1922-12-05 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, DECEMBER 5TH, 1922. The muting convened at 8 :00 o'clock with Council- president Otis presiding. The roll was called and Councilmen Adams, Latham, Probst, Tilden and President Otis, (5) were noted present. The minutes of the regular meeting of November 21st were approved as read. The following were received: Affidavit of Publication of Notice of Public 'Work, re closing Shell Street. Ordered filed. Affidavit of Publication of Notice of Public Work, re opening of Versailles Avenue. Ordered filed. Affidavit of Publication of Notice of Street Work, Liens and Assessments re Resolution of Intention No. 56, New Series. Ordered filed. Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 572. Transferr TM063.64 from the Electric Light Fund to the General Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it adopted and passed unanimously. Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 573. Authorizing The Auditor and the Treasurer to Pay Salaries of Officials and Employees." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 574. Authorizing Mayor to Execute Lease with James Robertson." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. A Bill entitled For "A Bill Ordinance No. New Se ies. ......._.. _. . Reclassifying Property Situated on the Southwest Corner of Willow Street and Clinton Avenue to a Class VI, Hospital District." came up for passage. Mr. Tilden moved that in view of the 'Writ of Prohibition served on the individual members of the Council, further hearings and action upon the ordinance be postponed to a meeting of the Council to be held February 6th, 1923 at 8 o'clock P. M., seconded by Mr. Latham and carried unanimously. December 5th, 1922. A Bill entitled came up for passe "A Bill For Ordinance No. New Series. Reclassifying Property on the Northeast Corner of Chestnut Street and Lincoln Avenue to a Class III, Retail Business District." . Probst moved that the ordinance be adopted, seconded by Mr. Latham and on . roll call carried unanimously. 9 V A Bill entitled "A Bill For Ordinance No. New Series. An Ordinance Providing a Relief and Pension Fund for Members of the Police and Fire Departments of the City of Alameda, also for the Administration of such Fund." came up for passage. Mr. Latham moved that action be postponed until the next regular meeting of the Council, seconded by Mr. Probst and carried. 10V The Clerk stated that he was in receipt of a petition for the reclassification of the property at 2138 Buena Vista Avenue to a Class II District, that notices. lad been posted in accordance with Ordinance No. 144, New Series and amendments thereto and that no objections had been received. Thereupon Mr. Probst introduced the follow- ing Resolution and moved its adoption: "Resolution No. 575. Reclassifying the Property Situated at 2138 Buena Vista Avenue, to a Class II, Residence District."" Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 11 / The Clerk stated that he was in receipt of a petition for the reclassificatt on of the property situated at 1338 Grove Street to a Class II District, that notices had been posted in accordance with Ordinance No. 144, New Series, and amendments there- to and that no objections had been received. Thereupon Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 576. Reclassifying the Property Situated at 1338 Grove Street, to a Class II, Residence District." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 12d The Clerk stated that he was in receipt of a petition for the reclassification of the property situated on the south side of Central Avenue, 80 feet westerly from Regent Street to a Class II District, that notices had been posted in accordance with Ordinance No. 144, New Series, and amendments thereto, and that no objections had been received. Thereupon Mr. Probst introduced the following Resolution and moved its adoption; "Resolution No. 577. Reclassifying the Property Situated on the South Side of Central Avenue 80 feet westerly from Regent Street thence Westerly 39.40 feet by Southerly 100 Ft." December 5th, 1922. The, following communications were received: From Walter H. Cramer, re audit of books. Ordered filed. 14v7 From the Alameda Federation of Parent-Teachers Associations, containing a Resolution protesting against all night dances and urging the passing of Ordinance by the City Council to that effect. Ordered filed. 15v/ From the American Dredging Company requesting permission to deposit approximately 300,000 cubic yards of dredged material on Government Island. Mr. Latham moved that permission be granted subject to all provisions contained in Ordinance No 91 New Series, seconded by Mr. Probst and Carried. A Bill entitled For "A Bill Ordinance No. New Series. Providing for the Establishmont, Government andMain- tenance of a City Planning Commission for the City of Alameda, 1)reacrihingithe:,2 Powers and. Duties of said. Commission and. Repealing Ordinance No. 198, New Series." was introduced 'and laid over under a provision of the Charter. 17/ The City Manager stated that the United States Shipping Board, had turned over to the United States Department of .Agriculture the lease to Government Island, foremly executed by the City of Alameda to the Emregency Fleet Corporation. Mr. Latham moved in view of the fact that the City of Alameda had executed this lease to the Emergency Fleet Corporation for ship building-, purposes during war time as an emergency war measure, that the matter be brought to the attention of our representatives in Congress with a view of having the said lease cancelled and the property revert back to the City of Alameda, and that the matter be left in the hands of the City Attorney and. City Manager to report back at the next meeting- of the Council, seconded by Mr. Tilden and carried. Claims ainst the General Departments amounting o $598.25; against the Police Department amounting to 84.36; ainst the Fire Department amounting to,0435.29; against the Street Department amounting to $1503.23; a,:inst the Health Department amounting to $156.78; against the Recreation Department amounting to 0364.76; a-zinst the Store Department amounting to 53.23; st the Initiative Relief Fund amounting to $9.00; against the Council Relief Fund amounting to 0162.27; against the Electric Light Fund amounting to 2651,88; against the Fire Pension Fund amounting to $170.00 and against the Police Pension Fund amounting to 0482.50 having been approved and audited by the proper officials were listed by the Clerk as follows: General Departments.
