TUESDAY EVIZING, OCTOBER 3RD,1922.
The meeting convened at 8:30 P. M. with Council-president Otis presiding.
The roll was called and Councilmen Adams, Latham, Probst, Tilden and President
Otis, (5) were noted present.
The minutes of the regular meeting of September 19th were approved as read.
The following were received:
Copy of corrected budget for 1922-1923. Ordered filed.
Lease of John F. Buttrick to City of Alameda, re Carpentier property.
Ordered filed.
Surety bond of Beulah E. Spunn, Executive Secretary, Board of Social
Service. Ordered filed.
4" Log of well, Franklin Park. Ordered filed.
57 Mr. Probst introduced the following resolution and moved its adoption:
"Resolution No. 551.
Transferring 5000.00 from the General Fund to- the
Library Fund."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
6 iv" Mr. Latham introduced the following Resolution and moved its adoption:
"Resolution No. 552.
Tr ferring 1,685.74 from the Electric Light Fund
to the General Fund ."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
Mr. Probst introduced the foliowing Resolution and moved its adoption:
"Resolution No. 553.
Transferring 6,656.25 from the Electric Light Fund
to the Interest and Redemption Fund."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
8/ Mr. Latham introduced the following Resolution and moved its adoption:
"Resolution No. 554.
Transferring $450.00 from the Electric Light Fund.
to the General Fund."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
9/ Mr. Probst introduced the following Resolution and moved its adoption:
"Resolution No. 555.
Fixing the Salary of the Stenographer to the Auditor
and. Assessor.'
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.

Mr. Probst introduced the following Resolution and moved its adoption:
"Resolution No. 556.
Naming New Street in the Thompson Park Tract."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
The Clerk read a petition presented by Messrs. D. M. Rue and Frank Valente,
whereih they requested permission to hold free athletic shows at Surf Beach Park
weekly,, to be held under the direct supervision of the Police Department of the
City of Alameda. This petition was signed by twenty-two taxpayers and residents
in the neighborhood, stating they were in favor of the granting of the request.
In the absence of the petitioners, Mr. Carl Strom requested that the council lay
the matter over for one meeting. Mr. Latham so moved, seconded b. 1:r. Probst and
carried.
12j Mr. Probst introduced the following Resolution and moved its adoption:
"Resolution No. 557.
Endorsing the Construction of a Btidge in the Vicinity
of Antioch, Contra Costa County."
Mr, Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
An applioation was received from the American Dredging Company to dump
dredged materials as follows: Approximately 400,000 cubic yards on Government
Island and approximately 1,200,000 cubic yards on Tract 39 of Alameda Marsh land,
also upon Tracts 42-45 and portions of Tracts 34,35, and 40, all lying immediately
west of Webster Street. Mr. Tilden moved that the permit be granted, subject to
the approval of the City 1.,anager, also that the dike on Jebster Street be smoothed
to the satisfaction of the City Engineer; that spillways be kept in perfect
condition subject to the approval of the City Engineer; that the spillway
be constructed under the Southern Pacific Company s tracks at Main Street, con-
sisting of two, 30 inch steel siphons to discharge through Tract 45, north of the
levee as shown on the plan accompanying the application; that a bond be filed and
that all dredging be done in accordance vdth Ordinance No. 91, U. S. Mr. Latham
seconded the motion and on roll call carried unanimously.
14V The Clerk stated that he was in receipt of a petition for the reclassificrvtion
of the property situated at the southwest corner of Alameda Avenue and Oak Street,
from a Flat, etc. District, Class II, to a Church District Class IV; that notices
had been posted in accordance with Ordinance No. 144, New Series, and amendments
thereto and that no pretests had been received. Messrs. J. Ferro and E. Friedman
were present in the Council Chamber and stated their desires There being no
objectors present, A Bill entitled

was introduced and laid over under a provision of the charter.
October 3rd, 1922,
Ur. Probst moved that in order to allow the petitioners to immediately start
building operations that it be the sense of the Council that this Ordinance as introduc-
ed be passed at the next regular meeting of the Council to be held October 17th, 1922,
seconded by Mr. Latham and on roll call carried unanimously.
Mr. Latham moved that the City Clerk and. City Attorney be instructed, on behalf
of the Council, to again open proceedings relative to the construction of an apartment
house on the northwest corner of Central Avenue and Grand Street. Mr. Tilden seconded
the motion and on roil call carried by the following vote:- Ayes; Councilmen Adam
Latham, Probst, and. Tilden, (4). Noes: Council-president Otis, (1).
Mr. Latham moved that in order to permit Mr. Kaliski to proceed and procure
definite plans for the construction of the apartment house, that it be the sense of the
Council that they grant permission for the erection of same at the next regular meeting
of the Council, to be held October 17th, 1922, seconded by Mr. Tilden and on roll call
carried by the following vote:- Ayes: Councilmen Adams, Latham, Tilden and. Probst,
(4) Noes; Council-president Otis, (1).
16/ Mr. Latham moved that the Auditor and Assessor be authorized to cancel the taxes
on the property recently purchased by the City of Alameda, known as the Carpentier
prooerty in 7rank1in Park. Mr. Probst seconded the motion and on roll call it was
carried unanimously.

came up for passage and was read by the Clerk. Mr. Tilden moved that the Ordinance
be adopted, seconded by Mr. Latham and on roll call carried unanimously.

20 kj Mr. Latham moved that the City Attorney be instructed to defend all suits
that may be instituted against the Board of Education for injuries growing out of the
e of school apparatus on nublic school grounds seconded by Mr. Tilden and carried.
217 Mr. Tilden moved that the City Manager be instructed to obtain bids for the
wrecking of the house situated on the Carpentier Property at Franklin Park, seconded
by Mr. Latham and carried.
Latham moved that the City Manager be authorized to dispose of the Assistant
Fire Chief's automobile and purchase another in its stead, seconded by Mr. Probst and
