REGULAR 152,ETEG OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, .
FEBRUARY 15TH, 1921.
The meeting convened at 8:00 o'clock, with Council-president Otis presiding.
The roll was called and Councilmen Adams, Latham Probst, Tilden and President
Otis, (5) were noted present. Absent: None.
The minutes of the meeting of February let, 1921 were approved as read.
The Clerk stated that he was in receipt of a request for the re-classification
of 1347 Sherman Street from a, Class I to a Class II District, that notices has been
posted and postal cards mailed to owners of property within said district and that
this evening had been set as the time for hearing said application. President Otis
requested Mr. Mulvany, who was present, to state what the contemplated changes were,
which he did. Mr. W. B. Kollmeyer, acting as Chairman for the protestants present,
explained to the council why the request should be denied. City Attorney Locke was
requested to explain the ordinance. Thereupon. Mr. Charles Neal, Mrs. May Larkin
Mar ton and Mrs. Emma Burke addressed the council as favoring the proposed change
and Mr. J. Eschen, Mrs. C. J. Du Four, Dr. George C. Thompson and. Mrs. S. Haslett
spoke against the granting of the request. 'Mr. Tilden moved that the application be
denied, seconded. by MR. Adams and on roll call carried unanimously.
24/ The Clerk stated he was in receipt of a request that alterations be permitted
at 1006 Pacific Avenue. Mr. Charles E. Hewes, City Manager, stated he did not believe
a garage should be situated within this zoning district. Mr. Caufield the petition.(7
was present and addressed the council regarding the proposed alterations. Mr. Hewes
again stated that he did not believe such alterations sould be permitted, whereupon
Mr Tilden moved that the matter lay over until the regular meeting of the council to
be held. Tuesday evening, March 15th and suggested that Mr. Caufield see if a different
location cannot be secured by that 'time, seconded by Mr. Latham and carried.
The Clerk stated that he was in receipt of a etition for the reclassification
of 1438 Cottage Street. Mr. L. S. Tennant, the petitioner,was present and explained
to the council the proposed changes. There being no objections Er. Probst introduced
the following Resolution and moved its adoption:
"Resolution No.
Changing Premises known as 1438 Cottage Street
from a Class I to a Class II District."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it
was adopted and passed unanimously.
In the matter of changing the premises known as 1351 Grove Street, which had come
up for hearing at the regular meeting of the council held. February 1st, 1921, and was
placed in the hands of the city manager with power to act. City Manager Hewes
stated that there were no objections to the proposed change. Thereupon Mr. 2 obst
roduced the following Resolution and moved its adoption:
"Resolution No. 364.
Changing Premises known as 1351 Grove Street from a

Mr. Latbarn seconded the motion to adopt the Resolution and on roll eall it was adopted
and passed unanimously.

March ,8th, 1921, Ordered filed.
Lease of James Robertson for a portion of the Corporation .Y rd. Ordered filed.
Rolph Navigation and Coal Company Lease of tidelands. Ordered filed.
Nomination petitions of C. C. Adams, Ernest R. Neiss, Frank Otis, Henry F.
Schlichting and. Charles Lee Tilden for Councilman; Fred J. Croll, for Auditor and
Assessor and Oswald,Lubbock for Treausrer and Tax Collector. Ordered filed.
The following communications were received:
From the City Council of an Jose, endorsing the Corporation Tax Bill.
Ordered filed.
10 From J. Ellis to City Attorney Wm. J. Locke, regarding the removal of the
Arada ark and requesting an extension of time until the end. of March for its removal.
Mr. Latham move that the request be granted seconded by Mr. Probst and carried.
From the Mayor, Auditor and City Manager, re count of money in the city treasury.
Ordered filed.
12 From the Board of Education regarding elementary and high school water bills.
Mr. Latham moved that this letter be rererred to the city attorney for presentation to
the Railroad. Commission at a meeting to be held on February 16th 1921, seconded by-Mr.
Probst and carried.
From Barnes & Tibbitts Shipbuilding and Drydock Company, requesting a renewal
of their lease for a further term of twenty-five years. Upon motion of Hr. Tilden
seconded by Mr. Probst, the matter was referred to the city attorney for a written
report to be presented at the next regular meeting of the council.
From J. E. Hall regarding the naming of streets in memory o± an Alameda soldier vino
lost his life during the late war. On motion of Hr. Erobet, seconded by Mr. Tilden and
carried, this letter was referred to the City Planning Commission.
15 7 From the Progressive Business Club of Oakland, containing resolutions extending
felicitations to the Pity of Alaneda on the Naval Base vdstory. The City Clerk was in-
structed to ackeowledge the communication with thanks.
6 From the Alameda Womans' Improvement Club, regarding the lighting of the
s outh end of Sixth Street. Upon motion of Mr. Latham seconded by Hr. Adams, and
carried, the matter was referred to the City Manager,
From City Enginecr and Street Superintendent, C. E. Hickok, regarding the
improvement of Adams Street. Upon motion of Mr. Tilden, seconded by Mr. Latham and
carried, the matter was referred to the City Manager with the request that he report
back to the council in ninety clays.
18 In the matter of the hearing on the delapidatod building situate at 541 Santa.

