R'elGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
TUESDAY EVENING, AUGUST 17TH, 1920.
The meeting convened. at 8:15 with Cou.ncilpresident Otis presiding„
The roll was celled. and Councilmen Adams, Latham Probst Tilden and President
Otis, (5) were not ed present . Absent: None.
The Minutes of the regular t'' of ugut 3rd were read and approveThe mintos of the Special meeting of Aueust 12th, 1920 were approvecl as read.
There being a number of :persons present in the lobby of the council, Presid.ent
Otis suggested that the regular order of business be dispensed with and asked the
reason for their presence.
Mrs. May Larkin Marsto stated that a number of the Housewives League were
present as they were interested in the proposed ordinance allowing: an increase in the
rates of garbage c olle ction. Mrs . Burke and ot he rs spoke against t the prop o se d in-
crease an discrimination on the part of the Alameda Scavengers Association re 'ard.ing
present collection charge s0 The city clerk was requ sted to read a bill entitled

which was introduced and laid over under the provi sion of the charter.
The Mayor advised the members of the Housewives 'League that the ordinance would
come up for passage at tka next regular meeting of the council to be held Tuesday
evening, Sept ember 7th, 1920 at 8 o c Lock p m.
Mr. Latham moved that the city clerk be instructed to notify the Alameda
Scavenger's Association that they will not be permitted to charge any more than the
present rates for garbage collection as covered by Ordinance No. 137, IT. S. passed
by the Council under date of October 15th, 1918, seconded by Mr. Tilden and carried.

An Affidavit showing due publication of -Notice Inviting Sealed Proposals"
un.der Resolution of Intention Ne. 54, II. S. was presented and ordered filed. The
clerk stated that inX7sponse to said notice he was in receipt of one bid. ',dr. 'Probst
moved that the bid be received and opened. Thereupon the Clerk opened and read the
bid as follows:

The bid was accompanied by the person.al bond of P. J. Peterson and A. C.
Sandford in the sum of ,600.00. Mr. Probst moved. that the bid be referred to the
city manager aria city engineer, seconded by Mr. Latham a,nd. carried.0
The following communications were rec ei ved:
From the Bay Shore Athletic Club regarding the condition of the sidewalk at the
lower end of Ninth Street. Mr. Latham moved that the matter be referred, to the city

Mr. Rowlancl stated that the expense incidental to such installation is considerable and
that he is unable to recommend that signals be installed as per the request of the council.
iIi Latham moved that the Southern Pacific Company be ordered to place flagmen at these
crossings iimneftiately, seconded. by Mr. Probst and carried unanimously.
From the Alameda ImproVernent Club containing suggestions for the combatting
of the proposed increase in fares by the San Francisco-Oakland. Terminal Railways
and the Southern Pacific Company. Mr. Tilden moved that this communication be
referred to the city Manager to be reported upon at the next meeting of the council
also that the city clerk be instructed to write a letter to the Alameda Improvement
Club thanking thErn,on behalf of the council for the suggestions contained therein,
seconded. by Lir. Latham and carried.
From the State Compensation Insurance Fund regarding enewal of their policy.
Mr. Latham moved that the action of the corrunittee of the whole in cancelling this
policy be ratified, seconded by Mr. Probst and on roll call carried. unanimously.
Mr. Tilden introd.uced the following resolution and moved its adoption:

Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted.

Street from its present termination at Central Avenue southerly to tidewater. Mr.
Probst moved that the petition be referred to the City Manager and that a report be
made on the sane at the next meeting of the council, seconded by Mr. Latham and carried.
Mr. Filley explained to the council the matter of the closing of the gate
by Superintendent of Parks Benton into the Washington Bark Addition and requested
that the city open the same for the convenience of residents of Marina Court. City
Attorney Locke explained to the council that this gate was put in originally upon the
sufferance of Mr. Reichart, who owns the twenty foot strip of land between the Washington
Park annex and the Marina Court Apartments. Mr. Latham moved that the gate be opened and
that it be kept open, ' seeonded. by Mr. Probst and carried.
Claims against the General Departments amounting to 2153.62; against the Police
Department amounting to 026.92; against the Fire Department amounting to . against
the Street Department amounting to 6799.19; against the Health Department amounting to
26.73; agaisst the Reertation Department amounting to 1976; against the Relief
Fund amounting to 43.56 and against the Electric Light Fund amounting to '940.80 having
been approved ana audited by the proper officials were listed by the clerk as follows:

Mr. Probst moved that the bills as listed be paid, seconded by Mr, Adams and on roll call
carried unanimously.
Mr. Latham moved that he council meet in adjourned regular session Tuesday evening,
August 24th, 1920 at 8 o'clock seconded by Er. Tilden and carried.
There being no further business to transact, the council adjourned to rne3t in
adjourned regular session. Tuesday evening, August 24th, 1920, at 8 o'clock.
