TUESDAY EVENING, JULY 20th, 1920.
The meeting convened at 8:15 p. m. with Council-president Otis presiding.
The roll was called and Councilmen Adams, Latham, Probst, Tilden and President-
Oti were noted present. Absent: None.
The minutes of the meetings of July 6th, 1920, July 13th, 1920, and July 6th,
1920, were approved as read.
Report of the Municipal Electric Light Plant for the months of April and May,
1920, was ordered filed.
2/ A letter was received, from F. J. Croll, Auditor and Assessor, showing total
assessment figures of the City of Alameda for the year 1920. Ordered filed.
A letter from the War Department, United States Engineers' Office, was re-
ceived, stating preliminary examination of Oakland, Berkeley and Albany harbors,
California, would be held in the near future and requestinc, information as to
what is desired by the communities in connection with improvement of these harbors
by the United States. UT)on motion of Mr. Latham, seconded by Mr. Probst, it was
.red to the City Manager.
Mr. Latham moved that the council's previous action in adopting Resolution No.
316 be rescinded, seconded by Mr. Tilden, and on roll call was carried unanimously.
Mr. Tilden moved that the council 'c action on Proosition No. 3, as contained
in I:esolution To. 316, be rescinded. Mr. Latham seconded the motion to rescind
and on roll call it was eassed unanimously.
51 Mr. Tilden moved that Proposition Po. 3,havin,n; to do with street work, be amended
to read as follows:

Section 7 of Article XIV be amended to read as follows:
Sec. 7. The improvement, widening and opening of sere
and all matters not specified in this charter, shall be done and
assessments therefor levied, in conformity with and under the
authority conferred by general law, with the exception of the
construction or replacement of sidewalks, curbs and gutters,
-d the construction of sowers, which improvement, replacement
or construction, may be made by ordinance of the council of the
City of Alameda and the cost thereof, in whole or in„.teart, paid
for out of the city treasury or assessed on the property benefited.
Mr. Latham seconded the motion to amend, and on roll call it was carried unaaimou

Mr. Adams seconded the motion to adopt the resolution. as ameaaed, and on roll call

city, and in both public and private life proved by the
quality of his citizenship that he was a true American;
HOW, THEREFORE, in recognition of these facts, we, the
remaining councilmen, in regular session assembled, ex-
press out deep sorrow for the loss of our fellow council-
man, and our belief that the city and the community have
been deprived of an able official and a sterling man.
BE IT FURTHER RESOLVED, that our sincere sympathy be
extended to the relatives of our deceased fellow member
in their bereavement.

Mr. Latham seconded the motion to adopt the Resolution and it was adopted
and passed unanimously by a rising vote of the council
An invitation was received by carrier pigeon post tcom L. H. Elmer, Chairman
of the Exposition Committee of San Jose, inviting the members of the council to
attend the exposition as San Jose. On motion of Mr. Latham seconded by Mr. Adams
and carried the invitation was accepted.
Claims against the General Fund amounting to 0756.38; against the Police
Department amounting to $199.79; against the Fire Department amounting to $200.66;
against the Street Department amounting to 01589.84. ainst the Health Department
amounting to 0151.37; against the Recreation Department amounting to 103.19;
against the Store Fund amounting to $71 32; .zsainst the Relief Fund amounting to
$58.86; against the Electric Light Fund amounting to 02514;88 and against the
Industrial Railroad Fund amounting to $40.00 having been approved and audited by
the proper officials were listed by the Clerk as follows:

9/ From H. L. Hagan, Secretary of the East Bay Water Commission, with
inclosed ommission from the report of the East Bay Water Commission, with the
request to attach and make a part thereof. Ordered filed.
101 From the American Dredging Company requesting an extension of time
from September 2nd,1920 to July 30, 1920, On dredging portions of Tracts
45 and 42, Alameda Marsh Lands, and stating that the amount of material
would be increased from 750,000 to 1,250,000 cubic yards. Mr. Latham moved that
the request be granted, seconded by Mr. Probst and, carried.
11 From the family of W. H. Noy, deceased, thanking the council for
flowers sent. Ordered filed.
City Manager Hewes reported on the communication received from the Alameda
Women's Improvement Club, concerning West End improvement, Mr. Latham moved that
the city clerk write the Southern Pacific Company requesting them to install
swinging signals upon their right of way at the following crossings:
Buena Vista Ave. between Webster and Eighth Streets.
Pacific Avenue, between Webster and Eighth Streets.
Everett Street
Buena Vista Avenue, between Everett and Broadway.
Webster Street and Lincoln Avenue.
seconded by Mr. Probst and carried.
The city manager was requested to see property owners concerning the
installation of several sidewalks and to report at the next meeting.
The hearing on the protest against the petition of E. B. & A. L. STone
Company, for the formation of a reclamation district was, upon motion of
Mr. Probst, seconded by Latham continued to July 6th, 1920, at 8 o'clock,

14/ The hearing on the protest of Suzzie H. Yel1s, against the closing of
Austin Avenue, etc. was, upon motion of Mr. Latham seconded by Mr.
Probst, continued to July 6th, 1920, at 8 o'clock p. m.
15 V Mr. Probst introduced the following resolution and moved its adoption:
"Resolution No. 312.
Fixing Salaries of the Members of the
Fire Department."
Mr. Latham seconded the motion to adopt the resolution and on roll call it wa s
adopted and passed by the following vote: Ayes: Councilmen Adams, Latham Probst
and Tilden, 4). Noes: Council-president Otis, (1). Absent: None.
16v/ This being the time appointed for the receiving of bids for the improve
ment of Crist Street, the clerk stated he was in receipt of one
bid. Mr. Latham moved that the Clerk open and read the bid, seconded by Mr.
Probst and carried. Thereupon the Clerk opened and read the bid as follows:

City Manager Hewes presented the report of the City Engineer on fire
protection and water supplies. Ordered filed.
Mr. Latham moved that the city clerk request a committee of three
representing the Fire Department, of which Chief W. T. Steinmetz shall be one,
to meet with the Committee of the Whole after the regular adjourned meeting
on Tuesday evening, June 22nd, 1920, for the purpose of disucssing the two-
platoon system, seconded by Mr. Probst and carried.
Mr. Latham moved that the Council adjourn to meet in regular session
Tuesday evening, June 22nd, 1920, at 8 o'clock, seconded by Mr. Probst and
carried.
