1921-06-21 Regular CC Minutes7✓ 10 12 REGULAR MEETING ar THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, JUNE 2I ST, 1921. The meeting convened at 8:15 p. m. with Council- president Otis preeidin The roll was called and Councilmen Adams, Latham, Probst, Tilden and President Otis, (5) were noted present. The minutes of the regular meeting of June 7th, 1921 were approved as read. Mr. Probst introduced the following Resolution wad moved its adoption: "Resolution No. 401. Transferring 93906.65 from the Sewer Construction Fund to the Interest and Redemption Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimous]$. Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 402. Transferring $p14O.00 from the Sewer Construction Fund to the General Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following were received: Affidavit of Publication of Notice Inviting Sealed Proposals for the improvement of Washington Street, under Resolution of- Intention. No. 58, New Series. Ordered filed. Affidavit of City Clerk re posting of Notice Inviting Sealed Proposals for the improvement of Washington Street, under Resolution of Intention No. 58, New Series. Ordered filed. Affidavit of publication of Notice Inviting Sealed Proposals for the improvement of 'Walnut Street, under Resolution of Intention No. 59, New Series. Ordered fi]ed. Affidavit of City Clerk re posting of Notice Inviting Sealed Proposals for the Improvement of Walnut Street, under Resolution of Intention No. 59, New Series. Ordered filed. Continuation certificate on the bond of E. J. Simon. Ordered filed. Copy of renewal of lease of Barnes & Tibbitts Shipbuilding and Drydock Company. Ordered filed. The following communications were received: From Gus Thaler, re charges for permit for sewer work requesting return of $10.00 in fees. Mr. Latham moved that the request be denied, seconded by Mr. Adams and carried. From City Clerk, W. E. Vareoe, requesting a two weeks leave of absence commenc- ing-July 5th, 1921. ivir. Probst moved that the request be granted, seconded by Mr. Latham and carried. From the Southern Pacific Company, relative to the dangerous condition existing at Park Street Station, north, stating that instructions had been issued to have the condition remedied at once. Ordered filed. From Mrs. L. Thompson, 315 Lincoln Avenue, requesting transportation facilities for west end residents. Mr. Probst moved that a copy of the communication be referred 42' June 21st,1921. 13/ From Walter H. Cramer, requesting' renewal of his contract as general auditor and accountant for the City of Alameda upon the same terms as at present. Mr. Latham moved that the contract be renewed, seconded by Mr. Probst and on roll call carried unanimously. 140/ From H. F. Dexter pertaining to the Council's future action relative to zoning changes. Ordered filed. 15/ From W. T. Boyce requesting to be advised when final consideration would be had as to the assessment district to be established for the opening of Versailles Avenue. Ordered filed. 16 An application for a gratuitous license was received from Samuel Hillman to peddle water - melons. Mr. Probst moved that the application be denied, seconded by Mr. Tilden and carried. 17 City Attorney, Wm. J. Locke, requested two weeks vacation beginning July 2nd, 1921. Mr. Probst moved that the request be granted,' seconded by Mt. Latham and curried unanimously. 18 In the matter of the hearing on the delapidated building situated at 1812 Park Street, Building Inspector Maillot reported that the building had been complete- ly razed. Thereupon Mr. Latham moved thatfurther proceedings in the matter be dropped, seconded by iir. Adams and carried. 19 / In the matter of the hearing on the delapidated building situated at 215 Pacific Avenue, the clerk stated that he was in receipt of a telephone communication from one of the owners, advising that the building had been sold and would be re- moved promptly. bar. Latham moved that further action in the matter be continued to the next regular meeting of the council to be held July 5th, seconded by Mr. Probst and carried. 20 7 The Clerk stated that he was in receipt of a petition for the reclassification of the lot situated on the north side'of Encinal Avenue, 92.12 feet east of Pearl Street, running thence easterly 30.08 feet, from a Class I, Single Family Dwelling District, to a Claselll, Retail Business District. Mr. Jos. Silva,,.. the petitioner was present and explained to the council his reasons for the request. There being no objectors present, a Bill entitled "A Bill For Ordinance No. New Series. Reclassifying Lot on North Side of Encinal Avenue East of Pearl Street to a Class III, Business District." was introduced and laid over under a prevision of the Charter. 