1922-07-18 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
TUESDAY EVENING, JULY 18TH, 1922.
The meeting convened at 8 :20 P. M. with Council President Otis presiding.
The roll was called and Councilmen Adams, Latham, Probst Tilden and President
Otis, (5) were noted present.
Mr. Latham moved that in the absence of W. E. Varcoe, City Clerk, Hazel.
B. Dudgeon be appointed City Clerk pro tem, seconded by Mr. Tilden and carried.
The minutes of the regular meeting of July 5th, 1922 were approved as read.
The following were received:
Oath of office of James Dixon, as special police officer. Ordered filed.
Continuation Certificate on the bond of E. J. Simon, Collector for
Municipal Electric Light Plant. Ordered filed.
Contract with Holt Manufacturing Company, re Tractor for Street
Department. Ordered filed.
Lease between Thomas Egan and Mary Egan and the City of Alameda, of
building on Webster Street, twenty -five feet south of Santa Clara Avenue, to be
used as a Branch .Library. Ordered filed.
Affidavit of Publication of Notice of Right to Appeal, re removal of
weeds. Ordered filed.
The following communications were received:
From the East Bay Water Company, re extensions of service. Mr. Tilden
moved that the letter be referred to the City Manager for answer, seconded by Mr.
Latham and carried.
From the Alameda Chamber of Commerce regarding salaries. Ordered filed.
From the Alameda Chamber of Commerce re rding the erection of an apartment
house at the corner of San Jose Avenue and Paru Street. Ordered filed.
From F. J. Croll, Auditor and Assessor, giving the assessment fi es for
the year 1922. Ordered filed.
From Corporal Leonard B. Holl od Post, No. 939, inviting the Council
to attend an open meeting of the Post Tuesday evening, August lst,1922. Mr. Latham
moved that the invitation be accepted, seconded by LIr. Probst and carried unanimously.
From the Zoning Committee appointed by the Council containing recommendations
regarding amendments to the zoning ordinance. Ordered filed.
From the Estate of Mary R. Foster, protesting the reclassification of the
property at 1415 Oak Street. Ordered filed.
The Clerk stated that she was in receipt of a petition for the reclassification
of the property situated on the southwest corner of Taylor Avenue and Page Street,
from a tingle Yamily Residence District, Class I, to a Flat, etc. District, Clare IS;
that notices had been posted in accordance with Ordinance No. 144, N. S. and amend-
ments thereto, and that no protests had been received. Mr. Simpson, the petitioner
was present. There being no objectors present in the Council Chamber, Mr. Probst
introduoed the following Resolution and moved its adoption:
"Resolution No. 521.
July 18th, 1922.
Mr. Tilden seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
The petition for the reclassification of the property on the northwest corner
of Peru Street and San Jose Avenue again came up for consideration. A petition
containing sixty -three names protesting against the reclassification of said property
s presented and ordered filed. Messrs. Barney, A. Keane, Mrs. Haslett and Mrs.
Wright addressed the Council protesting the granting of the petition. Mrs. Burke,
Mrs. Tenney,, Mrs. Stroupe, Messrs. Pierce, Carl Strom, ,and I. P. McDowell addressed
the Council favoring the granting of the petition. Mr. E. M. Shaw, representing
the petitioner, was present and addressed the Council giving the reasons for the
request. Mr. Latham moved that the matter be referred to the Committee of the Whole,
seconded by Mr. Tilden and carried.
Mr. Probst introduced the following Resolution and moved its adoption:
"Resolution No. 522.
Resolution of Award. (Well for Franklin Park.).
Mr. Tilden seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
Mr. Probst introduced the following Resolution and moved its adoption:
"Resolution No. 523.
Resolution of Award. (Rank and Tower, Franklin Park.)
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
Plans and specifications for the alterations to the Regent Theater Building
to be used as the Webster St. Branch of the, Alameda Library were presented. Mr. Probst
introduced the following Resolution and moved its adoption:
"Resolution No. 524.
Resolution Adopting Library Plans.
Mr. Latham seconded the motion to adopt the Resolution and on roll call carried
unanimously.
Mr. Probst introduced the following Resolution and moved its adoption:
"Resolution No. 525.
Authorizing Bids for Remodeling Branch Library.
Mr. Latham seconded the motion to adopt the Resolution and on roll call carried
unanimously.

