1921-12-06 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TIT& DAY EVENING, MCEMBER 6TH, l92l . The meeting convened at 8 P. M. with Council-president Otis presiding. The roll was called and Councilmen Adams, Latham, Prob t Tilden and Presi9ent Otis, (5) were noted present. The minutes of the regular meeting of November 15th, 1921 were approved as read. The minutes of the adjourned regular meeting of November 22nd, 1921 were approved as read. The following were received: Copy of contract between the Board of Public Utilities and the StaMard Underground Cable Company. Ordered filed. Reports of Municipal Electric Light Plant for the months of July, August and September, 1921. Ordered filed. Yr. Probst introduced the following Resolution and moved its adoption: "Resolution No 436. Transferring, ,574.15 From the Electric Light Fund to the General Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following communications were received: From Hon. Horace Porter, Mayor of the City of Riverside, inviting Mayor and Council to attend the Convention of the League of the Southwest. Ordered filed. From the San Fran °c, o 0 kland Terminal Rail-aays, requesting the Council to go on record protesting against any proposed change to the present closing of the Webster Street Bridge to navigation. hr. Tilden moved that the letter be referred to the City Manager, with the request that he answer same entering • the Council's protest against any proposed changes, seconded by Mr. Probst and carried. Petitions were received and read from the Police and Fire Departments protesting the contemplated reduction in salaries to take effect January 1st 1921. Upon motion the petitions were received and referred to a meeting of the Committee of the Whole. A petition was received from the Ilaster Plumbecs o the City of Alameda, requesting that an ordinance be passed requiring every master plumber doing business in Alameda to pay a license fee in the sum of $25.00 per year. hessrs. A. R. Cranston and Charles Smith, signers of the petition,addressed the Council in explanation of the petition. hr. Tilden moved that the petition be received and the matter referred to the Committee of the Whole, seconded by Idr. Probst and carried. The clerk stated. that he was in receipt of a petition for the reclassifi- cation of the property situated at 1519 Encinal Avenue, from a Cla ss I to a Glass II District, permitting the alteration of said building into apartments; 12/ December 6th, 1921. the petitioner, was present. There being no objectors present in the council chamber, Jr. Tilden introduced the following Resolution and moved its adoption: "Resolution No. 437. Reclassifying the Property Situate at 1519 Encinal Avenue, from a ClaLs I to a Class II District." Mr. Adams seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The clerk stated that he was in receipt of a petition for the reclassification of the property situated at 1520 Alameda Avenue, from a Class I to a Class II District, permitting the alteration of said building into flats; that notices had been posted in accordance with the requirements of Ordinance No. 149, N. S.; and that no protests had been filed with him. Mr. C. Berg, representing the petitioner, was present. There being no objectors present in the council chmber, Mr. Adams introduced the following Resolution and moved its adoption: "Resolution No 438 Reclassifying the Property Situate at 1520 Alameda Avenue, from a Class I to a Class II District." Er. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The Clerk stated that he was in receipt of a petition for the reclassification of the property situated at the northeast corner of Benton Street and Encinal Avenue, from a Class I to a Class II District, permitting the erection of an apartment house. Mr. S. J. Walthall, representing the petitioner, was present and explained to the Council that he would file plans prior to the meeting of the Council to be held. December 20th, 1921, Mr. Adams moved that the matter lay over until that time, seconded by Probst and carried. In the matter of the hearing of the application of the Associated Oil Company for permission to erect a service station at the northeast corner of Webb Avenue and Park Street, the Clerk stated he was in receipt of two petitions of protest, one purported to be signed by the business men of Park Street, and the other signed by the signers of the original petition, requesting that their names be with-drawn. Also, that he was in receipt of a petition containing additional names to be added to the oriRinal petition submitted by the Associated Oil Company, Messrs, Ranier, Blanding, Siem and Anderson spoke for the petitioners and Er. J. S. McDowell and J. H. Wilkens spol7e in protest. Mr. Tilden moved that the entire matter be referred to the Committee of the Whole, seconded by Mr. Latham and carried unanimously. In the matter of the hearing of the petition for the reclassification of th:, property situated on the south side of Central Avenue, one hundred and ten feet west of Park Street, the clerk stated he was in receipt of petitions of protest also that one of the original signers requested his name be placed back on the original petition. Mr. Bradley, the petitioner,was present and requested that the entire matter be continued for one meeting. Thereupon Mr. Latham moved that the matter be postponed for action until the next regular meeting of the council to be held December 20th, 1921, seconded by Mr. Probst and carried unanimously. 14V December 6th, 1921. Co.'s Service Station and portion of Lot 2, in Block 1, map of "Pacific Land. Investment Co.'s property at Morton St. Station, Alameda", from a Class I to a Class IIT,Busine s District, permitting the erection of a battery service station; that notices had been posted in accordance with the requirements of Ordinance No. 149, New Series; and that no protests had been filed with him. Mr. G. D. Livntappeared for the petitioner. There being no objectors present in the Council Chamber, a Bill entitled "A Bill For Ordinance No. New Series. Reclassifying Portions of Lots 1 and 2, in Block I of Pacific Land Investment Co. Tract near Morton Street Station, to a Class III Business District." was introduced and laid over under a proviSion of the charter. A Bill entitled. For Bill Ordinance No. New Series. Reclassifying Property on the West Line of Webster Street South of Buena Vista Avenue, to a Class III Business District." came . up for passage.. Mr. Probst moved that the ordinance be adopted, seconded by Mr. Tilden and on roll call it was adopted and passed unanimously. 15/ In the matter of the hearing on the delapidated-building at 541 Santa Clara Avenue, Mr. Latham moved that the same be postponed until the regular meeting of the Council to be held February 7th, 1922. , seconded by Mr. Probst and carried. 16! An Ordinance Amending Ordinance No 68, New Series, Entitled An Ordinance Providing for the Regulation of the Business of Using, Operating and Driving Automobiles for Hire upon the Public Streets of the City of Alameda, Providing for Licenses to Carry on such Business and for the Revocation thereof, Fixing the Amount of License Fees to be Paid, requiring the Furnishing of Bonds, Making the Violation of any of the Provisions of this Ordinance a Misdemeanor and. Providing a Penalty Therefore, and. Repealing all Ordinances or Parts of Ordinances in so Far as The Same May Be in Conflict Herewith", by Adding Another Section Thereto to be Known as Section 13 Thereof, Authorizing the Operation of Motor Vehicles for Hire in Territory not Served by Street Railway Transportation." was introduced and laid over under a provision of the charter. Mr. Latham moved that the City Manager prepare an estimate as to the cost of the repair of the ends of St. Charles and. Caroline Streets, for sub- mission to the council, seconded by Mr. Probst and carried. Mr. Tilden moved that the City Manager call the attention of the Southern Pacific Company to the aver-crowded condition of the 5:15 P. Y. boat seconded by Mr. Latham and carried. Mr. Probst called, the attention of the Council to the condition of the December 6th, 1921.
