1920-10-19 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OFALAMEDA,
TUESDAY EVENING, OCTOBER 19TH,1920.
The meeting convened at 8:00 p. m. with Council-president Otis presiding.
The roll was called and Councilmen Adams, Latham Probst, Tilden and President
Otis, (5) were noted present.
The minutes of the previous meeting were approved as read.
The following were received:
1 Oath of Office of Wm. H. Wahmuth as Chief of Police. Ordered filed.
Bond of Wm. H. Wahmuth as Chief of Police. Ordered filed.
37 Continuation certificate on the bond of C. J. Woodbury, Collector Munici-
pal Electric Light Plant. Ordered Filed.
A -petition previously presented to the city clerk for the reclassification
of 1428 Oak Street, from a Class II District to a Class VI district was ordered with-
drawn and filed.
The following communications were received:
54 From the Alameda Improvement Club requesting the city manager to inquire
ihto the feasibility of establishing a public printing department. Mr. Probst moved
that the communication be referred to the city manager for report, seconded by Mr.
Latham and carried.
6 An anonymous communication regarding a shelter station at Fernside Boulevard
and north High Street. Ordered filed. The City Attorney was requested to rush
the decision of the Railroad. Commission; if possible, regarding the installation
of said station. Mr. Latham moved that the city clerk be instructed to mail a
copy of the postal communication to the Railroad Commission requesting a speedy
and affirmative consideration of the matter, seconded by Mr. Probst and carried.
From the Board of Trustees of the City of Chico, requesting that Alameda
be represented at the meeting of the League of California Municipalities. Ordered
filed. Mr. Latham moved that the city manager, city engineer and city clerk be
appointed to represent the City of Alameda at this convention, seconded by Mr.
Probst and on roll call carried unanimously.

From Wm. P. Butcher president League of California. Municipalities,
advising the time and place of the Twenty-second. Annual meeting of the city
officials of California. Ordered filed.
From S. L. Berkeley, Mayor of Santa Monica, requesting the support
of delegates attending the League of CAlifornia Municipalities convention to favor
Santa Monica as a meeting place at the 1921 session. On motion of Mr. Latham,
seconded by Mr. Probst and carried, this communication was referred to the delegates.
The city clerk was instructed to acknowledge receipt of this communication and to
advise Mayor Berkeley of its disposition.
10 From the Bay Shore Athletic Club, regarding the condition of the sidewalk
at the foot of Ninth Street. CIty Manager Hewes stated that this matter was being
taken up with the Tyson Estate, who owns the property, and that he felt satisfied
that a new sidewalk would be put in within a short time. The city manager was re

21 From the Alameda branch, State Housewives League, regarding garbage rates.
Ordered filed.
From F. J. Cron, giving apportionment of 1920 Personal Property taxes
collected. Ordered filed.
14/ Mr. V. E. Breeden, Resident Agent, for R. H. Moulton & Co. was present and
addressed the council, regarding the purchase of the 0175,000 North Side Sewer
Bonds. Mr. Tilden moved that the matter be referred to the Committee of the Whole
for discussion at the close of the Council meeting, seconded by Mr. Latham and
carried.
15i An application for a gratuitous license was received fran Charles E. Campbell,
to solicit the sale of gas conservers in Alameda. Mr. Latham moved that the request
be granted, seconded by Mr. Probst and on roll call carried unanimously.
16/ Mr. Probst introduced the following Resolution and moved its adoption:
"Resolution No, 337.

Fixing Salaries of Stenographer to the City Attorney;
Stenographer to the Auditor and. Assessor; Stenographer
to the Council; Stenographer to the City Clerk; Steno-
grapher to the City Manager; Superintendent of Recrea-
tion; Head. Gardener of the Recreation Department;
Gardeners of the Recreation Department; Deputy Treasurer
and Tax Collector; Building Inspector, Health Visitor;
Sanitary Inspector; Street Superintendent and Ex-officio
City Engineer; Clerk of the Street Department; Foreman
of the Street Department."
Mr. Latham seconded the motion to adopt the resolution and on roll Call it was
adopted and passed ;unanimously.
Mr. Latham introduced the following Resolution and moved its adoption:
"Resolution No. 338.

