1920-11-03 Regular CC Minutes1/ REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, NOVEMBER 3RD, 1920. The meeting convened at 8:00 p. m. with Council-president Otis presiding. The roll was called and Councilmen Latham,robst Tilden and. President Otis, (4) were noted present. Absent: Councilman Adams, (1). The minutes of the regular meeting of October 19th were approved as read. The minutes of the special meeting of October 26th were approved as read. Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 310. Transferring 01,604.52 from the Electric Light Fund to the General Fund." Mr. Latham seconded the motion to adopt the resolution and on roll call it was adopted and passed unanimously. The following communicationsTmre received: From the State, Cbunty and Municipal Purchasing Agents' Association, inviting the Mayor and council to be present at the annual convention at Fresno. Ordered filed. From the Alameda Chamber of Commerce, inviting the Mayor aad city council to be present at a meeting to be held Thursday evening, November 4th, to plan for the reception to the Congressional Naval Committee. Mr. Probst moved that the invitation be accepted, seconded by Mr. Latham and carried. From the California Association of Dairy and Milk Inspectors, requesting, if possible, the presence of the health officer and milk inspector at the Convention of the League of California Municipalities. Ordered filed. Councilman Adams arrived and was noted present. Further communications: 5 r/ From the Powell Bros. Construction Company, requesting permission to in- stall a locomotive travelling crane on Harrison Avenue. Mr. Tilden moved that the request be granted and the same referred to the City Manager and. City Attorney to draw'up the necessary papers permitting its installation, seconded by Mr. Probst and carried. From Hutchinson Company, requesting sixty days extension of time on the improvement of Crist Street. Ordered filed. Mr. Probst introduced the following Resolution and moved its adoptibn: "Resolution No. 341. Granting Extension of Time on Contract." Mr, Latham seconded the motion to adopt the Resolution and on roll call it was adopted and. Passed unanimously. From the Alameda Improvement Club protesting the opening of Page Street. Ordered filed. Messrs. W. H. Norton Starratt and. Veale, representing the Southern Pacific Company, were present and addressed the council regarding the installation of wig-wag signals at crossings previously demanded by the council. Following a general discussion Mr. Latham moved that an automatic flagman be placed on Buena Vista Avenup anri the Snuthprn -PPnifin "Pirht Wmir% Rvprptt R+rppt nna 7nhlp Avpringl 4tJ November 3rd, 1920. at Pacific Avenue and the Southern Pacific Right of Way and. Buena Vista Avenue and the Southern Pacific Right of Way in the West EM; and at Lincoln Avenue and. Webster Street, seconded by Mr. Tilden and carried unanimously. City Manager Hewes stated that many complaints had been received by him re- garding the over-crowded condition of the 5;15 and 5:45 suburban trains. Mr. Veale stated. that the Southern Pacific Company are continually checking the number of passengers carried on these trips and that there is sufficient seating capacity for every one. Councilmen Latham and. Tilden did not agree with Mr. Wale and / City Manager Hewes was requested to look into the matter further. oV The hearing on the petition of E. B. & A. L. Stone Company for the formation of a Reclamation District, was, upon motion of Mr Latham postponed to the next meeting of the council Tuesday evening, November 16th, seconded by Mr. Probst and carried. The hearing on the protest of Suzzie H. Wells against the closing of Austin Avenue, etc. was upon motion of Mr. Latham seconded by Mr. Probst and carried, postponed to the regular meeting of the Council Tuesday evening, Novenber, 16th, 1920. 12y 4 The hearing on the objections of Emilie G. Cohen and Gustave H. Wendt against certain assessment under Resolution of Intention No. 49, New Series came up. City Attorney Locke stated that he had had the matter up with Mr. Henry F. Soto, Attorney for the objectors, and that payment of the assessment was practically promisea and requested that the matter be laid over for two weeks, when definite action could be taken, Mr. Probst moved that the above matter lay over for two weeks, seconded by Mr. Latham and carried. The hearing in the matter of abating a Public nuisance at 1111 Fountain Street was brought up. Mr. Seymour Arada, the owner of said building, was present and stated that it was his intention to wreck the building and requested a. continuance of the matter to December 21st 1920. Mr. Tilden moved that this extension of time be granted seconded by Mr. Probst and carried. The hearing in the matter of abating a public nuisance at 844 Lincoln Avenue was brought up. Mr. Tibbey, the owner was present and stated that the lot had been entirely cleaned and the objectionable portion of the building wrecked, and still further steps were to be taken regarding the improvement of the building. Thereupon Mr. Latham moved that the matter be postponed until December 21st, 1920, seconded by Mr. Tilden and carried. The hearing in the matter of abating a public nuisance at 1512 Oak Street came up. Building Inspector, E. C. Mailiot, stated that Grayson-Owen Co., the owners were now improving this property and building. Thereupon, Mr. Tilden moved that the matter be dismissed, seconded by Mr. Probst and on roll call carried unanimously. The hearing in the matter of abating a public nuisance on Bay Island Avenue, between Park Avenue and Regent Street, came up. Upon motion of Mr. Latham, seconded by Mr. Probst and carried, final action was postponed until the next regular meeting of the Council, Tuesday evening, November 16th, 1920. The hearing in the matter of abating a public nuisance at 1812 Park Street came up. Mr. Barker, a part owner of said building was present and stated 8 November 920. be referred to the City Attorney with the request that he acquaint the Court with Ordinance No. 181, New Series of the City of Alameda, re delapidated buildings, and ascertain what action the City of Alameda would be allowed to take regarding the final dispostion of this house and that a report be made back to the council regarding this matter at its regular meeting to be held December 21st 1920, seconded by Mr. Probst an5. carried. Mr. Latham stated that a Committee had been formed to be known as the ubile Health Center Council" for the purpose of establishing a free clinic in this city. He moved that the sum of 0500.00 be allowed for its support and maintenance, if the council could legally do so, and that the matter be referred to the City Attorney to be reported upon at the next meeting of the council, seconded by Mr. Probst and on roll call carried unanimously. City Manager Hewes stated. that a revolving fund of 0100.00 should be created for the Social Service Board as it was frequently necessary to make immediate purchases for relief and that payment from the County Board of Supervisors was in many instances delayed. Mr. Probst moved that a Revolving Fund of 0100.00 be created for said purpose,secondea by Mr. Latham and on roll call carried unanimously. 20 City Manager Hewes reported that he had seen Mr. James Tyson, one of the heirs of the Tyson Estate, regarding the installation of a sidewalk at the foot of Ninth Street and that Mr. Tyson had stated upon the advise of his attorney he did not intend to put in the sidewalk requested. Following a general discussion, Councilman Latham requested that the matter be left in his hands until the next meeting of the council November 16th, 1920 and there being no objection this was done. 21,1 'Mr. Probst moved that ',50.00 additional be allowed-to defray the expenses of the Municipal Journal. Yr. Latham seconded the motion and on roll call it was carried unanimously. Claims against the General Departments amounting to 79.62; against the Police Department amounting to 148.95; against the Fire Department amounting to 042.14; against the Street Department amounting to 03475.98; against the Health Department amounting to 0102.42; against the Recreation Department amounting to '061.45; against the Store und amounting to '61 .94; against the Relief Fund amounting to 08.30 and against the Electric Light Fund amounting to 019,725.36 having been approved and audited by thecroper officials were listed by the Clerk as follows: GE1fiTRAL PT D.
