1920-12-21 Regular CC MinutesREGUL MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
TUESDAY EVENING, DECEMBER 21,1920..
The meeting convened at 8:15 p. n. with Council Vice-president Probst presiding.
The roll was called. and. Councilmen Adams, Latham,Tilden and Vice-president
Probst, (4) were noted present. Absent: Council-president Otis, (1).
The minutes of the regular meeting of December 7th were approved as read.
Mr. Latham introduced the following resolution and moved its adoption:
"Resolution No. 351.
Authorizing the Auditor and the Treasurer to
Pay Salaries of Officials and. Employees."
Mr. Adams seconded the motion to adopt the resolution and on roll call it was adopted
and passed unanimously.
Mr. Latham introduced the following resolution and moved its adoption:
"Resolution No. 352.
Fixing the Salary of the City Bacteriologist."
Mr. Adams seconded the motion to adopt the resolution and on roll call it was adopted
and passed unanimously.
Mr. Latham introduced the following resolution and moved its adoption:
"Resolution No 353.
Granting the Powell Bros. Construction Co.
a Corporation, Permission to Install a
Traveling Crane, Also to Construct and. Main-
tain a Wharf and. Specifying the Terms and.
Conditions Thereof."
Mr. Adams seconded the motion to adopt the resolution and on roll call it was adopted
and passed unanimously.
Mr. Tilden introduced the following Resolution and moved its adoption:
"Resolution No. 354.
Resolution for the Investing of $150,000 Re-
ceived from the Sale of North Side Sewer Bonds."
Mr. Adams seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
The following communications were received:
From the Board of Public Utilities re application for increase in rates by
the Great Western Power Company. Mr. Latham moved that the letter be filed, and the
matter be left in the hands of the Board of Public Utilities with full power to act
seconded by Mr. Tilden and on roll call carried.
From F. J. Croll Auditor and Assessor, requesting an increase of salary
for B. Jost, Deputy Assessor from 0145.00 to 0160.00 per month. Mr. Latham moved
that the request be granted, seconded by Mr. Adats and on roll call carried unanimously.
From Mary Helen McLean President of the Womans Christian Temperance Union
Of Alameda, regarding carnivals. Mr. Tilden moved that the communication be referred
to the City Manager and City Attorney, with the request requost that an ordinance be drawn
preventing carnivals from exhibiting in this city hereafter, seconded by Mr. Latham
, and on roll call carried unanimously.
The City Clerk stated that he was in receipt of an affidavit of posting and
mailing of notice to abate a public nuisance at 460 Central Avenue, anci that the

owners was present and after a discussion, Mr. Tilden moved that the matter lay over
until the meeting of January 18th, 1921, seconded by Mr. Adams and carried.
The ma tter of abating a public nuisance at 1711 Broadway came up for hearing.
Building Inspector Maillot stated that this building was now nearly demolished and
there being no objection the matter was continued to the next regular meeting of the
council January 4th, 1921.
01 The matter of abating a public nuisnace at 1111 Fountain Street came up for
hearing. Mr. Latham moved that Mr. Seymour Arada, the owner, be requested to completely
remove the building by January 18th, 1921, seconded by Mr. Tilden and carried.
The matter of abating a public nuisance at 1812 Park Street came up for hearing.
Mr. Barker, representing one of the owners and himself a partial owner, requested an
extension of time until the first meeting of the council to be held in April, 1921,
stating that if the property was not disposed of at that time there would be no
Objection on his part to its forced removal. Mr. Tilden made such a motion and it
s seconded by Mr. Adams and on roll call carried unanimously.
12 The matter of abating a public nuisance at 844 Lincoln Avenue came up for hear-
ing. In as much as Building Inspector Maillot reported that the building had been
partly repaired and at the -present time was not unsanitary' could not be classified
as a public nuisance. Mr. Tilden moved that all proceedings against this property
be dropped, seconded by Jr. Latham and carried unanimously.
13N/ The matter of abating a public nuisance at 541 Santa Clara Avenue came up for
hearing. Building Inspector Maillot reported that a permit had been issued for
altering these premises and that the work had already started. On motion of Mr.
Tilden, seconded by Mr. Adams, further action in the matter was posponed until the
regular meeting of the Council to be held January 18th, 1921.

