1921-02-01 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY ETSNING, FEBRUARY 15T, 1921. The meeting convened at 8:15 p. m. with Council-president Otis presiding. The roll was called and Councilmen Adams, Latham Probst, Tilden and President Otis, (5) were noted present. Absent: None. The minutes of the meetingof January 18th were approved as read. Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 360. Transferring $2,361.93 from the Electric Light. Fund to the General Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 2v/ Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 361. Authorizing the City Manager to Acquire Rights of Way or Easements for the Construction and. Maintenance of an Electric Pole Line on Bay Farm Island." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 3'! Mr. Latham introduced the following Resolution and moved its adoption: 'Resolution No. 362. Providing for Precincts, Polling Places and. Election Officers for the Regular Municipal Election to be held in the City of Alameda on Tuesday, March 8, 1921." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following were received: Bond of F. E. McNamara as Clerk of the Justice Court. Ordered filed. 5/ Statement of the Pacific Telephone and Telegraph Company, showing gross re- ceipts for the year ending December 31st 1920. Ordered filed. 6 s/ Statement of the earnings of the Industrial Railway of the City of Alameda. for the six months ending December 31st, 1920. Ordered filed. Report of the Municipal Electric Light Plant for the months of July,to November 920, inclusive. Ordered filed. The following communications were received: v' From the Boy Scouts of America, requesting permission to construct an indoor shooting range in the Bob Scout Club rooms at 1409 Park Street for rifle practice. Mr. Probst moved that the request be granted providing same does not become a public nuisance and that the City Manager reserve the right to revoke the permit seconded by Mr. Latham and carried. From Herman. Krusi Member of the Board of Public Utilities, requesting a leave of absence of sixty days. Mr. Latham moved that the request be granted, seconded by Mr. Probst and carried. 10V/ From Chefoter R Clark, requesting permission to secure a Short term lease on a portion of the city tidelands bordering San Leandro Bay. Mr. Latham moved February 1st, 1941. The Clerk stated that he was in receipt of a petition for the reclassification of the premises known as 1351 Grove Street, from a Class I to a Class II District. Mr. A. R. Cranston, the petitioner was not present and upon motion of Mr. Tilden, seconded by Mr. Probst and carried, the matter was referred to the City Manager with ;power to act. 12/ MR. Latham moved that an ordinance be prepared by the City Attorney for sub- mission to the Council, regulating the height in flying of airplanes and seaplanes /over the City of Alameda, seconded by Mr. Probst and carried. The Clerk stated that he was in receipt of an affidavit from E. C. Maillott, Building Inspector, as to the posting of notices an the delapidated building situated at 2421 Webb Avenue, and that this matter comes up for hearing at this meeting of the Council. City Manager Hewes stated that one of the owners had communicated with him stating that plans were under way for the rebuilding of the structure referred to and upon motion of Mr. Probst, seconded by Mr. Tilden and carried, further action was postponed until the regular meeting of the Council to be held. Tuesday evening, ,March 1st, 1921. 4 In the matter of the hearing on the delapidated building at 460 Central Avenue, the City Clerk read a communication from the Alameda Savings Bank wherein they stated that they were interested in the property referred to the extent of a mortgagee. Mr. Adams stated since the last meeting of the Council he had been in communication with Mr. Neville, Agent of the owner, and that steps were being taken to sell the building. Mr. Probst moved that further action of the council be postponed to the regular meeting to be held. March 1st, 1921, seconded by Mr. Latham and carried. 15 A Bill entitled 16 171 "A Bill For Ordinance No. New Series. Providing for Work in and Up o Streets, Avenues, Lanes, Alleys, Courts, Places and. Sidewalks Within the City of Alameda, and upon Property and Rights of Way Owned by the City of Alameda and for the Establishing of Liens for the Cost Thereof Upon the Real Property Benefited Thereby and Providing for the Enforcement of Liens Thus Created." as introduced and laid over under a provision of the Charter. A Bill entitled "A Bill For Ordinance No. New Series. An Ordinance Authorizing a Renewal of the Lease of a Portion of the City's Corporation Yard, Located at the Northern Termination of Grand Street, to James Robertson of the City of Alaneda, for the period of One Year, Commencing January 1st, 1921." was introduced and laid over under a provision of the Charter. President Otis advised the council that the new clock was now installed in the tower of the City Hall and that formal acceptance of the same would not be made until the return of Er. and. Mrs. Xrusi. Mr. Tilden suggested that communications be sent to other municipalities through- out the State urging them to join with Alameda in opposing the Franchise Bills, now pending in the Legislature known as Assembly Bills Nos. 230 and 231. The City Attorney informed the council that such communications were about to be sent out by the League of California Municipalities. The Mayor, City Manager and City Attorney were requested to prepare proper resolutions for presentation to Alameda's representatives February 1st 192 Claims against the General Departments amounting to 603.64; against the Police Department amounting to $78.40; against the Fire Department amounting to $5147.33; against the Street Department amounting to 01708.30; against the Health Department amounting to 086.72; against the Recreation Department amounting to $219,78; against the Store Fund amounting to 0285.19; against the Relief Fund amounting to 0158.83 and against the Electric Light Fund amounting to $2237,46 having been approved a nd audited by the proper officials were listed by the Clerk as follows: American Law Book Co.