21 The Clerk stated that he was in receipt of a petition for the reclassification of the north side of Encinal Avenue, between Chestnut Street and Lafayette Street, and the northeast corner of Chestnut Street and Encinal Avenue from Class V to Class I. The Clerk also stated that since the filing of the petition he had received requests from Mrs. Isabelle Barak and Matilda E. Porep that their naves be withdrawn from the petition. Mr. Leonard Rose, representing Mrs. W. E. Pettes, the petitioner stated the reasons for the request. Mrs. Isabelle Barak and Mr. H. J. Hinck spoke against the granting of the request. Mr. Tilden moved that the request be denied, seconded by Mr. Latham and on roll call carried unanimously. 3'une 21st,1921. as a Committee for the purpose of suggesting the district to be assessed, seconded by Mr. Latham and on roll call carried unanimously. 231,/ The City Engineer submitted plans and specifications for the construction of a sewer in Buena Vista Avenue, between Everett and. Foley Streets and the same were thereupon adopted. Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 403. Resolution of Intention No. 60, New Series." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 25/ The Clerk stated that the time had arrived for the opening of bids for the improvement of Washington Street, under Resolution of Intention No. 58, N. S and that he was in receipt of one bid. Mr. Latham moved that the bid be received and opened, seconded by Mr. Probst and carried. Thereupon the Clerk opened and read the bid as follows: . From Hutchinson Company, accompanied by a bond in the sum of 9100.00. Grading per cubic yard ¶ .60 Constructing pavement per square ft.14 Constructing curbs, per linear ft.64 Constructing gutters, per square ft.30 Mr. Latham moved that the bid be referred to the City Engineer, seconded by Mr. Probst and carried. 261/ Mr. Probst introduced the following Resolution and moved its adoption; "Resolution No. 404. Resolution of Award. (Washington Street.)"- Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 27 17 The Clerk stated that the time had arrived for the opening of bids for the im- provement of Walnut Street, under Resolution of Intention No. 59, New Series, and that he was in receipt of one bid. Mr. Latham moved that the bid be received and opened, seconded by gr. Probst and carried. Latham moved that the bids be referred to the City Engineer, seconded by Mr Probst and carried. 28 Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 405. Resolution of Award. (Walnut Street.)" Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 29v" In the matter of the hearing of the protest of Suzzie H. Welis, re closing of Austin Avenue, etc., Mr. Probst moved that the same be postponed to the regular meeting 4 2 12° 0 Jute 21et1921. A Bill entitled ItA Bill For Ordinance No. New Series. Providing for the Establishment of Set-Back Lines on Private Property, Prohibiting the Erection or Location of Buildings or Other Structures between said Lines and the Street, and Presoribingthe Penalty for a Violation of said Ordinance." came up for passage, Mr. Latham moved that the ordinance be adopted, seconded by Mr. Probst and on r011 call it was adopted and passed unanimously. A Bill entitled "A Bill For Ordinance No. New Series. . Creating and. Establishing a. City Planning Commission." came up for passage. I. Probst moved that the ordinance be adopted, seconded by Mt. Latham and on roll call it was adopted and passed unanimouely. 2 Mt. Latham introduced the following Resolution and moved its adoption: "Resolution No. 406. In Respect to the Memory of the Late Charles Washington Young, a Member of the Alameda Fire Department, WHEREAS, CHARLES WASHINGTON YOUNG, an honored member of the city's fire department has been called to his eternal rest; and WHEREAS, the decedent has borne an unblemished reeord as a loyal son and citizen; therefore be it RESOLVED, that in the sudden death of HARLES WASHINGTON YOUNG, the City of Alameda has lost a loyal and faithfUl public servant, and the family a devoted son and brother; and be it further RESOLVED, that a copy of this Resolution be transmitted to the family of the decedent, and another copy spread upon the minutes of the Council. Also, that When the Council adjourns, it do so out of respect to his memory. Mt. Probst seeanded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 33/" Mr. E. W. King, Promotion Manager of Neptune Bewhi was present and addressed the Council concerning boxing exhibitions held at Neptune Beach on Wednesday evenings. Mr. Probst moved that Mt. King be granted a. permit under Section 536 of the Municipal Code, to hold the events scheduled for June 22nd, but that future exhibitions be /discontinued, seconded by Mr. Adams and carried. 34\ President Otis stated that since the last meeting of the Council he was in receipt of a communication requesting requ.esting that he appoint a-committee on the proposed bridge across San Frandisco Bay and that he had appointed on such Committee, Charles E. Hewes, Chairman, Councilmen A. Latham and C. L. Tilden, C. E. Hickok, City Engineer and. L. M. King, Chairman of the City Planning Commission and himself, acting as ex-officio member.
