1921-12-23 Regular CC MinutesADJOURTED REGULAR MEETII,M OR THE courcIL OF THE CITY OF ALALIEDA, FRIDAY EVUTNG, DECEMBER 23RD, 1921. The meting convened at 8 o'clock with President Otis presiding. The roll was called and Councilmen Adams, Latham, Probst Tilden and President Otis were noted present. There being a number of people from the west end of Alameda in the Council chamber, President Otis stated that the council would take no action towards selecting a site for the incinerator at this time. A communication was received from City Attorney, W. J. Locke, re legality of proceedings taken by the council reclassifying the property at the corner o± Webb Avenue and Park Street. The communication was ordered filed. hr. Tilden introduced the following Resolution and moved its adoption: "Resolution No. 450. Resolution Closing Austin Avenue, Locust Street, Hazel Street, Santa Clara Avenue and Second Street, or Parts Thereof, in the City of Alameda." Mr. Probt seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. A conference was held between the council and bidders on the erection of an incinerator, after which Mr. Tilden moved that the matter be submitted, seconded by Mr. Latham and carried. The Council took a short recess and upon reconvening all were noted present. City Manager Hickok stated that the bids received were much higher than he expected and believed that by preparing a new set of specifications, asking for separate bids on the foundations and chimney, a better price could be ob- tained. This and several other contemplated changes would mean a lower price and he therefore recommended that the bids be rejected. Yr. Probst so moved, seconded by Mr. Tilden and on roll call carried unanimously. Mr. Probst moved that the City Manager and. City Engineer prepare a new set of specifications, seconded by Mr. Latham and carried. Mr. Tilden moved that the City Clerk be instructed to advertise for new bids to be received the first meeting in February, in accordance with the specifications to be prepared and submitt ed by the City Engineer, January 3rd, 1922, seconded by Mr. Latham and carried. There being no further business to transact the council adjourned to meet in regular session Tuesday evening, January 3rd, 1922, at 8 o'clock. Respectfully submitted, City Clerk.
