REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
TUESDAY EVENING, JULY 5TE, 192
The meeting convened at 8:15 with Counoil-president Otis presiding.
The roll was called and Councilmen Adams, Latham, Probst, Tilden and President
Otis, (5) were noted present.
Mr.Latham moved that H.B.Dudgeon be appointed City Clerk pro tam,seoonded by Mr
The minutes of the regular meeting of June 21st,1921 were approved as read.
The following were received:
Affidavit of Posting Notices of Assessment re Resolution of Intention No.
60, New Series. Ordered filed.
Affidavit of publication of Resolution of Intention No. 60, N. S. Ordered
filed.
Affidavit of publication of Notice of Award of Contract for the improvement
of Washington Street under Resolution of Intention No. 58, New Series. Ordered filed.
Affidavit of publication of Notice of Award of Contract for the improvement
/of Walnut Street. under Resolution of Intention No. 59, New Series. Ordered filed..
City Clerk's Affidavit of posting Notice of Award of Contraot for the
improvement of .r;,,shington Street under Resolution of Intention No. 58, New Series.
Ordered filed.
City Clerk's Affidavit of posting Notice of Award of Contract for the im-
provement of Walnut Street, under Resolution of Intention No. 59, New Series. Ordered
filed.
Oath of Office of Hazel B. Dudgeon as Deputy City Clerk. Ordered filed.
The following communications were received:
From Mr. Wm. J. Locke, City Attorney, regarding instructions as to damage
suit., Mr. Tilden moved that the matter be referred back to the City Attorney to do
whatever in his judgment he deems proper, seconded by Mr. Probst and carried.
From The San Francisco, Oakland. Terminal Railways, regarding communication
from Mrs. L. Thompson requesting street car service for the West End of Alameda.
Mr. Tilden moved that the letter be filed, seconded by Mr. Latham and carried.
10"' From the South Berkeley Commercial Club, regarding publicity of Alameda County
in San Francisco newspapers. Mr. Probst moved that the Council endorse the movement
seconded by Mr. Tilden and carried.

From the Alameda Improvement Club commending the efforts of the council to secure
better transportation facilities for the West End. Ordered filed.
12V mr. Charles E. Hewes, City Manager, addressed the Council and resigned as City
Manager of Alameda, to take effect July 8, 1921. He stated that he had accepted the
position of City Manager of Long Beach. Mr. Latham moredthat the resignation be
accepted, seconded by Mr. Tilden and unanimously carried. In seconding the motion,
Mr. Tilden commended Mr. Hewes for his efficient work as head of the departments of
this city and stated that he regretted his going. Mayor Otis added words of commenda-
tion, saying that he regretted that the City of Alameda was to lose so valuable a man.
Mr. Probst moved that the resignation of Mr. Hewes be effective at 12 o'clock
Noon, July, 8th, 1921, seconded by Mr. Latham and carried.

Written applications for the position of City Manager were received from
F. J. Croll, Clifton E. Hickok, Perry L. Hedrick, James E. Sutton, B. H. Graff,
Charles C. Stanworth, Grant M. Lorraine and Lochiel M. Ting. Mr. Probst moved th.9.t
the applications be referred to the Committee of the Whole, seconded by Mr. Lathan
and carried.
Mr. Chas. Banta presented the name of Hon. E. K. Taylor, for the position
of City Manager, under the condition that he receive no more than 1.00 per year
for his services. Mayor Otis stated the application was not in writing and that
the Charter contained a provision that the City Manager/s salary could not be
lese than $3,000 per annum.
The Clerk stated that he was in receipt of a petition for the reclassification
of a lot on the north side of Lincoln Avenue, between Lafayette and. Chestnut Street,
standing in the name of Marie C. De Esparza from a Single Family District, Class
I, to a Public Garage District, Class V. Since the receipt of the petition,another
petition signed by approximately fifty property owners within district opposing
such reclassification has been received, Also, communications had been received
from the foliowing named persons asking that their names be withdrawn from the
petition requesting the reclassification: L. Theodora Ildertaon, Mrs. Selma
L. laagren, Mrs. K. R. Forman, Mts. H. I. Tyle, G. A. Vogel, Mary J. Tibbey,
Jessie L. Patton, Mrs. A. G. Powell and Martha A. Crooks. Mr. Victor De Esparza,
representing the petitioner, addressed the Council stating the reasons for the
request, Mr. S. C. Wright Capt. L. L. Langren and Mr. F. M. Tibbey spoke against
the granting of the request. Mr. Latham moved that the matter be referred to the
Committee of the Whole, seconded by Mr. Probst and carried.
14V In the matter of the hearing on the delapidated building situated at 215
Pacific Avenue. Mr. E. C. Maillot, Building Inspector, reported that the building
had been completely razed. Mr. Probst moved that further proceedings be abandoned,
seconded by Mr. Latham and carried.
5% In the matter of the hearing on the delapidated building situated at 541
Pacific Avenue Mr. Probst moved that the same be postponed to the regular meeting
of the Council to be held. August 2nd, 1921, seconded by Mr. Tilden and carried.

Mr. Probst introduced the following Resolution and moved its adoption:
"Resolution No. 407.
Protesting against the Distontinuance of the Early
and Late Ferry Service between Alameda and. San
Francisco."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
17 A Resolution protesting against the discontinuance of Ferry Service_between
certain hours was received from the Housewives League. Ordered filed.
The Clerk stated that the time had arrived for the hearing of protests under
Resolution of Intention No. 60, New Series, and that no written protests had been
received. wir. Chas. Nathan and. Mr. Walker addressed the council protesting against
the proposed work. Mr. Tilden moved that the matter be referred tothe Committeeof
the Whole seconded by Mt. Latham and carried.

adopted and passed unanimously.

against the Street Department, amounting to $2796.26; against the Health Department
amounting to 113.14; against the Recreation Department amounting to 0549.03; a:inst
the Store Fund amounting to $1181.38; against the Relief Fund amounting to $159.34;
against the Electric Light Fund amounting to $5810.57; a,..inst the Sewer Construction
Fund amounting to 46146.70 and against the Police Pension Fund amounting to $1485.00
having been approved and audited by the proper officials were listed by the Clerk as

There being no further business to transact the council adjourned to meet in
regular session Tuesday evening, July 19th, 1921, at 8 o'clock.
