REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA
TUESDAY EVENING, FEBRUARY 21ST, 1922.
The meeting convened at 8:15 P. M. with Council-president Otis presiding.
The roll was called and. Councilmen Latham, Probst, Tilden and President Otis
(4) were noted present. Absent: Councilman Adams, (1).
The minutes of the regular meeting of February 7th, 1922, were approved
as read.
The following were received:
Receipt from Tibbitts-Pacific Company in full, re North Side Sewer.
'CTdered filed.
Report of the Municipal Electric Light Plant for the month of December,
1921. Ordered filed.
Report of the City Manager, re incinerator investigation. Ord.ered filed.
Copy of Sewer Easement for North Side Sewer, between United States
Shipping Board. Emergency Fleet Corporation, the Southern Pacific Company and the
City of Alameda. Ordered filed.
Copies of letters sent to Alameda Vornans' ' Improvement Club and Alameda
Housewives League. Ordered filed.
The following communications were received:
From the Board of Public Utilities, re the lighting of Webster Street
over the marsh. The communication was ordered filed and the Clerk instructed to
send a copy to the Alameda Improvement Club.
From Mrs. John Arthur Elston, acknowledging Resolutions of sympathy.

granted, seconded by Mr. Latham and on roll call carried unanimously.

Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.

14Y/ Mr. Otis introduced the fallowing Resolution and moved its adoption:
"Resolution No. 463,
Resolution Commending the uakland Tribune and the
Honorable, Joseph R. Ynowland."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted
unanimously,
15 / Mr. Latham introduced the following Resolution and moved its adoption:
"Resolution No. 464.
Gomel-lc:ling the Alameda Times Star."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted
unanimously.
16v/ Mrs. T. E. Borden, representing the Alameda Federation of Mothers' Clubs and
Parent Teachers Associations, addressed the council reouesting that an ordinance be
passed' prohibiting the use of or sale of fireworks during the coming Fourth of July.
Mr. Latham moved that the matter be referred to the Committee of the 4hole, seconded
by Mr. Probst and carried.
17v/ Mr. H. B. Manor, also representing the Alameda Federat'on of Mothers' Clubs
and Parent Teachers Associations, addressed the council requesting them to look
into the matter of the use by children of slot machines throughout the city. Mr..
Probst moved that the matter be referred to the City Manager with the request
that he report back at the next meeting of the council, seconded by Mr. Latham
and carried.
hr. S. Robbins was present and stated that in as much as the former tenants
had moved, he could see no objection to the council granting permission to move
the cottage owned by him on Jay Street. Mr. Latham moved that the matter be
referred to the City Manager with full power to act, seconded by Mr. Tilden and
on roll call carried unanimously.
19/ Mr. Probst moved that the city manager be instructed. to expend approximately
650.00 for the purchase of lumber for the construction of a sidewalk on Webster
Street, seconded by Mr. Tilden and on roll call carried unanimously.
20 In the matter of the communication read to the council on the evening of
February 7th, 1922, re reduction of salary of Special Officer, George Grey, Mr.
Latham moved that the matter be referred to the City Manager with power to
seconded by Er. Tilden and carried.
21vi In the matter of the construction of an incinerator, Er. Latham moved that
it be postponed indefinitely, seconded by Mr. Tilden and carried.
2_2) Mr. H. F. Schlichting called attention of the Council to the depression in
the street at the corner of Santa Clara Avenue and Sherman Street. The matter
was referred to the City Manager.
hr. Latham called attention of the council to the condition of the gutter
at the southwest corner of Park Street and. San Jose Avenue. The matter was referred
to the City Manager.
Claims against the General Departments amounting to 0713.83; against the Police
Department amounting to .373.24; against the Fire Department amounting to 245.62;
against the Street Department amounting to 01272.68; against the Health Department
February 21st, 1922.
against the Electric Light Fund amounting to 7415.96 and the Sewer Construction Fund
amounting to 14.25 having been approved and audited by the proper officials were
listed by the Clerk as follows:
