1922-07-05 Regular CC Minutes1/ REGULAR METING OF THE COUNCIL OF THE CITY OP ALAEEDA, 'JEDUESDAY EVENING, JULY 5th, 1922. The meeting convened at 8 P. M. with Counci silent Otis presiding. The roll was called and Councilmen Adams Latham, Prob,t, Tilden and Pre Otis, (5) were noted present. hr. Latham moved that in the absence of W. E. Varcoe, City Clerk, Hazel B. Dudgeon be appointed City Clerk, pro tem, seconded by Mr. Probst and carried. The minirbee of the regular meeting of June 20th, 1922 were approved as read. Ur Probst introduced the following Resolution and moved its adoption: Resolution No. 514. Transferring 4,3 8 .68 from the Electric to the General Fund." Mr. Latham seconde9. the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr.Lathnm introduced the following resolution and moved its adoption: "Resolution No 515. Trans 'ring 937.32 from the Sewer Construction Fund. No.12, to the Interest and Redemption Fund." Er. Tilden seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. hr. Probst introduced the following Resolution and moved it s adoption: "Resolution No. 516. Transferring 1,')500.00 from the General Fund to the Council Relief Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. States Government, reounsting permission to use Govern- ment Island for a dumping ground on Mich to deposit about 700,000 cubic yards of dredged material from the Oakland. Schlichting, representing the Alameda improvement Club, spoke length in protest. Lir. Probst moved to reconsider the action of the Council of June 20th, 1922 in reducing the salaries and introduced the following Resolution: "Resolution Fo. 517. Fixing the Salaries of the Officers and 1,,embers of the Police Department of the City of Alameda." Hr. Latham seconded the motion to adopt the Resolution and on roll call it was lost by the following vote: Ayes: Councilmen Latham and Probt, (2). Noes; Councilmen Adams, Tilden and President Otis. Councilmen Latham and Probst spoke at length and gave their reasons for voting aye on the resolution. Councilman Tilden and. President Otis explained their vote at length. V Ur. Probst introduced the following Resolution and moved its adoption: "Resolution 1:0. 518. Fixing the Salaries of the Officers and Lembers of the Fire Department of the City of Alameda." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was lest by the following vote; Ayes: Councilmen Latham and. Probst, (2). Noes: Council -nen Adams, Tilden and President Otis ( Mr. Probst introduced the following Resolution and moved its adoption: "Resolution Eo. 519. Fixing Salaries of the Pollowing Officers and Employees of the Ciy of Alameda, to wit: The Deputy Auditor, the Deputy Assessor, the Stenographer to the Auditor and 4ccinQcnr J21 r.4.J 2601 Veterinary and ood Inspector, Sanitary Inspector, Bacteriologis t, Clerk of the Health Department, Health Visitor, Superintendent of the Recreation Department, Head. Gardener of the Recreation Depart- ment Gardeners of the Recreation Department, Street Superintendent and 7;x-Officio City Engineer, Clerk of the Street Department, Assistant City Engineer, Foreman of the Street Department, Deputy Treasurer and. Tax Collector, Mr. Latham seconded the motion to adopt the Resolution and on roll call it was lost by the following vote; Ayes: Councilmen Latham and Probst, (2). nes; Councilmen Adams, Tilden and President Otis, (3). The Clerk stated thatshe was in receipt of a petition for the reclassification of the property situated at 916 Un'on Street from a Class I, Residence District, to a Class II, Residence District; that notices had been posted in accordance with Ordinance No. 144, New Series, and amendments thereto and that no protests had been received. Mr. Frank A. Brown, the petitioner was present in the Council Chamber. There being no objectors present in the Council Chamber, lir. Latham introduced the following Resolution and moved its adoption: 'Resolution No. 520. Reclassifying the Property at 916 Union Street to a Class II, Flat, Etc. District." lir. Probst seconded the motion to adopt the Resolution arid on roll call it was adopted and passed unanimously. The Clerk stated thatshe was in receipt of a petition for the reclassification of the property situate on the northwest corner of Paru Street arid San Jose Avenue, from a Class I, Residence District, to a Class II, Residence District; that notices had been posted in accordance with Ordinance No. 144, New Series, tnd amendments there- to, and that no objections had been received. liessrs. Shaw, representing the petitioner, was present and stated the reasons for such petition. After discussion, lir. Tilden moved that the matter lay- over to the next meeting of the Council, which is to be held July 16th, 192 seconded by Mr. Latham and carried. The Clark stated that she was in receipt of a petition for the reclassification of the property situate at 1415 Oak Street, from a Class II, Residence District to a Class V, Undertaking Parlor District; that notices had been posted in accordance with Ordinance lo. 144, New Series, and ainendrnents thereto, and that no objections had been received. hr. Hugh Gallagher, the petitioner, was present and stated his desires. No objectors bein.7 present in the Council Chamber, a Bill entitled "A Bill For Ordinance No, P. S. Reclassifying Property Situated at 1415 Oak Street to a Class V. Undertaking Parlor District." was introduced and laid over under a provision of the Charter. hIr. Reclassifying Property situated at 1572 Buena Vista Avenue to a Class III, Retail Business District." was introduced and laid over under a provision of the Charter. Mr. Latham moved that it be the sense of the Council that this ordinance be passed at the next regular meeting, seconded by Lr. Probst and carried. The petition for the reclassification of the property situate at 2055 e Avenue, from Class I to Class V, Garar;e District, was again brought up. Mr. Jones,the petitioner, was present. IAr. Ne al addressed the Council proteeting the grnting of the petition. After discussion, A Bill entitled "A Bill For Ordinance No. New Series. Reeiassifying the northerly 30 feet of the Property Situated at 2055 Eagle Avenue to a Clas V. Public Garage District.' was introduced and laid over under a provision of the Charter. Yr. Latham moved that it be the sense of the Council that this ordinance be passed at the next regular meeting, seconded by lir. Adams and on roll call carried by the following vote: Ayes: Councilmen Adams, Latham, Probst,and Tilden, (4). Foes: None. Excused from voting: President Otis, (1). In the matter of the delapidated building at 541 Santa Clara Avenue, Mr. Latham moved that further action by the Council be postponed to January 2nd, 1925, seconded by Mr. Probst and carried. In response to the advertisement for bids for and tant and tower for 7rRnklin Park, the Clerk stated she was in receipt of three bids. Mr. Probst moved that the bids be received and opened, seconded bvIr.r. Latham an carried. In response to the advertisement asking for bids for the auditing of the ciuy's books, the Clerk stated she was in receipt of three bids. Yr. Probst moved that the bids be received ana opened, seconded by ur. Latham and carried.
