1922-09-12 Regular CC Minutes2 / SPECIAL METIVG OF THE COUNCIL OP THE CITY OF ALAMEDA, TUESDAY,EVENING, SEPTEMBER 12TH, 1922. The meeting convened at 7:30 p. m. with Council-president Otis presiding. The roll was called and. Councilmen Adims, Latham, Probst, Tilden and President Otis, (5) were noted present, Absent: None. The Clerk presented for filing the affidavit of Andrew Peterson, showing the delivery of notices calling for a special meeting of the Council to be held Tuesday evening, September 12th, 1922. at 7:30 P. M. to each councilman to consider the proposed removal of the High Street bridge. The following communication was received: From Colonel Herbert Deakyne, advising complaint had been made that the present High Street bridge is an obstruction and menace to navigation and requesting all persons interested to submit their views to his office before September 20th, 1922. Ordered filed. Mr. R. R. Street of the Pacific Tank and Pipe Company addressed the Council stating that the complaint had been filed with Colonel Deakyne by his Company; that the present High Street Bridge is a menace to navigation and, this his Company was recommending- the removal of the bridge and advocating the construction of one of a more modern type, and preferably a tube. John McCauley and Elmore B. Zapffe addressed the Council protesting the removal of the present bridge. After discussion, Mr. Latham moved that the matter be referred to the Committee of the Whole, seconded by Mr. Tilden and carried. Mr. Tilden moved that a recess be taken, seconded by Mr. Probst and carried. Upon reconvening-, all members of the council were noted present. Mr. Tilden moved that a Committee consisting of the Mayor, City Manager and. City Attorney be appointed to present Alameda's case to Colonel Deakyne, regarding the removal of the High Street Bridget seconded by Mr. Latham and carried. Mr, Tilden introduced the following Resolution and moved its adoption: "Resolution No. 546. Favoring the Retention of the High Street Bridge." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopt- ed and passed unanimously. There being no further business to transact the Council adjourned to meet in regular session Tuesday evening, September 19th, 1922, at 8 o'clock. Respectfully submitted, City Clerk. The roll was called and Councilmen Adams, Latham, Probst, Tilden and President Otis, (5) were noted present. The minutes of the regular meeting September 5th, 1922 were approved as read. The minutes of the speciql meeting of September 12th, 1922 were approved as read. The following were received: 1 Vi Communication and budget of the School Department. Ordered filed. 21 Oath of office of E. H. Levy and Ray A. Schafer as special police offiders. Ordered filed. Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 547. Transferring 437.75 from the General Fund to the Police Pension Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 548. Approving Report of Commissioners. (Re Thompson Park Tract.) Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 5v Mr. Tilden introduced the following Resolution and moved its adoption: "Resolution No. 549. Authorizing the Purchase of the Carpentier Property for Park Purposes; Also, Authorizing Mayor to Sign necessary papers Regarding Same." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adod and passed unanimously. Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 550. Fixing Tax Levy for the Year 1922-1923." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 7v/ In the matter of the hearing of the petition for the reclassification of 927 San Antonio Avenue, referred to the Committee of the Whole for consideration on September 5th, Mr. Tilden moved that the matter be laid on the table, seconded by Mr. Probst and carried unanimously. In the matter of the hearing of the petition for the reclassification of the northwest corner of Grand. Street and Central Avenue to a Class II, District, which was referred to the Committee of the Whole September 5th, Mr. A. Donovan representing' the petitioner • 4; n addressed the council as did Messrs. J. 0. Hansen, L. Jones, F. Hargrave, L. M. Woissard, Bohen, D. A. Eberly, E. M. Shaw, A. Feldhammer, Mrs. Emma Burke, Mrs. H. O. Tenney, Councilm=r Probst and Councilman Ad s, who were in favor of granting the petition. Messrs. H. P. Stowe, E. K. Taylor, A. C. Mr. Latham moved that the matter be referred to the City Manager, seconded by Mr. Prob st and carried. 11V From the Alameda Improvement Club, re purchase of Vowinckel property for park purposes. Mr. Probst moved that the matter be left in the hands of the City Manager, seconded by Mr. Tildenand carried. From Mr. I. P. McDowell, re the dangerous condition of the north east corner of Pearl Street and. Lincoln Avenue. Ordered filed. 17Y A Bill entitled "A Bill For Ordinance No. New Series, Amending Sections 9 and 13 of Ordinance No. 96, N. S. Entitled an Ordinance "Creating. a Firemen's Relief, Health and Pension Fund", by Providing for monthly meetings of the Board of Trustees and. Monthly payment of Pensions." came up for passage and was read by the Clerk. Mr. Probst moved that the ordinance be adopted, seconded by Mr. Tilden and on roll call carried unanimously. 18v A Bill entitled 191 "A Bill For Ordinance No New Series. Amending Sections 9 and 13 of Ordinance No. 97, N. S., Entitled an Ordinance "Creating a Police, Relief, Health and. Pension Fund." by Providing for Monthly meetings of the Board of Trustees and. Monthly payment of Pensions." came up for passage and was read by the Clerk. Mr. Probst moved that the ordinance be adopted, seconded by Mr. Latham and on roll call carried unanimously. A Bill entitled "A Bill For Ordinance No. New Series. Amending Section 1 of Ordinance No. 148, New Series Entitled an Orcinance "Prohibiting the Practice of Leaving Automobiles or Other Vehicles on the Public Streets Over Night." wa introduced and laid over under a provision of the Charter. September 19th, 1922. of the entrance to San Francisco Bay, stating Admiral Eberly suggested that the different bodies communicate with the representatives in Washington D. C., requesting the government to' remove the rocks obstructing- the entrance to San Francisco Bay . Mr. Latham moved that the. Mayor be requested to forward such a letter, seconded by Mr. Probst and carried. 21 The city manager stated that bids had been received for the installation of water pumps in Franklin Park and that he recommended the bid of the Dorward Pump Company be accepted. lir. Latham so moved, seconded by Mr. Probst and on roll call carried unanimously. 22/ Mr. Latham moved that the city clerk be granted a weeks vacation, beginning October 7th, 1922, seconded by Mr. Probst a.ndcarried.
