1921-08-16 Regular CC Minutes101 111 13./ 15 REGULAR MEETING OF THE COUNCIL UP THE OITY UP ALAMEDA, TUESDAY EVENING, AUGUST 16TH, 1921. The meeting convened at 8 o'clock p. m. with Coureil-TresIdert Otis' presid- ing The roll was called and Councilmen Adams, Lathwn, Probst, Tilden and. President Otis, (5) were noted present. The minutes of the meeting of August 2nd were approved as read. The following were received: The Street Superintendent's Notice of Lien sand. Assessments under Rosolit ion of Intention No. 60, New Series. Ordered filed. Affidavit of Publication of Notice of Liens and. Assessments under Resolution of Intention No. 60, New Series. Ordered Tiled. Affidavit of Publication of Notice to Taxpayers, regarding meeting of Board of Equalization. Ordered filed. Affidavit of Publication of Notice of Street Work under Resolution of Intention No. 61, New Series. (Versailles Avenue). Ordered filed. Bond of Arthur D. Goldsworthy, Office Manager of the Municipal Electric Plant. Ordered filed. Continuation Certificate on the bond of Walter J. ?lummer, Collector for the Municipal Electric Light Plant. Ordered filed. Copy of proposed Consolidated city and county charter. Ordered filed. Copy of the budget of the Board of Education for 1921-1922. Ordered filed. Copy of the City Manager's Estimated budget for the fiscal year, 1921-1)22. Ordered filed. The following communications were received: From S. Blumann, requesting permission to address the Council. Mr. Blumann was present and requested the council to place an appropriation in the budget for the support of a municipal band. Other persons present in the council chamber also addressed the council favoring the matter. The matter was referred to a meeting of the Committee of the Whole. From the Board of Education, in explanation of their budget. Ordered filed. From County Clerk, George E. Gross, notifying that the Act to regulate the erection, construction, etc. of tenement houses and, hotels has been hold up by referendum and that same will be submitted to the electors of the State at the next general election. Ordered filed. From the Mayor, Auditor and. City Manager, re count of money in the city treasury. Ordered filed. From Charles W. Griffin, member of the Board of Trustees of the Alameda Free Library, requesting a leave of absence of six months. Mr. Latham moved that a six months leave of absence be granted, seconded by Er. Probst and, carried. From City Attorney, Wm. J. Locke, re sub-division of west end streets. Ordered filed. In the matter of the hearing of the protest of Suzzie H. Wells, re closing August 16th, 1921. 17/ Mr. Latham moved that the City Attorney be instructed to commence proceedings immediately to determine the ownership of Government Island. Mr. Probst seconded the motion and on roll call carried unanimously. 18' Mr. Latham moved that the City Manager, City Clerk, City Engineer and City Physician be appointed to represent the City of Alameda at the Convention of the League of California Municipalities to be held in September at Santa Monica, seconded by Mr. Probst and carried. 19 Mr. Probst moved that the City Manager be instructed to have a parapet con- structed at the south end of Walnut Street at a coot of approximately 0245.00, seconded by Mr. Latham and on roll call carried unanimously. 20v/ The City Manager reported on the clearance between the railroad tracks and the garage at Park Street Station, north. Mr. Latham moved that the City Attorney be instructed to take the necessary steps with the Railroad. Commission to have the condition corrected, seconded by Mr. Probst and carried. 21/ A Bill entitled "A Bill For Ordinance No. New Series. Prohibiting dogs or other animals in public parks, and Providing the penalties for violating said Ordinance." was introduced and laid over under a provision of the charter. Claims against the General Departments amounting to 0245.50; against the Police Department amounting to ?)31.45; against the Fire Department amounting to 0120.07; against the Street Department amounting to 06339.17; against the Health Department amounting to 0120.80; against the Recreation Department amounting to 272.43; against the Store Department amounting to 0482.05; against the Relief Fund amounting to 061.57; against the Electric Light Fund amounting to 08728.00; and against Sewer Construction Fund No. 12 amounting to 488.44 having been approved and audited by the proper officials were listed by the Clerk as follows: GENERAL FLTND. Mx. Latham moved that the council take a recess for one hour, seconded by Mr. Adams and carried. Upon reconvening all councilmen were noted present. 22V Mr. Probst moved that the City Attorney be instructed to cake the necessary steps to insure sufficient water pressure for adequate fire protection in the west end of the city, seconded by Mr. Latham and carried. 231 Pr. Latham moved that the City Clerk be instructed to advertise for bids for the construction of a baseball back-stop in Washington Park, seconded by Mr. Probst and carried. 24V Mr. Probst moved that the City Manager be instructed to have a running track installed in Jashington Park at an approximate cost of !1150.00, seconded by Mr. Latham and on roll call carried unanimously. There being no further business to ttansact the council adjourned to meet in regular session, Tuesday evening, September 6th,1921, at 8 o'clock p. m.
