and on roll call carried unanimously. 13. From Hutohinson Company requesting a thirty day extension of time to complete street work under Resolution of Intention No. 64, N. S., re Bay Island Avenue crossings Mr. Latham moved that the request be granted, seconded by Er. Probst and on roll call carried unanimously. December 4, 1923. regional Planning Commission. Ordered filed. 15.V From L. Mazzini requesting permission to sell firearms and revolvers in the City of Alameda. Mr. Latham moved that action upon the request be postponed until the next regular meeting of the Council ana that Chief of Police ffahmuth in the menatime signify his approval of the granting of the sarne, seconded by Mr. Adams and carried. After further disoussion, Mr. Latham moved for a re- consideration of his motion, secnded by Mr. Probst and carried. Mr. Latham then moved that the request of L. Mazzini be granted, subject to the approval of the Chief of Police, seconded by Mr. Probst and carried. The Clerk stated that the time had arrived for the hearihg of objections to assessments under Resolution of Intention No, 64, N. re Bay Island Avenue crossings. Messrs. J. Id. Bryan, a. Hammond and others addressed the Council requesting additional information, which was given by the City Engineer. There being no objectors present, Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 699. Resolution Confirming Assessment." Mr. Lathan seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 17.e In the matter of the proposed hearing regarding the bus line in the west end of Alameda communications were filed with the City Clerk from the Alameda Chamber of Commerce favoring proper transportation facilities for that section of the city, which was ordered filed. Also, a communication was received from Ernest R. Neiss, President, East End Eon-partisan Club, requesting a thorough investigation before any action was taken. Ordered filed. A communication was received from Frank R. Neville, Chairman of the joint committee of the Alameda Improvement Club and other organizations containing a coy of the report of the Committee. Ordered filed. Also, a comruniction was received from the Peerless Stage Company, agreeing to install a bus service at a fare of five cents over certain prescribed routes. Ordered filed. After discussion,and upon the statemert the City Attorney that the ordinance introduced at the last meeting of the Council had, since its introduction, been amended, a Bill entitled "A Bill For Ordinance No. N. S. An Ordinance Regulating the Operating of Motor Busses upoh the Streets of the City of Alameda when such Buss are run in Connection with and Auxiliary to a Street Railroad." was again introduced,reed by the Clerk and laid over under a provision of the Charter. President Otis then stated for the benefit of'those present interest-. ed in the matter, that a further hearing woli]d be held at the next regular meeting of the Council,December 16, 1923. A number of property owners and residents in the vicinity of Jackson and Fountain Strets were present in the council chamber and Mr. E . E. Dodge acting as spokesman, requested in- the southv 2 ation from the council when the trees on corner of the above streets would be removed. After discussion, Er. Tilden moved that the trees be removed and that the matter be referred to December 4, 1923. Tilden c_ d President Otis. (4). a from voting: Councilman Adams (1) In explanation, Kr. Adams stated that his reasons for wishing to be excused from voting was the fact that it was riot clear in his mina if any expense incidental to the removal of the trees would be assumed by the city or charged as a lien against . the property. Et. Latham moved that City Clerk Varcoe be excused and that City Attorney Locke be appointed city clerk pro tem, seconded by Mx. Probst ancl carried. 20. Et. Probst moved that the City Attorney be instructed to draw up an ordinance regulating the stopping of all vehicles when'the fir e sirens were eounaed. Also, that an ordinance be drawn preventing vehicles from passing a corner on either side of a fire, seconded by Mt. Tilden ancicarried.. 21.V Mr. Tilden moved, that the City Manager be authorized to purchase property immediately south of the Municipal Electric Light Plant, seconded by Et. Adams and on roll call carried unanimously. 22. Mr. Tilden moved that the purchase of the fire lot on the northwest corner of Pacific Avenue and Grand Street be ratified and confirmed, seconded by Mr. Probst and on roll call carried unanimously. 23.V Et. Latham moved. that Robert trehlow, 8r0, proprietor of Neptune Beach be granted a permit to reclaim his property and contract the contemplated improvement at Neptune Beach, seconclecl by Mr . Prob t and carried. 24./ Er. Latham moved that the County Board of Supervisors be authorized to make all the borings and do other preliminary work in connection with the construction of the tube under the Estuary, seconded by Mr. Probst and carried. Claims against the General Departments amounting to 64803.67; against the Police Department amounting to 3125.73; against the Fire Department amounting 6167.01; against the Street Department amounting to y1983.77; against the Health Department amounting to 80,25; against the Recreation Department amounting to 2229.93; against the Council Relief Fund amounting to 191.84; against the Electric Light Fund amounting to 66070.72; against the Police Pension Fund amounting to 450.00; against the Fire Pension Fund amounting to 3185.00 and against the Health Center Fund amounting to 3 63.85 having been approved and audited by the proper officials were listed by the Clerk as follows; General Departments.
