1922-02-07 Regular CC MinutesREGULAR MEETING ay THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, FEBRUARY 7TH, 1922. The meeting convened at 8 P. M. with Council-president Otis presiding. The roll was called and Councilmen Adams, Latham, Probst, Tilden and. President Otis, (5) were noted present. Absent: None. The minutes of the regular meeting of January 1'7th wore approved as read. The following were received: Report of the Municipal E iectric LIgIIt nt for the month of November 1921. Ordered filed. 2 (- 4/ Report of the Industrial Railroad for the six o hs ending De ember 31, 1921. Ordered filed. Lease of James Robertson for a portion of the Corporation Yard at the north end of Grand Street. Ordered filed. Affidavit showing gross receipts of the Pacific Telephone and. Telegraph Company for the year ending December 31, 1921, under provisions of Ordinance No 30 New Series, of the City of Alameda. Ordered filed. Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 458. Transferring 242850 from the Electric Light Fund to the General Fund.n Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Latham introduced the followilg Resolution and moved its adoption: "Resolution No. 459. Transferring 450.00 per month from the Electric Light Fund to the General Fund to be Used in Carrying on the Work of the Alameda City Health Center." Mr. Probst seconded the motion to adopt the Resolution and on roll call it adopted and passed unanimously. The following communications wero received: From John Sorenson, presenting a method of fire insurance for the City of Alameda. Mr. Sorenson was present and explained his plan. Mr. Tilden moved that the matter be referred to the City Attorney, seconded by Mr. Adams and carried. Bcule From the Board of Public Utilities, re street lighting on Fernside . Ordered filed. Copy of Resolution passed by Sacramento County Board of Supervisors, re diversions of water from Sacramento River. Ordered filed. 10V7 From City Attorney Locke, regarding the clearance of tracks at Park Street on,North. Ordered filed. From City Attornely Locke, claim of B. Ghigliaza and Co. Ordered filed. Mr. Tilden moved that the claim of B. Ghigliaza & Co. in the amount of2000.0O be paid and that the $2000.00 now being held by the Auditor out of the final payment to the Tibbitt-Pacific Company for the construction of the North Side Sewer, be nnia -En P f4-1A rn -r-scvrusr ; let n1 co. 4-4-1 4................ UpOY1 motion the communication was referred to the Committee of the Whole. 13 From the Alameda Womans Improvement Club, containing resolutions passed by them re salaries. The communication was ordered filed and Mr. Probst moved that the Mayor and City Manager answer same, seconded by Mr. Latham sad carried. 14v/ From the Alameda Housewives' League containing resolutions passed by them re salaries. The communication was ordered filed and Mr. Probst moved that the Mayor and City Manager answer same, seconded by Mr. Latham and carried. 15V 18V 20 From the Alameda High School Parent-eachers Association, re purchase of Baum property for park purposes. Ordered filed. From the Alameda High School Parent-Teachers Association, re resignation of Policewoman Vaughan. Mr. Probst moved that the informPtion be conveyed to this body that Policewoman Vaughan had reconsidered and was still in the employ of the City, seconded by Mr. Latham and carried. From the California Association of Highway Patrolmen enclosing recomreada- tions pertaining to traffic rules. Mr. Probst moved that the communication be referred to the City Attorney, seconded by Mr. Latham and carried. From George Grey, Special Police Officer, requesting continuance of his former salary. Mr. Latham suggested that Officer Gray should be employed as a full time officer, subject to the rules and regulations of the police department. Thereupon Mr. Tilden moved that the matter be referred to the City Manager, to report back at the net meeting of the Council whether such a plan would be advisable, seconded by Mr. Probst and carried. An application signed by Robert M. Kiernan, for a gratuitous license was received. Mr. Tilden moved that the matter be referred to the City Manager and that he confer with the Commander of Alameda Poet No. 9, American Legion, and should a satisfactory report be received upon the applicant, the license be issued for a period of six months, seconded by Mr. Probst and carried. The clerk stated that he was in receipt of a petition for the reclassifying of the property situated at 2206 Buena Vista Avenue, from a Single Family Dwelling District, Class I, to a Flat, etc. District, Class II; that notices had been posted in accordance with Ordinance No. 144, New Series, and amendments thereto, and that no protests had been received. Mr. F. S. Walthall, representingthe petitioner,was present. There being no protests, Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 460. Reclassifying the Property Situate at 2206 Buena Vista Avenue, from a Class I to a ClassII District." Mr. Tilden seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 211 The clerk stated that he was in receipt of a petition for the reclassifying. of the property situated at 2628 Santa Clara Avenue, from a Single Family Dwelling District, Class I, to a Flat, etc. District, Class II; that notices had been post- Ad in nnr?nrannnp AT^ 1AA February 7th, 1922. There being no protests, Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 461. Reclassifying the Property Situate at 2628 Santa Clara Avenue From a Class I to a Class II District." