1922-05-02 Regular CC Minutes1/ 7/ REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAI TUESDAY EVENING, MAY 2ND, 1922. The meeting convened at 8 O'clock M. with Council-president Otis presiding. The roll was called and Councilmen Adams, Latham, Probst and President Otis (4), were noted present. Absent: Councilman Tilden, (1). The minutes of the regular meeting of April 18th were approved as real. The following were received: Report of the Municipal Electric Light Plant for the month of February, Ordered filed. Oath of office of Dr. Harold A. Miller as a member of the Board of 1922. Free Library Trustees. Ordered filed. Oath of office of J B. Lanktree, as a member of the Board of Education. Ordered filed. Lx. Probst introduced the following Resolution and moved its adoption: "Resolution No. 481. Transfering 2345.75 from be Electric Light Fund to the General Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following communications were received: From the Mayor appointing J. B. Lanktree as a member of the Board of Eduefltion, for a period of five years fmm April 26th, 1922. Ordered filed. From the Mayor appointing Harold A. Miller as a member of the Board of Free Library Trustees for a period of five years from April 22nd, 1922. Ordered filed. From the Alameda Woman's Improvement Club, re staking of cows on Atlantic Avenue, between Eighth and Ninth Streets. Mr. Probst moved that the matter be referred to the City Manager, seconded by hr. Latham and carried. 8V From the American Railway Express Company, re express office in Alameda.- On motion the matter was left in the City Manager's hands to endeavor to have Alameda listed in their official roster of stations. From various members of Chlifornia representatives in Congress, acknow- ledging receipt of our Resolution No. 477, endorsing H. R. Bill No. 10,212. Ordered filed. 10/ From the Alameda Improvement Club, requesting information as to what action has been taken re the removal of Webster and Harrison Street bridges, and the discontinuance by the Southern Pacific Company of its cro s town line. Mr. Probst moved that the communicntion be referred to the City Mana7er for answer# seconded by Mr. Latham and carried. 11v From Herman Irusi, member of the Board of Public Utilities, requesting permission to leave the Stato for 120 days, beginning May 16th, 1922. hr. Latham moved that permission be granted, seconded by Li.. Probst and carried. 12 From the Alameda High School Parent Teachers Association, re Resolution pased by that body endorsing the installation of playground apparatus in Jackson Park. Ordered filed. May 2nd, 1922. There being a number of people in the Council Chamber, the Mayor stated that the Council were now ready to proceed with the hearing regarding the in- stallation of playground apparatus in Jackson Park, and called upon the City Manager to make a statement regarding the same. The City Clerk stated he was in receipt of a petition and letter purported to be signed by eighty-six property owners and residents on Park Avenue, protesting against the placing of playground apparatus or tennis courts in the Park. The petition was ordered filed. Thereupon mr. D. 4. Martin, hrs. L. B. Stedman, Mr. j. K. Flint, and Mrs. L. Rhodes, addressed the Council in protest. Mr. R. E. Bosshard then addressed the Council and presented petitions purported to be signed by two hundred and eighty-five residents and property owners in favor of the installation of play- ground apparatus. The petitions were ordered filed. Mr. Bosshard was followed by Mrs. S. Haslett, Voilmar and Mrs. Adeline T. Cox, who spoke in favor of the installation. After discussion, Mr. Latham moved that the Council as a Committee of the Whole visit Jackson Park on Sunday morning, May 7, 1922, at 930 o!clock, for the purpose of further investigation, seconded by Mr. Probst and carried. 13 13V In the matter of the hearing of the improvem,nt of the roadway on Bay Farm Island, Mr. Beard lee, Secretary of the Alameda City Land Company, and Mr. P-ramore, representing E. B. & A. L. Stone Company, addressed the Council requesting delay before this improvement should be under taken. Mr. E. K. Taylor, also addressed the Council stating it was his opinion the assessment should be distributed over the entire city, but that the work should be done. The City Manager made a statement as to the condition of the road and after general discussion, Mr. Latham moved that the Council Visit Bay Farm Island on Sunday morning next at 9 o'clock, for the purpose of further investigation, seconded by hr. Probst and carried. 14/ In the matter of the delapidated building at 541 Santa Clara Avenue, Mr, Probst moved that further action by the Council be postponed to the first regular meeting of the Council in July, 1922, seconded by hr. Latham and carried. 15/ The Clerk stated he was in receipt of an application for a gratuitous license signed. by Thomas Garrigan, which had been endorsed and recommended by the Chief of Police. hr. Probst moved that the applicant be granted a re- vocable permit, same to include one helper, seconded by hr. Latham and on roll call carried unanimously. 16w' hr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 482. Resolution of Intention No. 63, New Series." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 17/ A Bill entitled "A B ill For Ordinance No. New Series. Amending Ordinance No. 207, V. 5., entitled "An Ordinance Providing for Establishing et-back Lines." by adding a New Section thereto to be Numbered Sec- tion 6-22:, providing for the Establishing of set-back May 2nd, 1922. 8 A Bill entitled 'A Bill For Ordinance No. New Series. An Ordinance Regulating the Hours of Business When and the Places of Business ahere Uncured and Uncooked Eats are Sold, Offered for Sale , Rveived or Delivered; Prescribing- a Penalty for the Violation thereof, and Repealing all Ordinances and Parts of Or di nanc es in C onfl ic t The r ewi th." introduced and laid over under a provision of the Charter. 191 A Bill entitled "A Bill For Ordinance NO. New Series. Amending Section 320 of the Municipal Code Regarding the Storage of Petroleum Products or Hydro-Carbon Liquids in Quantities above 5 Gallons and. Not to Exceed 550 Gallons." came up for passage. hr. Latham mcved that the ordinance be adopted, seconded by Mr. Probst and on roll call carried unanimously. 20V/ hr. Milton Newmark, representing hr. . Lewis W. Cohn, of 1226 Pearl Street was present and addressed the Council regarding the maintaining of a public nuisance in the home of N. Sengenberger at 1230 Pearl Street. Mr. F. E. Taylor was present representing N. Sengenberger. After a general discusdon, Mr. Latham moved that the matter be re-referred to the City manager with power to act, seconded by Mr. Probst and carried. 21 Mr. Latham moved that the City Clerk be instructed to again advertise for bids for the erection of a Comfort Station at Washington Park, bids to be opened at the meeting of the Council to be held Hay 2nd, 1922. Mr. Probst seconded the motion and on roll call carried unanimously. The City Manager stated that he had visited the repair yards of the Southern Pacific Company and was assured that repairs to the ferry boat Piedmont would be completed by May 17th, 1922. 221 hr. Probst moved that the Volunteers of AmericE be granted permission to conduct a drive in this city, seconded by Mr. Latham and carried.
