REGULAR MEETING OF THE COUNCIL OF TEE CITY OF ALAMED TUESDAY
EVENING, NOVEMBER 16TH, 1920.
The meeting convened at 8:00 m. In the absence of President Otis, Vice-
president Probst presided.
The roll was called a ad Councilmen Adams, iatharn, Tilden and Vice-president
Probst were noted present. Absent: President Otis, (1).
The minutes of the regular meeting of November 3rd were approved as read.
Mr. Latham introduced. the following Resolution and moved its adoption:
"Resolution No. 342.
Providing for a Relief 1P-and."
Mr. Tilden seconded the motion to adopt the Resolution and on roll call it was
adopted and passed. unanimously.
Mr. Latham introduce d the following resolution and moved its c opt io:a:

Transferring 0143.62 from the General
Fund to the Relief Fund."
Mr. Tilden seconded the motion to adopt the Resolution and on roll call it was a
donted and passed unanimously.
Mr. Latham introduded the following Resolution and moved its adoption
"Resolution No. 344.
Transferring 07,000.00 From the General
to the Park Purchase Fund."
Mr. Tilden seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Latham introduced the following Resolution and moved its adopti on:
"Res olut ion No. 345.
Transferring 413.75 From the G-eneral
Fund to t1 Relief Fund as a Loan."
Mr. Tilden seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
The following were received:
Decision No. 8325 of the Railroad. Commission of the State of California, pertaining
to half fares for the transporation of' children between the ages of five and twelve
years, between San Francisco an, Alameda , Oakland and Berkeley. Ordered filed.
Affidavit of publication of Notice of sale of Bonds. Ordered filed.
Affidavit of Publication of Notice of Public Work, (Page Street).
Ordered file d.
Copies of letters to State Board of Control and State Treasurer re sale .of

11V From E. M. Shaw, giving the address of the over of the delapidated build-
ing at 2236 Buena Vista Avenue. Ordered filed. Upon motion of Mr. Latham, seconded
by Hr. Tilden, the city attorneywas instructed to advise the owner regarding the
proceedings note being instituted for the removal or repair of the building.
12V From A. Ruef, regarding the delapidated structure on Bay Island Avenue,
between Regent Street and Park Avenue. Ordered filed.
The Clerk stated that the time had arrived for the opening of bids for the
North Side Sewer Bonds, and that in response to said notice he was in receipt of
six bids. Mr. Latham moved that the bids be received and opened. Thereupon the
Clerk opened and read the bids as follows:
From Bradford, Wbeden & Go., par, accrued interest to date of delivery.
Premium, 01960.00. The bid was accompanied by a certified check in the sum of
03,000.00.
From Schwabacher & Co., par, accrued interest to date of delivery. Pre-
mium, 919.50. The bid was accompanied by a certified check is the sum of 03000.006
From Council Moller & Co., par, accrued interest to date of delivery.
Premium, 0214.50; The bid was accompanied by a certified check in the sum of
03000.00.
From Rollins & Co., rax , accrued interest to date of delivery. Premium
0975.75. The bid was accompanied by a certified check in the sum of 03000.00.
From Stephens & Co., pax accrued interest to date of delivery. Premium
01601.50. The bid was accompanied by a certified check in the sum of 3300O.00.
From The National City Company, par with accrued interest to date of
delivery. Premium, 03465.00. The bid was accompanied by a certified check in the
sum of p3000.00.
Mr. Latham moved that the bids be referred to the City Attorney, seconded
by Mr. Adams and carried.
14V Mr. Tilden introduced the following Resolution and ',Loved its adoption:
"Resolution No. 346.

Aece ting Bid of The National City Company
for 15O,0O0 Five and One-half Per Cent.
Sewer Bonds of the City of Alameda."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted
and passed by the following vote: Ayes: Councilmen Adams, Latham Tilden and Vice
President Probst, (4). Noes: None. Absent: President Otis, (1).
The matter of the hearing of the petition of E. B. & A. L. Stone Company for
the formation of a Reclamation District, was 'upon motion of Mr. Latham, seconded by
Mr. Adams, and carried, postponed to the net regular meeting of the Council to be
held, December 7th, 1920
The matter of hearing objections of Emilie G. Cohen and Gustav H. Wendt against
certain assessments under Resolution of Intention No. 49, N. S. came up for hearing.
The city attorney requested a postponement in this matter until December 7th,1920.
There being no objections same was granted.
17/ T-ie matter of the protest of Suzzie H. Wells) against the closing of Austin
Avenue, etc., came up for hearing. City Manager Hewes requested a continuance until
December 7th, 1920. There being no objections, same was granted.

"Resolution No. 347.
Fixing Time for Hearing Objections."
Mr. Adams seconded the motion to a1opt the Resolution and on roll call it was adopted
and passed unanimously.
Mr. Jeffery, the owner of the delapidated building at 541 Santa Clara Avenue
addressed the council and stated that it was his intention within the next three
weeks to commence work upon the said building, making same into two flats. Mr.
Latham moved that further action of the Council be suspended until the regular meet-
ing the council to be held December 21st,1920, and requested that Mr. Jeffery be
present at that time to report to the council what progress had been made by him,
seconded by Mr. Adams and carried.
20/ Mr. Latham introduced the following Resolution and moved its adoption:
"Resolution No. 348.
Declaring a Public Nuisance and Directing
its Abatement."
Mr. Tilden seconded the motion to adopt the Resolution and on roll call it was adopt-
ed and passed unanimously.
21/ The clerk stated that he was in receipt of an Affidavit of posting and mailing
of notice to abate a public nuisance at 1711 Broadway and that the owners were noti-
fied to appear before the council at this time. Building Inspector E. C. Maillot
stated that he was unable to ascertain the address of the owners until the day
previous to the meeting and requested that action be postponed until the next
regular meeting of the Council to be held December 7th, 1920. Mr. Tilden moved that
the request be granted, seconded by Mr. Latham and carried.
2 City Attorney Locke stated that he had been in consultation with the City
Manager and others regarding the matter of allowing 0500.00 to the Public Health
Center and that he would make a final report upon the same at the next regular
meeting of the Council.
Mr. Latham requested additional time in which to see Mr. Tyson, regarding the
ins tallation of a sidewalk at the south end of Ninth Street. There being no objections
the matter was laid over to the next regular meeting of the Council to be held December
7th, 1920.
City Manager, Charles E. Hewes, stated that upon two occasions he had checked
the seating capacity of the 5:15 and 5:45 surburban trains and about which he had
received complaint, with the following results:

Mr. Tilden suggested that still further counts be taken and that the City Manager
report back to the council again at its next regular meeting December 7th, 1920.
