The meeting was called to order by Mayor W.H.Noy.
The roll was called and Councilmen Christensen,Walker,Krunb,Hammond,Ells and Bul-
lock were noted present and Councilmen Croshy,Fisher and Probst absent.
The minutes of the meeting of August 17th 1909,were read and ordered approved.
After some discussion on the cost of installing a heating plant for the City Hall
Mr.Hammond moved that the matter be referred to the Committee on Public Buildings and
Grounds with powertseconded by Mr.Walker and carried by the following vote. Ayes:
Councilmen Christensen,Walker,Krumb,Hanmond,Ells and Bullock, (6). Noes :None. Absent:
Councilmen Crosby,Fisher and Probst,(3).
The Street Superintendent presented a report that the work of improving the Bay
Farm Island Roadway in accordance with the plan and specifications adopted therefor by
the Counci1,1:ay 17th 1909,had been done by Eli Schumacher under contract with the City
of Alameda,to his satisfaction. Ordered filed.
Claims against the General Fund, amounting to $384.08;against the Police Fund
amounting to '21.65;against the Street Fund amounting to 100.00:against the Electric

carried by the following vote. Ayes :Councilmen Christensen,alker,11rumb,Hamnond,Ells
and Bullock,(6). Noes:None. Absent:Councilnen Crosby,Fi her and Probst,(3).
The Clerk reported that in reply to a request sent by him that he had received a
check for the sum of $6000.00 from the Pacific Improvement as a donation toward the ex-
pense of improving the east side of the Webster Street Roadway. 1,:r.Walker moved that
the Clerk be directed to deliver the same to the City Treasurer and to address a commun-
ication to the Pacific Improvement Company thanking them for the same,seconded by Ur.
Hammond and carried.
,Jr.Walker offered the following resolution and moved its adoption:-
Re olved that the ;6000.00 received from the Pacific Improvement Company as a do-
nation,be apportioned as follows:-
That the sum of $2616.76 be apportioned to the Special Webster Street Road Fund;
That the sum of 03383.24 be apportioned to the Street Fund.
Mr.Hammond seconded the resolution and it was adopted by the following vote. Ayes:

Two miscellaneous papers and a blue print was presented relating to the storm sew-
er to be constructed at the north end of the Webster Street Roadway in connection with
the improvement of the east side of said roadway. Ordered filed.
An affidavit was presented showing due publication of the Notice of Proposals for
a water supply system in Washington Park. Ordered filed. The Clerk reported that in
Compliance with said notice three bids had been presented. Mr.Hammond moved that the
bids be received and opened seeonded:byMr.Christensen and carried,and thereupon the
same were opened by and read by the Clerk as follows:
From the Western Engineering and Water Supply Company of Berkeley,Cala.,sane being
accompanied by specifications and a sketch of plan,and a certified check in the sum of
0.19.80,at the price of :;1198.00 with Wagner low speed motor;at the price of $1172.00
with Wagner high sped motor and for the price of $1147.00 with General Electric type
RI motor.
From the Nevada Machinery & Supply Co.,name being accompanied by specifications
and a sketch of plan,and a certified chock in the sum of $85.00;at the price of 850.00
From Kelsey and McEvoy,same being accompanied by specifications and a sketch of
Plan,and a certified check in the sum of 0.30.06;at the price of $1248.00.
Councilman Crosby arrived and was noted present.
Mr.Walker moved that the bids be referred to the Public Utilities Committee and
the Park & Playground :-:ommission,seconded by Mr.Krumb and carried.
Reports were received from the Municipal electric Light Plant for the months of
May,june and July,1909. Ordered filed.
A renewal certificate was received from the Pacific Surety CompanyOf an Francisco
on the bond of Arthur D.Goldsworthy,book-keeper for the Municipal Electric Light Plant.
Ordered filed.
A communication was received from City Treasurer and Tax Collector Oswald Lubbock
asking the Council to grant him clerical assistance during the two weeks that he was to
be absent on a vacation. Mr.Hammond moved that the request be referred to the finance
Committee with power,seconded by Mr.Walker and carried by the following vote. Ayes:
Councilmen Christensen,alker,Krumb,Hammond,Crosby,Ells and Bullock,(7). Noes:None.
Absent:Councilmen Fisher and ProbsT,(2).
A communication was received from .Lieut.Col.John Biddle of the Engineers Dept.of
the U.S.Army acknowledging receipt of notification of the poor condition of the Fruit-
vale Avenue Bridge and stating that the matter would receive immediate attention. Or-
dered filed.
A release of Mortgage and a deed to the land on the south side of Central Avenue
from the South Shore Land Company,and being a strip 14.20 feet wide by 320 feet long
and owned by said land company was received, deeding said strip to the City,was received.
and ordered filed.
An application for a gratuitous license to peddle an ant exterminator was received
from C.J.Cushman. Mr.Krumb moved that itsbe granted,seconded by Mr.Hammond and carried.
A communication was received from the Alameda Free Public Library stating that
through a misapprehension they had purchased more books than the funds warranted and had
made a deficit in the Library Fund of about $800.00 and requested that the Council trans-
fer that amount from the General Fund to the Library Fund. Mr.Walker moved, that the
matter be referred to the Finance Committee,seconded by Mr.Crosby and carried.
A communication was received from the Alameda Free Library stating that the workot

