1920-06-15 Regular CC Minutes1\/ 41/ REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALANEDA9 TUESDAY EVENING, JUNE 15TH, 1920. The meeting convened at 8 eclock with Council-president Otis presiding The roll was called and Councilmen dams, Latham, Probst and. President Otis, (4) were noted present. Absent:None. The minutes of the regular meeting of June 1st 1920 were approved as read. Mr. Latham placed in nomination Major Charles L. Tilden, as Council to fill the vacancy caused by the death of Wm. H. Noy. Mr. Probst seconded the nomination and on roll call he was unanimously appointed. Mr. Tilden being present, the city clerk administered the oath of office whereupon Mr. Tilden took his seat at the council table. Mr. Latham moved that the council adjourn to meet in executive session, seconded by Mr. Probst and carried. Upon reconvening Councilmen Adams, Latham Probst, Tilden and. President Otis, (5) were noted present.bsent:None. The following were received: Copy of Resolution from the Oakland City Council for conference of east bay cities and East Bay Water Commission. Ordered filed. Resolution from Oakland City Council, asking Alameda to request the County Board of Supervisors to take steps to call an election for a Board of Freeholders to prepare and propose a city and county charter. Ordered filed. Mr. Otis introduced the following Resolution and moved its adoption: "Resolution No .311. Opposing City and. County Consolidatiol Mr. Probst seconded the motion to adopt the resolution and on roll call it was adopted and passed unanimously. Mr. Latham moved that the City Clerk be requested to forward copies of the resolution to the city council of Oakland and the Board of Supervisors of Alameda County, seconded by Mr. Probst and carried. The following communications were received: From the City Planning Commission, to devise ways and means of relieving automobile congestion. Upon motion of Mr, Latham seconded by MR. Probst and carried, the matter was laid over one week. From Walter H. Cramer, Public Accountant, requesting renewal of contract. Mr. Latham moved that the contract be renewed, seconded by Mr. Probst and on roll call carried unanimously. From the National Board of Fire Underwriters, together with report on the City of Alameda. Ordered filed. From K. W. Pennington, requesting permission to string wires from 1609 Lincoln Avenue to 1516 Sherman Street. City Manager Hewes reported that the Board of Public Utilities advised this was dangerous and did not meet with its approval. Mr. Probst moved that the request be denied, seconded by Mr. Adams and carried. June 1st O. city, and in both public and private life proved by the quality of his citizenship that he was a true American; NOW, THEREFORE, in recognition of these facts, we, the remaining councilmen, in regular session assembled, ex- press out deep sorrow for the loss of our fellow council- man, and our belief that the city and the community have been deprived of an able official and a sterling man. BE IT FURTHER RESOLVED, that our sincere sympathy be extended to the relatives of our deceased fellow member in their bereavement. Mr. Latham seconded the motion to adopt the Resolution and it was adopted and passed unanimously by a rising vote of the council An invitation was received by carrier pigeon post flom L. H. Elmer, Chairman of the Exposition Committee of San Jose, inviting the members of the council to attend the exposition as San Jose. On motion of Mr. Latham seconded by Mr. Adams and carried the invitation was accepted. Claims against the General Fund amounting to 0756.38; against the Police Department amounting to 0199.79; against the Fire Department amounting to $200.66; against the Street Department amounting to 01589.84; s.ainst the Health Department amounting to 0151.37; against the Recreation Department amounting to 0103.19; a inst the Store Fund amounting to 71.32 against the Relief Fund amounting to $58.86; against the Electric Light Fund amounting to 02514;88 and against the Industrial Railroad Fund amounting to $40.00 having been approved and audited by the proper officials were listed by the Clerk as follows: GENERAL FUND. Hagan, Secretary of the East Bay Water Commission, with inclosed ommission from the report of the East Bay Viater Commission, with the request to attach and make a part thereof Ordered filed. 101 From the American Dredging Company requesting an extension of time from September 2nd,1920 to July 30, 1920, On dredging portions of Tracts 45 and 42, Alameda Marsh Lands, and stating that the amount of material would be increased from 750,000 to 1,250,000 cubic yards. Mr. Latham moved that the request be granted, seconded by Mr. Probst and carried. (1.) From the family of W. H. Noy, deceased, thanking the council for flowers sent. Ordered filed. 12/ City Manager Hewes reported on the communication received from the Alameda Women's Improvement Club, concerning West End improvement. Mr. Latham moved that the city clerk write the Southern Pacific Company requesting them to install swinging signals upon their right of way at the following crossings: Buena Vista Ave. between Webster and. Eighth Streets, Pacific Avenue, between Webster and Eighth Streets. Everett Street, Buena Vista Avenue, between Everett and. Broadway. Webster Street and Lincoln Avenue. seconded by Mr. Probst and carried. The city manager was requested to see property owners concerning the installation of several sidewalks and to report at the next meeting. The hearing on the protest against the petition of E. B. & A. L. STone Company, for the formation of a reclamation district was, upon motion of Mr. Probst, seconded by Latham, continued to July 6th, 1920, at 8 o'clock, p. m. 141 The hearing on the protest of Suzzie H. Vielis, against the closing of Austin Avenue, etc. was, upon motion of Mr. Latham seconded by Mr. Probst, continued to July 6th, 1920, at 8 o'clock p. m. 15 Mr. Probst introduced the following resolution and moved its adoption: "Resolution No. 312. Fixing Salaries of the Members of the Fire Department." Mr. Latham seconded the motion to adopt the resolution and on roll call it wa s adopted and passed by the following vote: Ayes: Councilmen Adams Latham Probst and Tilden, (4). Noes: Council-president Otis, (1). Absent: None. 16/ This being the time appointed for the receiving of bids for the improve- ment of Grist Street, the clerk stated he was in receipt of one bid. Mr. Latham moved that the Clerk open and read the bid, seconded by. Mr. Probst and carried. A Bill entitled was "A Bill For Ordinance No, New Series. An Ordinance Authorizing the Leasing of Certain Tide and. Submerged lands to the Rolph Navigation & :Coal Co." introduced and laid over under a provision of the charter. A Bill entitled "A Bill For Ordinance No, New Series. Regulating the Parking and Control of Vehicles Where Signs are Placed on the Street or White Lines Marked on the Pavement, and Authorizing the Closing of Streets During Times of Dangerous Traffic Congestion." was introduced and laid over under a provision of the charter. City Manager Hewes presented the report of the City Engineer on fire protection and water supplies. Ordered filed. Ur. Latham moved that the city clerk request a committee of three, representing the Fire Department, of which Chief W. T. Steinmetz shall be one, to meet with the Committee of the Whole after the regular Eldjourned meeting on Tuesday evening, June 22nd, 1920, for the purpose of disucssing the two- platoon system, seconded by Mr. Probst and carried. Er. Latham moved that the Council adjourn to meet in regular session sday evening, June 22nd, 1920, at 8 o'clock, seconded by L. Probst and carried.