Mr. Probst seconded the motion to adopt the Resolution and on roll call it was
adopted and passed by the following vote: Ayes; Councilmen Adams, Probst, Latham
and President Otis, (4). Noes: Councilman Tilden, (1). Absent: None.
The hearing in the matter of abating a public nuisance at 1111 Fountain
Street was brought up. A communication was read by the city clerk from Seymour
Arada, owner of the building, in which he advised that the house would be torn
down in the near future and the lot put in first class shape. Mr. Tilden moved
that the Building Inspector notify Mr. Arada to be present at the next meeting
of the Council, Wednesday evening, November 3rd, 1920 and that action be postponed
until that time, seconded by Mr. Latham and carried.
The hearing in the matter of abating a public nuisance at 842 Lincoln Avenue
was brought up. Mr. H. R. Norton living at 844 Lincoln Avenue was presented
and spoke in favor of having the building removed. Mr. Tibbey, the owner, was
not present and. Mr. Tilden moved that the Building Inspector notify Mr. Tibbey
to be present at the next meeting of the council, Wednesday evening, November 3rd,
1920, and that action be postponed until that time, seconded by Lir. Latham and
carried.
The hearing in the ma tter of abating a public nuisance at 1512 Oak Street
was brought up. The Building Inspector stated that the architect for Grayson-Owsns
the owner of this building, had called upon him with plans for the improvement
October 19th O.
Wednesday, November 3rd, 1920, and that action be postponed until that time, second-
ed by Mr. Adams and carried.
21/ The hearing in the matter of abating a public nuisance at 541 Santa Clara
Avenue was brought up. Mr. Jefferys the owner, addressed the council regarding
the same. Mr. Latham moved that the matter lay over until the meeting of the
Council, Tuesday evening, November 16th, 1920, seconded by Mr. Tilden and
carried.
22/ The hearing in the matter of abating a public nuisance on the south side
of Bay Island Avenue, between Park Avenue and Regent Street, was brought up.
The Building Inspector advised the council that he had just come into possession
of the address of the owner. Mr. Tilden moved that the matter be postponed until
the next meeting of the Council, Wednesday. evening, November .3rd, 1920, permitting
the Building Inspector to.serve notice upon the owner, seconded by Mr. Latham and
carried.
23 V The hearing in the matter of abating a public nuisance at 1812 Park Street
was brought up. Mr. Probst moved that the matter be postponed until the next
meeting of the Council, Wednesday evening, November 3rd, 1920, seconded by Mr. Lath
and carried.
24v Mr. Latham introduced the following Resolution and moved its adoption:
"Resolution No. 339
Resolution Declaring a Public Nuisance and.
Directing Its Abatement."
City Attorney Lock read a communication from Mr. E. M. Shaw, Agent for the
owners. Mr. Probst seconded the motion to adopt the resolution and on roll call it
was adopted and passed unanimously.
25 / The hearing on the protest of E. C. Henkenius against the petition of E. B.
& A. L. Stone Company for the formation of a Reclamation District was upon motion
of Mr. Latham, seconded by Mr. Probst and carried, postponed until the next regular
meeting of the Council -Jednesday evening, November 3rd, 1920.
26/ Mr. Charles Cadman, a member of the Board of Education, requested a thirty
day leave of absence from the state. Mr. Latham moved that the request be granted,
seconded by Mr. Probst and carried.
Claims against the General Department aamounting to $1616.97; against the Police
Department amounting to $266.65; against the Fire Department amounting to $230.63;
against the Street Department amounting to $2570.57;against the Health Department
amounting to $52.05; against the Recreation Department mounting to 0125.31; against
the Store Fund amounting to $134.00; a gainst.the Relief Fund amounting to $64.17;
and against the Electric Light Fund amounting to $8807.56 having been approved and
audited by the proper officials were listed by the Clerk as follows:
