1922-01-17 Regular CC MinutesREGULAR 1vIE.-7ING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, JANUARY 17TH, 1922. The meeting convened at 8 P. M. with Council-president Otis presiding. The roll was called and. Councilmen Adams Latham, Probst, Tilden and. President Otis, (5) were noted present. Absent: None. The minutes of the regular meeting of January 3rd, 1922 were approved as read. The following were received: Affidavit of Publication of Notice of Filing of Petition, re west end streets. Ordered filed. Report of the Municipal Electric Light Plant for the month of October, 1921. Ordered filed. 3 I Oath of office of Alfred Sohmidt, as special police officer. Ordered filed. 4'! Copy of Resolution passed by the Board of Trustees of the Town of Antioch, re diversions of water from the Sacramento River. Ordered filed. 61 List of citizens committee, app6inted by the Mayor re American Legion. Hall Fund. Ordered filed. 7/ Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 454. Ordering N-00.00- to be paid to Pasquale Steccone." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was acbpted and passed uanimously. Foregery bond in the amount of $5,000.00. Ordered filed. 8 Mr. Probst introduced the following Resolution and moved its adoption: 'Resolution No. 455. RESOLUTION OF APPRECIATION. WHEREAS, on Christmas Morning, 1921, during a terrific storm, Police Officer Alvin P. Olsson, accompanied by Edward Rohan, Jr., and Mario Pinzi, performed an act of bravery by rescuing Arthur Gee from the waters of the bay and recover- ing the dead body of Raymond E. McConnell, and. WHEREAS, it is altogether fitting and proper that such a courageous act shoula be given some form of public recognition and acknowledgement, now therefore it is hereby RESOLVED, that the members of the Council of the City of Alameda, for and in behalf of the people of said city, hereby express their deep and sincere appreciation of the valorous deed performed by these men on the occasion afore- mentioned; and be it further RESOLVED, that these resolutions be spread in full on the minutes of the City Council, also that copies thereof, be presented to Officer Olsson and his two associates as a s--all testimonial of the cityTs appreciation and esteem. Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 9/ The Clerk stated that he was in receipt of a petition for the reclassifying of the property situated at 2206 Buena Vista Avenue, from a Single Family Dwelling - District, Class I, to a Flat, etc. District, Class II; that notices had been posted in accordance with Ordinance No. 144, N. S. and amendments thereto and that no protests had been received. President Otis asked if the petitioner as present, January 17th, 1922. 10/ The Clerk stated that he was in receipt of a petition for the reclassifying of the property situated on the west side of Willow Street, one hundred and forty feet north of Santa Clara Avenue, from a Single Family Dwelling District Class I to a Plat, etc. District, Class II; that notices has been posted in accordance with Ordinance No. 144, New aeries and amendments thereto and that a petition of protest had been filed with him, purported to be signed by a number of residents of the district. Mr. Kist, the petitioner, was present in the council chamber and explained to the council the nature of the improvements to be made. The council then heard from the objectors. Mr. Adams then introduced the following Resolution and moved its adoption, with the understanding that Mr. Kist place the main wall of the apartment house at least six feet back from the property line. "Resolution No. 456. Reclassifying the Property Situate on the West side of Willow Street, One Hundred and Forty (140) Feet North of Santa Clara Avenue, from a Class I to a Class II District." Mr. Kist agreed to do this, thereupon Mr. Tilden seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 11/ A Bill entitled "A Bill For Ordinance No. N. a. Reclassifying- Property Situated at the Northeast Corner of Webb Avenue and Park Street, from a Class III to a Class V District." was introduced and laid over under a provision of the Charter. 12i A Bill entitled. "A Bill For OrdinanceNo. New Series. Providing a Procedure for Establishing Set-back Lines." came up for passage® Mr. Probst moved that the matter lay over to the next regular meeting of the Council, seconded by Mr. Latham and carried. A communication was received from the Boy Scouts of America, requesting permission to erect a rifle range on the marsh at the foot of Jay Street. Mr. Latham moved that the matter be referred to the City Manager with power to act, seconded by Mr. Probst and carried. 14/- In the matter of the hearing of the protest of Suzzie H. Wells, re closing- Austin, Avenue and other streets, Mr. Probst moved that the matter lay over to the next regular meeting of the Council to be held February 7, 1922, seconded by Mr. Latham and carried. 15st The Clerk stated that he was in receipt of a demand for the payment of 2,000. damages to B. Ghigliazza & Co., also, an opinion from City Attorney Locke concern- ing same. Mr. Probst moved that further action by the Council be laid over until the next regular meeting, seconded by Mr. Latham and carried. 16/ The Clerk stated he was in receipt of a petition purported to be signed by one gundred and fifty residents requesting the council to purchase certain property bounded on the north by San Antonio Avenue, on the west by Morton Street and on the south by San Jose Avenue, for a public park. Mr. A. C. Agnew addressed January 17th, 1922. the Council in support of the petition. Mr. Tilden moved that the petitions be re- ceived and that the matter be referred to the Committee of the Whole, seconded by Ur. Latham and carried. 17,/ Mr, W. R. Calcutt,was present, representing the Chamber of Commerce, and requested aaeistance of the Council to the extent of $1,000.00, in defraying the cost of an advertising booklet regarding the City of Alameda. Mr. Latham moved that the request be referred to the City Manager to report back at the next meet ing of the council, seconded by Mr. Adams and carried. Mr. W. G. Cohen addressed the Council in regard to lack of lights on Fern- side Boulevard. The matter was referred upon motion to the City Manager. Claims against the General Fund amounting to 894.45; against the Police Department amounting to 228.68; against the Fire Department amounting to $886.87; against the Street Department amounting to 12G5.59; against the Health Department amounting to $72.26; against the Recreation Department amounting to 0100.21; against the Relief Fund (Initiative) amounting to $300.00; against the Relief Fund (Council) amounting to $69.01; aganst the Electric Light Fnnd amounting to $8753.35 and against the Sewer Construction Fund amounting). to $2033.69, having been approved and audited by the proper officials were listed by the Clerk as follows: GEN Dr U General Departments. Mr . Probst Fixing Salaries of the Following' Officers and Employees of the City of Alameda, to wit; The Deputy Auditor, the Stenographer to the Auditor and Assessor; the City Clerk, the Bacteriologist, the Clerk of the Health Department, the Lieutenant of the Police Department, Detectives in the Police Department, Deputy Treasurer and Tax Collector, the Building Inspector, the Sanitary Inspector and the Veterinary and Food Inspector." seconded the motion to adopt the Resolution and on roll call adopted and passed unanimously. ;There being no further business to transact the council adjourned to meet in regular session Tuesday evening, February 7th, 1922 at 8 o*clock.