came up for passage and was read by the Clerk. Mr. Latham moved that the Ordinance
be adopted, seconded by Mr. Probst and on roll call it was adopted and passed by the
following vote; - Ayes; Councilmen Adams, Latham, Probst and Tilden, (4). Noes; None.
Absent: None. Excused from voting: President Otis, (1).

came up for passage and s read by the Clerk. Mr. Lat n moved that the Ordinance be
adopted, seconded by Mr. Probst and on roll call it was' adopted and passed unanimously.

and. Electric Company, a Corporation, and the City
of Alameda, by and. Through its Board of Public
Utilities, for the Purchase of Electrical Energy."
was introduced and laid over under a provision of the Charter.

"Resolution No. 526.
RequestingBoard of Supervisors not to Place Anything
on the Forthcoming Primary Ballot Appertaining to the
Subject of an Estuary Crossing."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it a adopted
and passed unanimously.
Mr. Latham moved that the contract for the auditing of the city's books be
awarded to W. H. Cramer in accordance with his bid of July 5th, 1922, seconded by
Mr. Probst and on roll call carried unanimously.
Mr. Latham moved that the Council resolve itself into a Committee of the Whole
seconded by Mr. Probst and carried.
Upon arising from the Committee of the Whole Councilmen Adams Latham, Probst,
Tilden and President Otis, (5) were noted present.
24 Mr. Tilden moved that the application for the reclassification of the northwest
corner of San Jose Avenue and. Paru Street from a Single Family District, Class I, to
a Flat, Etc. district, Class II, permitting the erection of an apartment house, be
denied, seconded by Mr. Latham and carried.
Mr. Tilden moved that the City Manager be instructed to enter into negotiations
with the owners of the property at the northwest corner of San Jose Avenue and.
Paru Street, with a view of acquiring said property to be added to Franklin Park,
seconded by Mr. Latham and carried unanimously.
r Mr. Latham introduced the following Resolution and moved its adoption:
"Resolution No. 527.
Fixing the Salaries of the Officers and Members of
the Police Department of the City of Alameda.
Mr. Tilden seconded the motion to adopt the Resolution d on roll call it 'a
d passed unanimously. Mr. Otis explained his vote at length.
Mr. Ad-as, introduced the following Resolution and moved its adoption:

the Fire Department of the City of lammeda,"-
July 18th, 1922.
Mr. Tilden seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously. Mr. Adams explained his vote at length.
Mr. Probst introduced the following Resolution and moved, its adoption:
"Resolution Na. 529.
Fixing Salaries of the Following Officers and Employees
of the City of Alameda, to wit: The Deputy Auditor, The
Deputy Assessor, The Stenographer to the Auditor and
Assessor, Building Inspector, Stenographer to the City
Attorney, City Clerk, Stenographer to the City Clerk,
Janitor of the City Hall, City Manager, Stenographer to
the City Manager, Stenofrapher to the City Council,
Veterinary and Food Inspector, Sanitary Inspector,
Bacteriologist, Clerk of the Health Department, Health
visitor, Superintendent of the Recreation Department,
Head Gardener of the Recreation Department, Gardeners 0
of the Recreation Department, Street Superintendent,
and Fix- officio City Engineer, Clerk of the Street De-
partment, Assistant City Engineer, Foreman of the Street
Department, Deputy Treasurer and Tax Collector."
Mr. Tilden seconded the motion to adopt the resolution and on roll call it was adopted
and passed unanimously. Mr. Tilden explained his reasons.
Mr, Probst moved that the Mayor send a letter of condolence to the family of
George H. Brown, deceased, and that when the council adjourn it do so in respect to
his memory, seconded by Mr. Latham and carried.