The clerk stated in was in receipt of a Retition signed by the required
number of property owners within a radius of six hundred feet of the property
situated at 1413 Central Avenue, requesting the re-classification of said property
from a single family, Class I District, to a two-fandly, Class II District. An
Affidavit showing due posting of notices of said request for re-classification
was presented and ordered filed. The time having arrived for the hearing of said
request, Vice-president Probst asked if any one was present protesting the re-
classification of said said premises. There being no objections, Mr. Latham introduc-
ed the following Resolution and moved its adoption:
"REsolution No. 355
Changing Premises known as 1413 Central Avenue
from a Class I to a Class II District."
Mr. Adams seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
15' The matter of the hearing on the petition of E. B. & A. L. Stone Comp for
the formation of a Reclamation District came up. The City Clerk was instructed to
read the opinion of W. J. Locke, City Attorney of Alameda, contained in his letter
addressed to the council under date of November 13, 1920. Thereupon the Clerk read
the same and there being no objection it was ordered filed. Mr. J. W. Paramore,
representing the E. B. & A. L. Stone Company was present and addressed the Council
stating that he had been in communication with Mr. R. F. Porter representing- E. C.
DeceMber 21st 1920.
Superior Court, to determine the rights of both parties. He requested permission
to file with the council the amended protest of E. C.Henkenius against the in-
clusion of certain lands within the proposed district. There being no objection
such was the order. Mr. Paramore thereupon requested permission of the council
to file with it a stipulation signed by both parties. Upon motion of Mr. Tilden,
seconded by Mr. Latham and carried, such was the order. Mr. Tilden introduced the
following Resolution and moved its adoption:
"Resolution No. 356.
Introduced on the Petition of E. B. & A. L. STone
Company, a Corporation.
Mr. Adams seconded the motion to adopt the resolution and on roll call it was
adopted and passed unanimously.
16v/ The matter of the hearing of the protest of Suzzie H. Wells, against the
closing of Austin Avenue, etc., was on motion of Mr. Latham seconded by Mr.
Adams, and carried, postponed to the regular meeting of the council to be held
Tuesday evening, January 18th, 1921

came up for passage. Mr. Latham moved that the ordinance be adopted, seconded
by Mr. Tilden and on roll call it was adopted and passed unanimously.

For Ordinance No. New Serierl.
Providing That Proceedings For Reclassifying Use
Districts or Zones May be Initiated on the
Application of One Person Instead of a Petition
was introduced and laid over under a provision of the charter.
19/ A general discussion was held by members of the council regarding the condition
of the pavement between the railroad tracks on Central Avenue, west of Sherman.
Street. On motion of Mr. Lethal; seconded by Mr Tilden and carried, the city
manager was instructed to take the matter up with the Southern Pacific Company
and have same repaired at an early date.
City Attorney Locke stated that he expected to be in receipt of the
decision of the State Railroad. Commission regarding the request of the council
for the erection of a shelter station at the north end of High Street and would
endeavor to have same by the next meeting of the council
Claims against the General. Departments amounting to 02402.85; ainst the
Police Department wioimting to $121.49; against the Fire Department amounting to
$3611.76; against the Street Department amounting to $2282.45; against the Health
Department amounting to 036.43; against the Recreation Department amounting to 0170.41;
a inst the Relief Fund amounting to $78.81; ainst the Municipal Electric Light
Fund amounting to $503.63; and against Ready to Serve Gharge Fund amounting to
$14263.97 having been approved and audited by the proper officials were listed by
the Clerk as follows:

There being no further business to transact the council adjourned to meet in
