REGTJLAR OF TII-E COUNCIL OF THE CITY OF ALA1,IEDA,
TULSDAv EVENING, APRIL 19TH, 1921.
The meeting convened at 8:15 p. m. with Council-president Otis presiding.
The roll was called and Councilmen Adams Latham, Probst, Tilden and President
Otis were noted present. Absent: None.
The minutes of the regular meeting of April 5th, 1921 were approved as read.
President Otis then relinquished the chair and the same was taken by City Clerk
E. Varcoe. The Clerk then read the following sections of the Charter: Art. XI,
Sec. 1; Art. 11, Sec. 6 and Art. II, Sec. 5, Sub-division L.
Mr. Tilden moved that Councilman Frank Otis be nominated as President of the
Council for the term expiring the third monday in April, 1923, seconded by Mr.
Adams. There being no other nominations Mr. Tilden moved that the Clerk be instructed
to cast the ballot for Mr. Otis, seconded by Er. Latham and carried unanimously. Such
was the order.
. Latham moved that Councilman E. J. Probst be nominated as Vice-president of
the Council for the term expiring the third Monday in April, 1923, seconded by Mr.
Tilden. There being no other nominations, Mr. Adams moved that the Clerk be instructed
to cast the ballot for Mr. Probst,seconded by Mr. Tilden and carried unanimously.
Such was the order.
Mr. Otis then assumed the Chair.
The following were received:
Continuation certificate on the bond of h. P. Vfichman of the Board of Public
Utilities. Ordered filed.
Continuation certificate on the bond of A. D. Goldsworthy, Secretary of the
Board of Public Utilities. Ordered filed.
Affidavit of publication of Notice of Sale of lumber of condemned building
situated at 2236 Buena Vista Avenue. Ordered filed.
Affidavit of publicationof Resolution of Intention No. 57, Yew Series. Ordered
filed.

The following communications were received:
From Mayor Frank Otis, appointing M. J. 'Jhite as a member of the Board of
Free Library Trustees, to fill the unexpired term of Henry Gemmer, resigned. Mr.
ihite being present, he was sworn in by the City Clerk.
From Frederick V. McCann, regarding the clearance between the Park Street Garage
and the railroad tracks at Park Street Station, north, also, as to the appearance
of the station itself. Mr. Probst moved that the communication be referred to the
City Manager, seconded by Mr. Latham and carried.

upon receipt of such communications they be destroyed, seconded by mr. Tilden and carried.
The Clerk stated that he was in receipt of a petition signed by Max Claussenius,
reTesting permission to erect three,two family bungalows on the property situated at
the northeast corner of Alameda Avenue and Union Street; that notices had been posted
and all known property owners within a six hundred foot radius had been notified of such
regaest and that the tim e of hearing had arrived. Mr. Sydney B. Newsom, representing
Mr. Claussenius was present with plans and explained the proposed improvement to the
Council. Prdsident Otis asked if there was anyone present who objected to the same.

The City Clerk stated that he was also in receipt of a petition signed by J. Y.
Frankel, regiesting permission to erect a two-story frame building to contain sixteen
apartments, on the property at the southwest corner of Burbank Street and Central
Avenue. Mr. Frankel and S. R. Gaddis were present and explained to the council the
proposed improvement. President Otis asked if there were any objectors present,
whereupon a large number of people within the district came forward. Mr. H. Lishman,
one of the objectors, presented a petition asking that the reglest of the petitioner
be denied. The petition was ordered filed.
After discussion, Mr. Latham moved that further action in the matter, as
well as upon the petition of Max Claussenius, be postponed to Tuesday evening,
April 26th, 1921 and requested the president of the council to call an adjourned
regular meeting at 8 o'clock on said date, seconded by Mr. Probst and carried unani-
mously.
President Otis then instructed all persons interested in the two petitions
to be present in the council chambers at that time.
Mr. Latham moved that, the City Attorney look into the matter of having future
changes in a)ninc, districts first referred to the city planning commission, and
suggested that that body be re-organized according to the state law governing such
commissions, and that he prepare a statement relative to the advisability of
such proposed changes and present the same at the next regular meeting of the council
seconded by Mr. Probst and carried unanimously.
In the matter of the ark hearings, Mrs. E. J. N. Steinweg was present and
discussed the same. Mr. Tilden moved that further hearings pertaining to the
arks owned by Steve Kutuval; A. ..dtschi; Mrs. A. J. N. Steinweg; Tony Vargas;
R. S. Riley and F. Anderson, lay over until the next regular meeting of the council
to be held May 3rd, 1921, seconded by Mr. Latham and carried.
Memlers of the Board of Education and the Memorial Committee being present,
Mr. Tilden moved that the council resolve itself into a committee of the whole to
meet with those bodies, seconded by Mr. Latham and carried. Thereupon the meeting took
place and that the Committee of the thole rose and the council reconvened in regulcr
session, all being present. The Committee of the ;thole, through its chairman,
Mayor Otis, reported that the finding of the committee was that the council of the city
oS: Alameda has full confidence in the Board of Education to handle the matter of the
construction of a new high school building in conjunction with the memorial proposition.
Mr. Maurice C. Couchot, one of the members of the Memorial Committee, addressed
the council and stated that in as much as the duties of the Memorial Committee were
20/ City Manager Hewes stated that it was necessary to make several expenditures
in .connection with the extermination of the Argentine Ant in Alameda, by the Boy
Scouts., Mr. Latham moved that the city manager be authorized to expend a sum not
to exceed S00.00 for this purpose, seconded by Mr. Adams and on roll call carried
unanimously.
21v The hearing on the abatin a public nuisance at 5!1 Santa Clara was postponed
until the meeting cf the council to be held July 5th, 1921 seconded by Mr. Latham
and carried.
22/ In the matter of the hearing on the delapidated luilding situate at 4.60 Central
Avenue, hr. E. C. Maillot Building Inspector, reported that this building was com-
pletely razed and recommended to the council that further proceedings be abandoned.
Mr. Probst moved that further proceedins be abandoned, seconded by Mr. Latham and carried.

postponed to the regular meeting of the council to be held May 3rd, 1921.
24v/ In the matter of the hearing of the delapidated buiidtn situato at 1812
Park Street, Mr. Barker, one of the oulle:os, was t)resent and stated every effort had
been made to dispose of the building but this had not been accomplished to date.
Mr. Barker stated to the Council there was not objection to the building being sold
at auction. Mr. Tilden moved that the matter be referred to the City Attorney and
City Manager with the request that they camunicate with the attorney representing
the guardian of one of the owners and report back to the council at the regular
meeting to be held My 17t4,1921 seconded by Mr. Latham and carried.
25V/ The Clerk stated that the time had arrived for the opening of bids 2 or the
construction of a baseball back-stop at Washington Park and that he was in receipt
of one bid. Er. Probst moved that the bid be opened, seconded by Mr. Adams and
carried. Thereupon the Clerk opened the bid from the Standard Fence Company, in vihich
they QUoted a net cash sum of 13OI.5O for the work. The bid was accompanied by a
certified check in the sum of A00.00. Mr. Probst Y.,oved that the bid be referred to
the City Manager to report back to the council at its regular meeting to be held

Austin. Avenue and other streets, Mr. Latham moved that the sane be continued to the

27// City Manager Hewes advised the council of the garbage situation in this city.
Mr. Latham moved that the matter be left in the handc, of Ithe City Manager with power to
act, seconded by Mr. Tilden aad ca pied unanimously.
28/ Mr. Probst introduced the following Resolution and noveci its adoption:

Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed. unanimously.
