MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA , TUESDAY EVETTNG, SEPTEITBER 20TH, 1921, The meeting convened at 8:15 p. m. with Conncil-president Otis, presidi The roll was called and Councilmeh Adams, Latham, Probst, Tilden and President Otis, (5) were noted present. The minutes of the regular meeting of September 6th, 1921 were approved as read. hr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 420. Transferring 1271.19 from the Electric Light Fun. to the Genei-al Fund." Er. Probst seconded the motion to - opt the resolution and on roll cell it was adorted and passed unanimously. 2 Mr. Latham introduced the following Resolution and moved its adpti on: "Resolution To. 421. Transferring 759,38 from the Electric Light Fund to the Interest and Redemption Fund." Mr. Probst seconded the motion to adopt the resolution and on roil_ call it was adonted and passed unanimously. The Clerk stated that he was in receipt of etition for the reclassification of the property situate at 2103 Alameda Avenue, from a Class T to a Class IT district; that no ob jections had been filed with him and that the time had arrived for the hearing of same. There being no objectors present, I. Tilden introduced the following resolution moved its adoption: "Resolution No. 4122. Reclassifying the Property situate at 2103 Alame Avenue from a Class 1 to a Class IT District." Er. Adams seconded the motion to adopt the resolution and on roll call it was adopted and passed unanimou ly. The Clerk stated that he vis in receipt of a petition for the reclassification of the property situate at 1801 Lincoln Avenue, from a Class 1 to a Class IT District; that no objections had been filed with him and that the time had arrived for the hearing of same. There being no objectiors present, Mr. Tilden introduced the following resolu- tion and moved its adoption: "Resolution No. 423. Reclassifying the property situate at 1601 Lincoln Avenue from a Class I to a Class II District." Yr. Probst seconded the motion to adopt the resolution and on roll call it was adopted and passed unanimously. The Clerk stated that he was in receipt of petitione signed by members of the police and fire departments, protesting the decrease in salaries. Also, the receipt a petition signed by 1031 purported property owners. Mr. Probst moved that the petitions be accepted and filed, seconded by Yr. Tilden and carried. Mr. W. U. L. Hynes addressed the Council on behalf af the fire and police departments protesting against the con- templated cut. Septeber 20th, 1921. Mr, Richard Holden, 2834 J shington Street, and other res1ents in that locality addressed the council protesting against the use of the southern end of Mound Street far garbage disposal. The council and city manager explained to them why this was necessaiy at this time and assured them that relief would be given at the earliest possible moment. The following was received: 7/ Continuation Certificate on the bond of Clark G. Tood'burr Collector for the Municipal Electric Light Plant. Ordered filed. The following communications were received: From City Attorney, Jm. J. Locke, regarding the status of the proceedings taken to secure an adequate clearance at the Southern Pacific Station, Park Street, north. Ordered filed. 9/ From City Attorney, 4m. J. Locke, regarding reauest for the enacting of an ordinance prohibiting the use of scooter cars or skates on the sidewaiks of the city. Ordered filed. 10 From George E. Gross, County Clerk, containing resoltttion of the County Board of Supervisors declaring the number of miles of track;assessod value per mile and the total assessed value of various railwoys within the City of Alameda, as assessed by the State Board of Equalization. Ordered filed. 1 From H. C. Bennett, pertaining to passage of the proposed ordinance prohibiting dogslor other animals in public parks Ordered filed. 12/ From Marjorie Haight, pertaining to passage of the proposed ordinance prohibiting dogs or other animals public parks, Ordered. filed. 13 Mr. Tilden introduced the following Resolution and moved its adoption: "Resolution Yo. 424. Fixing Tax Levy for the year 19 1 22." Mr. Adams seconded the motion to adopt the Re elution and on roll call it was adopted and passed unanimously. 14V A Bill entitled "A Bill For Ordinance No. New Series. Prohibiting Dogs or other Animals in public parks and Providing the Penalties for Violating Said Ordinance." came up for passage. Mr. Latham moved that the matter be laid on the table, seconded by Mr. Tilden and on roll call carried unanimously. 15/ The Clerk stated. that the time had arrived, for the hearing of protests on the opening of Versailles Avenue, under Resolution of Intention No. 61, N. S. President Otis called for remakrs from those protesting against the openirg. Those that re sponded were J. G. Cohen, D. Cohen, E. Cohen, W. T. Boyce, the San Francisco-Oakland Terminal Railways, represented by Mr. Berkwith, the Southern Pacific Company, represented by Yr. H. j. Hobbs, Reginald. Mallock, jm. Keay, John L. Sharpsteen, F. L. lotelho and Mr, Osborne. Those who spoke in favor of the opening were, Messrs. Jos, Thompson, J. H. L. Hynes, who stated he represented several owners, Frank L. Hally and J. A. Powell. City Attorney Locke explained various amendments to the street laws. Mr. Tilden moved that the protests be submitted and taken under adviseuert seconded by Yr.
