TUESDAY EVENING, MARCH 2ND, 1920.
The meeting convene :10 p. m. with Council-president Otis presiding
The roll was called and Councilmen Latham Noy, Probst and. President Otis (4)
Absent: Councilman Adams, 1).
The minutes of the regular meeting of February 17th were approved as read.
The following were received:
The report of the Municipal Electric Light Plant for the month of January,
1920. Ordered filed.
The Affidavit of publication and the affidavit of posting notice of improve-
ment under Resolution of Intention No. 51, New Series. Ordered filed.
Affidavits of posting of notice of condemnation of arks along Harrison
Avenue, between Fruitvale Bridge and. Park Street Bridge. Ordered filed.
/ The Clerk stated that there had been filed in his office on February 20th,
1920, a petition signed by more than twenty-five per cent of the property owners
within a radius of six hundred feet the property situate at 1612 Clinton-Avenue
concenting to the re-classification of said property from a Class 1 to a Class 11
Di*strict. A certificate showing due posting of notices as required by Ordinance
No. 149 New Series, was Presented and ordered filed. As the time set in the notice
provided for a hearing an this evening, Council-president Otis asked if there were
any persons present who objected to the proposed change. None appeared. Mr.
J. W. Kelly, the owner of the premises explained the matter to the council.
Mr. Probst introduced the following resolution and moved its doption:
"'Resolution No. 276.
Changing Premises known as 1812 Clinton Avenue, from
a Class 1 to a Class 11 District."
Mr. Noy seconded the motion to adopt the resolution and on roll call it was adopted
and passed unanimously.

Mrs. Isabelle Clark, 1173 Park Avenue, addressed the council and asked for
the privilege and permission of installing a fountain with a concrete seat, at the
coutherJea portion of Jackson Park, as a memorial to her husband. Mr. Latham moved
that permission be granted to install the improvement under the supervision of
the city manager, seconded by Mr. Noy and carried.
Communications:
3. From the committee appointed to organize a unit of the National Guard in
Alameda, stating that they advised waiting until the State of California had
complied with the terms and conditions of the National Pay Bill. The communication
was filed and the committee discharged with thank .
.7/ From Samuel J. Kirschberg, 1108 Central Avenue, e ting that no trees
be pl.nted in front of his property. Mr. Latham moved that the r quest be denied,
seconded by Mr. Probst and carried.
// From Frances Robinson, requesting a extension of time in which to remove
the ark owned by her situate at the easterly end of Encinal Avenue. Mr. Probst
moved that a thirty day extension of time be fiven, but that no additional ex-
tensions be granted, seconded by Mr. Noy and carried.

1/Ir. Probst moved that the claims as listed be paid. seconded by M. Noy and on roll
call carried unanimously.
10, v City Attorney Locke brought up the matter of the proposed filing of
the petitions by the firemen for the inauguration of a two-platoon system. Mr.
Probst moved that the clerk be allowed to appoint such deputies as may be necessary
to check the petitions, seconded by Mr. Latham and carried.
11. Y/ Mr. Probst brought up the matter of the rates of Care charged by the Southern
Pacific Company along Lincoln Avenue and moved that the city attorney take up with
the Railroad Commission, the matter of securing a uniform two and one-half cent
fare from High Street to Third Street, seconded by Mr. Latham and carried.
There being no further business to transact the council adjourned to meet
in regular session Tuesday evening, March 16th, 1920, at 8 o'clock.
