1921-11-21 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OP ALAI
TUESDAY ETTING, NOVEMBER 1ST, 1921.
The Council convened at 8:15 P. M. with President Otis presiding.
The roll was called and. Councilmen Adams, Latham, Probst and. President Otis,
(4) were noted present. Absent; Councilman Tilden, (1).
The minutes of the regular meeting of October 18th were approved as read.
The minutes of the adjourned regular meeting of October 20th were approved
as read.
The minutes of the adjourned regular meeting of October 21st, were approved
as read.
1/ Mr. Latham introduced the following resolution and moved its adoption:
"Resolution No. 432.
Transferring 01427.75 from the Electric Light Fund
to the General Fund."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
The following was received:
2/ Affidavit of publication of Notice of Public Work, re Versailles Avenue.
Ordered filed.
The following communications were received:
3/ From the National Industrial Peace and. Educational Association, re State
Convention at Sacramento. Ordered filed.
4/ From Hon. John L. Davie, Mayor of Oakland, re proposed water rate hearing
City Attorney Locke gave a detailed explanation, whereupon Mr. Lathaa moved that
Alameda join with the other east bay citites and that its pro rata of expense
in connection with the hearing be paid, seconded by Mr. Probst and on roll call
carried unanimously.
From the State Board of Health, re extermination and rat-proofing.
Ordered filed.
6/ From Auditor and. Assessor, F. J. Oroli, re excess collection of personal
property taxes for 1921. Mr. Probst moved that the Assessor be instructed to
refund to the tax payers the amount collected in excees of the rate of 1.94,
seconded by Mr. Latham and upon roll call carried unanimously.
7/ An application for a gratuitous license was received from Warren W. Grey
to solicit orders for the Sanford. Brush Company of Chicago, Illinois. The council
took no action in as much as the Chief of Police did not make his recommendations
upon same.
An application for a gratuitous license was received from Max E. Stanley-
to solicit for the Singer Sewing Machine Company. The council took no action
inas much as the Chief of Police did not make his recommendations upon same.
9/ The Clark stated that he was in receipt of a petition for the reclassification
of the prOperty situated at 1630 Sherman Street from a Class I to a Class II
District; that no protests had been filed with him and that the matter came up

"Resolution No. 433.
Reclassifying the Property Situate at 1630 Sherman Street
from a Class I to a Class II District."
Mr. Latham seconded the motion to adopt the Resolution and on roll call
adooted and passed unanimously.
The clerk stated that he was in receipt of a petition for the reclassification
of the property situated at 805 Portola Avenue, from a Class 1 to a Class II
District; that no protests had been filed with him and that the matter came up
regularly for hearing at this meeting. Mr. A. Freese, residing at 833 Portola
Avenue protested the granting of the petition. Representatives of Mrs. J. Seagrave,
the petitioner, replied to the objection. Thereupon Mr. Probst introduced the
following Resolution and moved its adoption:
"Resolution No. 434.
Reclassifying the Property Situate at 805 Portola Avenue,
from a Class I to a Class II District."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
In the matter of the hearing of the protest of Suzzie H. Wells, re closing
of Austin Avenue and other streets, City Attorney Locke stated that the application
for the abandonment of said streets had now been recorded and. Nts in the hands
of the Courts and reauested a continuance until December 20th, 1921. Mr. Probst
8,6 moved, seconded by Mr. Latham and carried.
12/ Mr. Latham moved that the City Clerk be instructed to write the Southern
Pacific Company requesting them to provide tne City of Alameda with transportation
facilities better than that afforded by the Steamer "Garden City", inasmuch as this
boat is obsolete to the demands of passengers using same, and unless this request
is complied with immediately that a representative be invited to be present at the
meeting of the Council to be held. November 15, 1921, stating the reasons therefor,
seconded by Mr. Probst and carried unanimously.
Claims against the General Departments amounting to 2933.95; against the
Police Department amounting to 53.64; against the Fire Department amounting to
244.70; against the Street Department amounting to 3526.60; against the Health
Department amounting to 209.38; against the Recreation Department amounting to
$211.20; against the Store Department amounting to $109.43; against the Relief
Fund, (Initiative) amounting to $311.00; against the Relief Fund, (Council), amour
ing to $94.09; against the Electric Light Fund amounting to 1711.81 and against
Sewer Construction Fund, NO. 12, amounting to $14,179.51 having been approved and
audited by the proper officials were listed by the Clerk as follows:
