1922-08-01 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,, TUESDAY EVENING, AUGUST IST, 1922. The meeting convened at 8 P. M. with Vice— president Probst presiding. The roll was called and Councilmen Adams, Latham, Tilden and Vice — president Probst, (4) were noted present. Absent: Council- president Otis, (1). The minutes of the regular meeting of July 18th, 1922 were approved as read. Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 530. Transferring $450.00 from the Electric Light Fund to the General Fund." Mr. Adams seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 531. Transferring $3500.00 from the Electric Light Fund to the General Fund." Mr. Adams seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Lathan introduced the following Resolution and moved its adoption: "Resolution No. 532. Transferring $500.00 from the General Fund to the Council Relief Fund.' Mr. Tilden seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Latham introduced the following resolution and moved its adoption: "Resolution No. 533. Transferring $3500.00 from the General Fund to the Health Center Fund." Mr. Adams seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 534. Resolution Commending Frank K. Millington." Mr. Tilden seconded the motion to adopt the Resolution and on roll call it adopted and passed unanimously. The following were received: Certificate of Title re Woodstock Tract. Ordered filed. The following communications were received: From the Mayor, Auditor and. City Manager, re count of money. Ordered filed. IL fa From the Alameda Improvement Club, re Vowinkel property as new park for the West Mnd of Alameda. Also, rba incinerator. Mr. Latham moved that the matter • of the purchase of the Vowinkel property be referred to the City Manager and that the City Clerk answer the inquiry pertaining to the garbage incinerator, seconded by Mr. Tilden and carried. 1:v The Clerk stated that he was in receipt of a petition for the reclassification of the property situated at 1830 Santa Clara Avenue, from a Single Family Residence District, Class I, to a Hospital District, Class VI; that notices had been posted in accordance with Ordinance No. 144, New Series, and amendments thereto, and that a number of protests had been received.. Mrs. Sadie Vermillion, the petitioner, was present and stated to the Council in view of the protests filed, she desired to with- draw her petition. There being no objections, such was the order. The Clerk stated that he w,s in receipt of a petition purported to be signed by seventeen Master Plumbers of the City of Alameda protesting any changes in the present sanitary laws of the City. Mr. Charles Smith and. Frank H. Hackett were present and discussed the Plumbing Ordinance with the Council, whereupon Mr. Latham moved that the entire matter be referred to a meeting of the Committee of the Whole and that the master plumbers be invited to attend the meeting,seconded by Mr. Adams and carried. 20■/ The Clerk stated that the time had arrived for the opening of bids for the alteration of the Regent Theater Building and that only one bid had been received. Mr. Latham moved that the bid be received and opened, seconded by Mr. Adams and carried. Thereupon the Clerk opened and read the bid as follows: From Vernor E. Thorpe... .4.40000.0.000444.06.140.. y1510.00 The bid was accompanied by a certified check in the sum of 150.00. Mr. Tilden introduced the following Resolution and moved its adoption: "Resolution No. 535. REsolution of Award." The Clerk stated that the time had arrived for hearing of protests re removal of weeds and that no protests had been received. A Bill entitled "A Bill For Ordinance No. New Series. Amending Ordinance No. 144, N. S. entitled "An Ordinance Establishing Districts or Zones and Regulating Therein the use of Property, Height of Buildings and Required Open Spaces for Li .t and Ventilation of Such Buildings." was introduced and laid over under a provision of the Charter. Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No 536. Resolution Authorizing Mayor to Sign Necessary Papers for Acquiring Health Center Property." Mr. Adams seconded the motion to adopt the Resolution and on roll call it dopt- ed and passed unanimously. The City Clerk presented the report of the Commissioners, re the opening of a street through the Thompson Tract. The report was ordered ftled and the City Clerk instructed to advertise the necessary notice in connection therewith. Mr. Latham moved that the City Attorney be instructed to take up the matter of the commutation rates between Alameda and. San Francisco with the proper authorities and endeavor to get a reduction thereon, seconded by Mr. Tilden and carried. The City Manager reported to the Council on the purchase of the Carpentier property, re Franklin Park, and recommended further delay. Mr. Latham moved that the City Manager and City Attorney be instructed to establish set-back lines in the Thompson Park Tract, seconded by Mr. Adams and carried. The City Manager presented his estimated budget for-the fiscal year of 1922-1923. Ordered filed. Claims against the General Departments amounting to 02486.88; against the Police Department amounting to 3.704 against the Fire Department amounting to $110.12; against the Street Department amounting to $4393.07; against the Health Department amounting to ?102.58; a.inst the Recreation Department amounting to $242.63; against the Initiative Relief Fund amounting to $15.00; against the Council Relief Fund amounting to 160.76; against the Electric Light Fund amount- ing to $1302.64; against Franklin Park Fund amounting to $199.78; against the Industrial Railroad Fund amounting to $50.00 having been approved and audited by the proper officials were listed by the Clerk as follows: GENEPAL FUND.