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 22/ The Clerk stated that he was in receipt of a petition for the reclassification of the property situated at 1417 Park Avenue, from a Class II, Residence District, to a Class III, Retail Business District; that notices had been posted in accordance with Ordinance No. 144 New Seires, and amendments thereto; and that no protests had been received. Mr. R. Egberta, the petitioner was present. There being no protests, A Bill entitled 23/ For "A Bill Ordinance No. New Series. Reclassifying Property Situated at 1417 Park Avenue, to a Class III Business District." was introduced and laid over under a provision of the Charter. A Bill entitled For "A Bill Ordinance No. New Series. Regulating Plumbing and. Sewering In and. About Buildings and. Providing for the Examination and. Licensing of Journey- men and laster Plumbers." was introduced and laid over under a provision of the Charter. A Bill entitled "A Bill For Ordinance No. New Series. Reclassifying Property Situated at the Northeast Corner of Webb Avenue and. Park Street, from a Class III to a Class V District." came up for passage. Mr. Probst moved that the ordinance be adopted, seconded by Mr. Tilden and on roll call it was adopted and passed. unanimously. 25/ A Bill entitled For "A Bill Ordinance No. New Series. Providing a Procedure for Establishing Set-back Lines." came up for passage, Mr. Probst moved that the matter be referred to the meeting of the Committee of the Whole, seconded by Mr. Latham and carried. 26/ In the matter of the hearing on the delapidated building at 541 Santa Clara Avenue, Building Inspector Mailiot reported this building had been painted on the outside and suggested a further continuance. Mr. Tilden moved that the matter be postponed until the regular meeting of the council to be held May 2nd, 1922, second- ed by Mr. Probst and carried. 27V In the matter of the hearing of the protest of Suzzie H. Wells against the closing of Austin Avenue and other streets, Mr. Latham moved that further action February 7th, 1922. 281/ Mr. A. C. Agnew addressed the Council re the purchase of the Baum and Landsberger properties by the City for park purposes. He presented to the Council subscription agreements in the amount of 1625.00, subscribed by citizens interest ed in its purchase. Mr. Tilden moved that it be the sense of the Council that the city should acquire the property and that the matter be roierred to the Mayor, City Attorney and. City Manager to take the necessary steps toward its purchase seconded by Mr. Latham and on roll call carried unanimously. 29/ Messrs Peter Hollings and. H. F. Schlichting, representing the Alameda Improvement Club, addressed the council regarding the condition of the Webster Street Roadway, north of Atlantic Avenue to the Webster Street Bridge; also to the insufficient lighting of this roadway;also requesting the laying of a sidewalk on Webster Street, and the present condition of the old car barn site. Mr. Latham moved that the City Manager and City Engineer investigate the complaints referred to and report back to the council at its next meeting, seconded by Mr. Tilden and carried. 301 Mr. L. W. Cohn, 1226 Pearl Street, addressed the council protesting against a neighbor carrying on the business of making gold leaf, stating that the in- cessant hammering created a nuisance and requested the Council to take action preventing a continuance of same. Mr. Probst moved that the matter be referred to the City Manager, with power to act, seconded by Mr. Tilden and carried. 31 Mr. S. R. Robbins, addressed the council requesting permission to remove a two room cott three hundred feet south on Jay Street towards Lincoln Avenue. Mr. M. Jensen and others were present in the council chamber protesting against the granting of the request. Mr. Probst moved that the matter lay over until the next regular meeting of the Council, seconded by Mr. Tilden and carried. 32 Mr. Latham called the attention of the council again to the over-crowded condition of the boats and trains and suggested that the City Manager communicate with the Railroad. Commission requesting relief. There being no objections such was the order. 32v/ Mr. Tilden moved that the matter of acquiring titles by the City to property sold for taxes, be referred to the City Attorney, seconded by Mr. Latham and carried. 33/ Mr. Tilden moved that the Mayor be authorized to sign United States Shippirg Board lease, re North Side Sewer,on advice of the City Attorney, seconded by Mr. Probst and carried. 34v/ Mr. Tilden inoved that it be the sense of the meeting that the council should spend a sum not to exceed 131,000.00 for advertising purposes, seconded by Mr. Probst and on roll call carried unanimously. 35/ In the matter of new tax forms, for the levying of taxes, the city attorney was instructed at his earliest convenience to prepare either an amendatory or entirely new ordinance to cover the matter. February 7th, 1922 Claims against the General Departments amounting to $2982.80; against the Police Department amounting to $552.26; against the Fire Department amounting to '3359.61; against the Street Department amounting to 01675.32; against the Health Department amounting to 0227.49; against the Recreation Department amounting to 0493.78; against the Store Department amounting to $108.93; against the Initiative Relief Fund amounting o $195.80; against the Council Relief Fund amounting 'j441.22; against the Electric Light Fund amounting to $3426.19; against the Sewer Construction Fund amounting to 46.14 having been approved and audited by the proper officials were listed by the Clerk as follows: Alameda Times Star American Law Book Co.
