REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
TUESDAY EVENING, SEPTEMBER 21st, 1920.
The meeting convened at 8 o'clock p. m. with Council- president Otis presiding
The roll f, s called and Councilmen Adams, Latham,Probst, Tilden and President
Otis, (5), were noted present. Absent :None.
The minutes of the meeting of September 7th, 1920 were approved as read.
The following was. received:
Lease of tidelands to Lars A. Pedersen. Ordered filed.
The following communications were received:
From Mayor Frank Otis advising the council of the appointment of Charles
W. Griffin, as member of the Board of Alameda Free Library Trustees, to succeed the
late George H. Mastick. Such appointment to be for the remainder of the term of
five years from April 22nd, 1918. Mr. Griffin was present and took the oath of
office and was then introduced to the members of the council.
From A. G. Burns, regarding fixing of tax rate. Mr. Latham moved that the
letter be referred to the Mayor and City Manager for answer, and that this answer
be published in the Municipal Journal, seconded by Mr. Probst and carried.
From the Alameda Housewives League protesting against the charge by the
Southern Pacific Company of a full fare for children under twelve years of age
between points of Alameda and San Francisco. Mrs. May Larkin Marston and other
members of the Housewives' League were present and spoke in reference to same.
Mr. Probst moved that the letter be referred to the Gity Attorney to take up with
the State Railroad Commission, seconded by Mr. Latham and carried.
From Col. E. Eveleth Winslow, United States Engineer's Office, advising
that it would not be practicable to undertake dredging work in the time allowed
as per action of the council at the meeting of September 7th, 1920. Mr. Latham
moved that the action of the council upon that date be rescinded, seconded by
Mr. Probst and carried. Mr. Latham then moved that the permit be granted as per
the understanding between City Manager, Charles E. Hewes,and the United States
Engineer's office, that the dredging begin at the mouth of the Estuary and continue
east, with the understanding that no dredged material or slickens be allowed to be
deposited upon the beach, seconded by Mr. Probst and carried.
The application of Antone Moose, Proprietor of the Alameda Baths, for
a gratuitous license was upon motion of Mr. Probst, seconded by Mr. Tilden and
carried, referred to the City Manager to report back to the council at its next
meeting.
From the San Francisco, Oakland Terminal Railways, regarding a proposed
ordinance prohibiting passengers from talking to motormen and holding motormen
equally liable,was, upon motion of Mr. Latham, seconded by Mr. Probst and carried,
eferred to the City Attorney, together with their original request.
Mr. Probst introduced the following Resolution and moved its adoption:
"Resolution No. 328.
Authorizing the City Manager to Acquire Right of ay
for the Construction of a Combination
and Sanitary Sewer."

Mr. Latham introduced the following Resolution and moved its adoption:
"Resolution No. 329.
Authorizing the City Manager to Acquire a Right
of Way for the Construction of an Electric Pole
Line to Connect with the New Sub - Station on
Webster Street."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
The hearing on the petition of E. B. & A. L. Stone Company for the formation
of a Reclamation District, came up. Mr. J. W. Paramore, representing the E. B.
& A. L. Stone Company, and Mr. Robert C. Porter, representing E. C. Henkenius,
protestant, was present,as was City Attorney,Wm. J. Locke. After a general discussiai
Mr. Latham moved that the matter be postponed until the next meeting of the council,
October 5th, 1920, meanwhile. suggesting that the attorneys interested meet for the
purpose of determining upon definite recommendations to be presented to the council
at that time, seconded by Mr. Probst and carried.
The hearing on the protest of closing Austin Avenue, etc., was upon motion
of Mr. Probst, seconded by Mr. Latham and carried, laid over until the next meeting
of the Council, October 5th, 190
121 12�/ City Manager, Charles E. Hewes, stated that he was in receipt of a statement
from the East Bay Water Company in the amount of 020,076.81, representing the
so- called "stand -by" charge, and requested that the council approve this o
for payment, although payment of same is to be held up until a later date. Mr.
Tilden moved that the recommendation of the city manager be adopted seconded by
Mr. Probst and on roll call carried unanimously.
President Otis stated that a recess would be taken for one -half hour for the
purpose of discussing budget appropriations and fixing tax rate.
Upon re- convening Councilmen Adams, Latham, Probst, Tilden.: and President
Otis, (5) were noted present.
Mr. Probst introduced the following Resolution and moved its adoption:
"Resolution No. 33°.
Fixing Tax Rate for the Year 1920 -1921.
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
14,E Mr. Probst called the attention of the council to the old delapidated house
situate at 541 Santa Clara Avenue, and moved that action be taken as soon as
Ordinance No. 181, New Series, becomes effective, seconded by Mr. Tilden and carried.
The city clerk was requested to obtain information, if possible, from the
Southern Pacific Company regarding the Council's request for flag men .

6 J City Attorney, Wm. J. Locke, reported that a hearing had been held with the
State Railroad Commission, regarding the installation of a ehelter station on
Pernsi de Boulevard and t hat he was now awaiting their decision upon same.
Claims against the General Departments amounting to ,765.51. ainst the
Police Department amounting to 0160.70; against the Fire Department amounting
to $92.81; against the Street Department amounting to w422.8.16; against the Health.
Department amounting to 026.24;; against the Recreation Department amounting to
September 21st 1920.
15,440.09 having been approved and audited by the proper officialsvaere listed