Clara Avenue, upon motion of Mr. Tilden, seconded by Mr. frobst, further action was
postponed until April 19th, 1921.
19 • In the matter of the hearing on the protest of Stezzie H.
Avenue, etc. Mr. Latham moved that the matter be qpntinued to the
council March 15th, 1921, seconded by Hr. Tilden and carried.

204 Mrs. May Larkin Marston, President of the Alameda Housewives' League, presented
to the council several petitions containing approximately nine hundred and fifty
signatures, protesting the surcharge of the East Bay 'Water Company and requested the
council: and city attorneyTs sizport in the presentation of these petitions to the
Railroad Commission, Mr. Tilden moved that the petition be accepted and placed in
the hands of City Attorney, Wm J. Locke, for presentation to the Railroad Coramission
at a meeting to be held February 16th, 1921, seconded by Mr. Latham and carried.

Mrs. Emma Burke of the Alameda Housewives' League was present and addressed
the council regarding a decrease in insurance rates through the Fire Underwriters
on account of the new equipment and the two-platoon system. Mr. Latham moved that
the matter be referred to the City Manager, seconded by Mr. Tilden and carried.
Mr. John Parker, residing in Palmero Court asked the council regardira. a
petition which was filed some time ago concerning 'installation of eloctroliers in
said street. Mr. Probst moved that the City Attorney look into the matter and start
proceedings to force the installation seconded by Mr. Lathan and carried.
Mr. Niels Dreio of 1046 College Avenue, addressed the council protesti
ainst the erection of a garage on the premises at 1098 Versailles Avenue. Upon
motion of Mr. Latham, seconded by Mr. -Probst and carried, the matter was referred
to the city manager with a requeet that he report at the next regular meeting of the
o ounc .
24' Mr. Oppenheim addressed the council complaining of the lack of fire protection
the foot of rand Street. Mr. Latham moved that the Board of Public Utilities
be instructed to erect a fire box at Grand Street and Dayton Avenue, seconded by
Mr. Adams and on roll call carried unanimeas1
25/ Mr. George E. Plummer addressed the council and objected to certain assessments
made under Resolution of Intention No. 49, N. S. re curbing on property owner by
him on Webster Street, near Atlantic Avenue. Ueon motion of MY. Tilden, seconded
by Mr. Latham and carried, the matter was referred to the city attorney with
a request that he report at the next, meeting of the council.
There being no objections the council adjourned to meet as a committee of the

Municipl Journal, the same to be called the Municipal Quarterly at a cost
for printing and distribution, not to exceed 0220.00 per issue, seconded by Mr.
Probst and on roll call carried unanimously.

Mr. Tilden introduced the following Resolution and moved its adoption:.
"Resolution No. 365,
Commending the Action of Alaneda's Representatives
in the Legislature in Their Support of the Corporation
Tax Bill."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
Claims against the General Departments amounting to 03105.95; against the Police
Department amounting to 0,89; against the Fire Department amounting to 0148.05;
against the Street Department amounting to 02429.01; against the Health Department
amounting to 0102.63; against the Recreation Department amounting to 0133.04; against
the Store Fund amounting to 061.30; against the Relief Fund amounting to 0115.40;
against the Electric Light Fund amounting to 011,864.56 having been approved and
audited by the proposed officials were listed by the Clerk as follows:
