1920-07-16 Regular CC MinutesADJOURNED REGULAR MEETING OF THE COUNCIL OP THE CITY OF ALAUEDA, FRIDAY EVENING, JULY 16TH, 1920. The meeting convened at 8:10 p. m. with Comci1president Otis presiding. The roll was called and Councilmen Adams, Latham,Probst Tilden and. President Otis, (5) were noted present. Absent: None. In the absence of Mr. W. E. Varcoe, City Oity Olerk, Miss Hazel 3. Duelgeon was appointed City Clerk pro tem. Mr. Probst brought up the matter of the condition of the roadway between the tracks of the Southern Pacific Company on Lincoln Avenue, west of Eighth Street and moved that the City Manager be directed to order the Southern Pacific Company to repair the roadway, seconded by Ur. Latham and carried. Mr. Tilden moved that the Council resolve itself into a Committee of the Whole to discuss proposed charter amendments which are to be submitted to the electors at a special election to be held. August 31st 1920, seconded by Mr. Latham and carried. Upon re-convening Councilmen Adams, Latham, Probs Tilden and President Otis were noted present. 2 Mr. Probst moved that Proposition No. 1,having to dd with the Dollar Limit be su bmitted as follows: PROPOSITION NO. 1. That a new section be added to the Charter to be designated as Sec. 18a of Chapter III, Article IV, to read as follows: Sec. 18a. The dollar limit specified in Sec. 18 of this Article shall not include salaries of em- ployees of the school department. Mi Tilden seconded the motion and on roll call it was carried unanimously. 3 Mr. Probst moved that Proposition No. 2, having to do with the dollar limit be submitted as follows: PROPOSITION NO. 2. That a new section be added to the Charter to be designated as Sec. 18b of Chapter III, Article IV, to read as follows: Sec. 18b. The dollar limit specified in Sec. 18 of this Article shall not include salaries of members of the fire department. Mr. Tilden seconded the motion and on roll call it wc,:8 carried unanimouslym Mr. Probst moved that Proposition No. 3, having to do with street work, be submitted as follows: PROPOSITION NO. 3. hat Section 7 of Article XIV be amended to read as o ows: Sec. 7. The improvement, widening and opening of streets and all matters not specified in this charter, shall be done and assessments therefor levied, in conformity with and under the authority conferred by general law, with the exception rrf the improvement or replacement of sidewalks aua curbs, which improvement or replacement may be made by ordinance of the council of the city of Alameda and the cost thereof, in whole or in Text, paid for out of the city treasury or assess- ed on the property benefited. Mr. Tilden seconded the motion and on roll call it was carried unanimously Mr. Probst moved that Proposition No. 6, having to do with Tidelanc Leases be submitted as follows: July 16th, 1920. PROPOSITION NO. 6. That Section 22 of Article II be amended to read as follows: Sec. 22. The council shall not sell or convey any portion of any water front or tidelands. No lease or sale of real estate shall be authorized by the council except by ordinance passed by the affirmative vote of four-fifths of all the members and no lease shall be made for a period longer then twenty-five years; provided, however, the council by affirmative vote of four-fifths of all the members may authorize leases of the cityls waterfront or tide lands for twenty-five years with the right of renewal for a further term not exceeding twenty-five years, in accordance with the provisions of the statute by which said water front and tidelands were granted to the city. No ordinance for the lease or sale of real estate or for the lease of water front rights or tide lands by the council shall take effect within sixty days from the date of passage. Mr. Tilden seconded the motion and on roll call carried unanimously. Mr. Latham thereupon introduced the following Resolution and moved its adoption: "Resolution No. 316 Submitting Certain Proposals by the Council for Amending the Charter of the City of Alameda, said Proposals to be voted upon at a special Election to be held in said City on August 31, 192D." Mx. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. There being no further business to transact the council adjourned to meet in regular session Tuesday evening, July 20th, 1920, at 8 o'clock. Respectfully submitted, City Clerk pro tem.
