1920-07-06 Regular CC Minutes2 5V REGULAR. MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, JULY 6TH 1920. The meeting was called to order at 8:30 p. m. with Council-president Otis presiding. The roll was called and. Councilmen Adam Otis, (5) were noted present. Absent:Yone. Mr. Tilden moved that the reading of the minutes of the two precedin be temporarily suspended, seconded by' Mr. Latham and carried. Mr. Latham moved that the council grant the necessary amount of money needea by the school department to insure the increase in salaries, seconded by President Otis and on roll call. carried unanimously. The minutes of the regular meeting of June 15th were approved as read. The minutes of the adjourned regular meeting of June 22nd were read and amended in so far as the vote of Mr. Tilden on the Bill for Ordinance leasing certain tidelands to the Rolph Navigation and Coal Company, which was changed. from "Not voting" to "No". The following communications were received: From the Southern Pacific Company; Board of Supervisors of the City and County of San Francisco; City Clerk of Piedmont; W. H. Edwards Commissioner of Streets, City of Oakland; L. W. Cummings City Clerk, Oakland; A. G. Briggs, City Clerk of Berkeley; San Francisco, Chamber of Commerce; advising that representatives ob t, Tilden and. President -6' of those organizations will meet with the council on Tuesday eveninc, July 13th, for the purpose of devising ways and means of relieving congestion in automobile transportation between east bay cities and San Francisco. Ordered filed. From the Rotary Club Unanimously adopting a Resolution endorsing the movement for increase in salaries of'the teachers employed in our schools. Ordered filed. From the Alameda Improvement Club, containing proposed amendments to the city charter, requesting that same be placed on the ballot at the coming primary election to be held in August. Mr. H. F. Schiichting and Mr. Peter Hollings of the Alameda Improvement Club were present and addressed the council conerning the same. Mr. Latham moved that the city clerk be instructed to send copies of the proposed amendments to each of the councilmen and that action be taken upon same at the regular adjourned meeting to be held Tuesday evening, July 13th, seconded by Mr. Probst and carried. From W. E. Varcoe, City Clerk, requesting a leave of absence of one week, beginning July 12th. Mr. Tilden moved that the request be granted seconded by Mr. Probst and carried. From Hazel B. Dudgeon, Deputy City Clerk, requesting a leave of absence of two weeks, beginning July 19th, 1920. Mr. Probst moved that the request be granted, seconded by Mr. Latham and carried. A Verbal request was received from George H. Mastick, for a sixty day leave of absence from the state. Mr. Latham moved that the request be granted, seconded by Mt. Probst and carried. 1/Ir. Wm. J. Locke, City Attorney, requested a leave of absence of two weeks v July 6th, 1920. 10 V This being the time set for the opening of bids for the sale of the North Side Sewer bonds the clerk stated no bids had been received. The Clerk stated that there had been filed in his office on June 22nd, 1920, a petition signed by owners of more than twenty-five per cent of Property within a radius of six hundred feet of the property situate at 2018 Enoinal Avenue, consent- ing to the re-classification of said property from a Class I to a Class II District. A Certificate showing due posing of notices as required by Ordinance No 149, N. S. was presented and ordered filed. As the time set in the notice provided for a hearing on this evening, Council-president Otis asked if there were any persons present who objected to the proposed change. None appeared. Mr. Charles Porep briefly explained the matter to the council and it was laid over to the next meeting, of the council to be held July 13th, 1920. 127 Mr. Probst introduced the following resolution and moved its adoption: "Resolution No. 313. In Re. Uncollectible Personal Property Taxes for 1918." Mr. Adams seconded the motion to adopt the resolution and on roll call it was adopted and passed unantnonsly. The matter of the hearing on the petition of E. B. & A. L. STone Company, for a Reclamation District was, upon motion of Mr. Latham, seconded by Mr. Probst and by mutual consent of the parties interested, postponed two weeks. The hearing on the protest of closing of Austin Avenue was, by motion of Mr. Probst, seconded by Mr. Latham and carried, postponed for two weeks. 15/ The City Clerk presented a letter from C. E. Hickok, City Engineer and Street Superintendent, accompanied by a petition from property owners oa Crist Street, the signers of which, together with the frontage to be paid for by the city amounts to 491 feet, or sixty-one per cent of the total frontage to be improved, requesting the council to accept the bid of Hutchinson Company for the improving of Grist street under the Improvement Act of 1911. The City Engineer filed with the City Clerk Diagram of Assessment District Showing the lands Assessed for the Improvement of Grist Street, Mr. Probst moved that the diagram be approved and ordered filed, seconded by Mr. Latham and carried. Thereupon Mr. Tilden introduced the following Resolution and moved its adoption: "Resolution No. 314. "Resolution of Award." (Crist Street.) Mr. Probst seconded the motion to adopt the resolution and on roll call it was adopted and passed unanimously. 16\ The city manager reported that he had interviewed property owners regarding the installation of sidewalks on the north side of Buena Vista Avenue, between the Southern Yacific right of way and Webster Street. Mr. Adams moved that the matter be laid on the table, seconded by Mr. Tilden and carried. 171 A Bill entitled "1. Bill For Ordinance No. ____ Series. An Ordinance Providing for Reorganization of the Fire Department of the City of Alameda, and Specifying +hp (-PIPT.P PrA Alrom.hp7.54 ThearAnf-If July 6th, 1920. Probst and on roll call it was adopted and passed by the following vote: Ayes: Council- men Adams, Latham, Probst and Tilden, (4). Noes: Council-president Otis, (1). Absent: None. Mr. Otis explained his vote stating that he did not consider the two- platoon system necessary in Alameda at the present time, because Alameda had not either in population or assets, become large enough to stand the burden in increase of taxation, which would follow the adoption of the system. .11". Tilden explained his vote, stating that he had voted "Yes" with the understanding that a proposed amendment to the charter increasing the '1.00 tax limit be submitted to the electors of the City of Alameda at the Primary election, to be held in August. A Bill entitled For "A Bill Ordinance No, New Series. Declaring all old houses or other Structures which are Dilapidated beyond Repair to be Public Nuisances and Providing for the Abatement of such Nuisances." was introduced and laid over under a provision of the charter. Claims against the General Departments amounting to 04917.59; against the Police Del)artment amounting to 01035.25; against the Fire Department amounting to 0160,61; against the Street Department amounting to p3954.67; against the Health Department amounting to 096.98; against the Recreation Department amounting to 0110.65; against the Store Department amounting to 0842,54; agginst the Relief Fund amounting to 421 98; against the Electric Light Fund amounting to l6,454,56 and against the Police Pension Fund amounting to 115.25 having been approved and audited by the proper officials were listed by the Clerk as follows: GENERAL FUND.
