1921-07-19 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENTNG JULY 19TH, 1921. The meeting convened at 8:00 R. H. with Council-president Otis presiding. The roll 1,4 called and. Councilmen Adams, Latham, Probst, Tilden and. President Otis, (5) were noted present. The minutes of the regular meeting of July 5th, 1921 were approved as read. The following were received: Oath of Office of Clifton E. Hickok, as City Manager. Ordered filed. 2/ Oath of Office of Burnett Hamilton as City Engineer and. Street Superintendent, 1V/ Ordered filed. Bond of Clifton E. Hickok as City Maaiager. Ordered filed. Bond of Burnett Hamilton as City Engineer and. Street Superintendent. Ordered. filed. Contract and bond of Hutchinson Company, under Resolution of Intention No. 58, New Series. Ordered filed. 6)/ Contract and bond of Hutchinson Company, under Resolution of Intention No. 59, New Series. Ordered filed. 7/ Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 408. Transferring $3,474.45 from the Electric Light Fund to the General Fund. Mr. Latham seconded the motion to adopt the Resolution and on roll cell it was adopted and passed unanimously. Ir. Probst introduced the following Resolution and moved its adoption: "Resolution No. 409. Transferring all Surplus Moneys to the General Fund; Also Transferring $5,000.00 from the General Fund to the Library Fund and $600.00 from the General Fund to the Relief Fund as a Loan," Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously, The following communications were received: From City Manager, C. E. Hickok, advising of the appointment of Burnett Hamilton, as City Engineer and. Street Superintendent,at a salary of $300.00 per month, effective July 8, 1921. Ordered filed. 10' From City Manager, C. E. Hickok, advising of the appointment of five members to the City Planning Commission, as follows: R. E. Bosshard, Wm. J. Hamilton, Lochiel M. King, H. F. Schlichting and. W. G. Tibbitts, to become effective July 24,1921. Ordered filed. From City Manager, C. E. Hickok, advising of the appointment of a Board of Social Service consisting of the following: Mrs. S. J. Ackerman, Mrs. A. Feurchy, Wm. J. Hamilton, H. D. Maynard, Rev. Henry H. Shires and. Mrs. Beulah E. Spunn, as Secretary. Ordered filed. From H. M. Bacon, applying for the position of City Manager. Ordered filed. From the Railroad. City Attorney, Wm. J. Locke, Stated that he, in conjunction with the City Manager, would have the necessary witnesses and be ready to proceed with the hearing upon the date mentioned. 14' In the matter of the hearing of the protest of Suzzie H. Wells, against the closing of Austin Avenue, nnder Resolution of Intention No, 53, New Series, Mr. Probst moved that the matter be postponed until the regular meeting of the Council to be held Tuesday evening, August 16th, 1921, seconded by Mr. Latham and carried. 15' / In the matter of the hearing of the petition to reclassify the property situated on the north side of Lincoln Avenue, between Lafayette and Chestnut Streets, standing in the name of Maria De Esparza, from a Class I to a Class V District, Mr. Tilden moved that the petition be denied on the grounds that there were.insufficient nam to bring the matter before the council, seconded by Mr. Adams and carried. 16'4' President Otis stated that the findin,zof the Committee of the Whole under Z proposed Resolution of Intention No. 60, New Series, was that the work should be done. The Clerk stated that no written protests had been received., whereupon Mr. Tilden intro- duced the following Resolution anUmoved its adoption; "Resolution No. 410. Resolution Ordering the Work." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimous1F. Claims against the General Fund amounting to $1036.53; against the Police De- partment amounting to $45.32; against the Fire Department amounting to $1953.95; ainst the Street Department, amounting to $3710.96; against the Health Department, amounting to $73.41; against the Recreation Department, amounting to 219.00; against the Store Department amounting to $59.60; against the Electric Light Fund amounting to 15026.30 and against Sewer Construction Fund. Mr. Probst moved that the claims as listed be paid, seconded by Mr. Tilden and on roll call carried unanimously. Mr. Tilden moved that the Council convene as a Committee of the Whole seconded by Mr. Latham and carried.