Municipal Improvement Fund No.8,to the credit of the Library/14158.40 which could be trans-
ferred to the General Fund. Mr.Hammond moved that the matter be referred to the Finance
Committee, seconded by Mr.Crosby and carried.
A communication was received from the Park & Playground Commission requesting that
the Board of Electricity be instructed to string about a dozen incandescent lights in
McKinley Park from the entrance on Buena Vista Avenue as far back as the house. Mr.Krumb
moved that the Clerk be directed to address a communication to the Board of Electricity
requesting that such lights be installed,seconded by Mr.Crosby and carried.
A communication was received from the Western Fire Apparatus Co.,requesting permis-
sion to give a demonstration of their fire extinguisher by building a fire on Central Ave.
and Park Street which they would pit out with said extingtisher. Mr.Walker moved that
permission be granted but that they build their fire on Central Avenue,east of Park St.,
seconded by Iar.Crosby and carried.
A communication was received from. the Police and. Fire Commission requesting the
Council to advertise for bids for hay and grain for the fire department for the coming
-ear as the contract with Messrs.W.A.Miller & Co . ,for supplying hay and feed would expire
on September 18th 1909. Mr.Hammond moved that the Clerk be directed to advertise for
bids as requested,seconded by M...Walker and carried.
A communication was received from the Pacific Coast Association of Fire Chiefs in-
viting the attendance of the Chief of Alarred.a Fire Department to attend a convention of
said chiefs at Seattle,on the 7 -8 -9 and 10th of September. Ir,Talker moved that it be
referred to the Police & Fire Commission,seconded by Mr.Crosby and carried.
A communication was received from J.Eugene Freeman requesting permission to install
flues in the new building about to be erected for the Alameda Elks Club Building adjoin-
ing the City Hall,different than those allowed by the building ordinance. Mr.Hammond
moved that the request be granted,seconded by Mr.Crosby and carried.
A communication was received from the Oakland Gas Light & Feat Co.,requesting per -
mission to lay 12 inch gas mains on the north side of Clement Avenue from Union to Grand
Street and or the west side of Grand Street from Clement to Santa Clara Avenue. Mr.Krumb
moved that the request be granted,seconded by Iir.Crosby and carried.
A petition was received from Hutchinson Company requesting permission to grade,curb,
gutter and macadamize Lincoln Avenue between Everett Street and Broadway,under private
contract. Mr.Hammond moved that the request be granted,seconded by Mr.Crosby and carried.
A petition was received from G.W.Emmons requesting that the Street Committee be au-
ththrized to enter into a contract on behalf of the City for the construction of a concrete
bulkhead at the end of Dayton Avenue. Mr.Hammond moved that the matter be referred to
the Committee on Streets,Sewers and Wharves with power to act,seconded by Mr.Crosby and
carried by the following vote. Ayes:Councilmen Christensen,Walker,Kru b,Hammond,Cr.osby,
Ells and Bullock,(7). Noes :stone. Absent:Councilmen Fisher and Probst,(2).
A petition was received from Geo W.Emmons requesting that the Street Committee be au-
thorized to enter into a contract on behalf of the City for the construction of a con-
crete bulkhead at the south end of Grand Street. Mr.Hammond moved that the matter be re-
ferred to the Committee on Streets,Sewers and Wharves with power to act,seconded by Mr.Bul-
lock and carried by the following vote. Ayes:Councilmen Christensen,Walker,Krumb,Ham-
mond,Crosby,Ells and Bullock,(7). Noes :None. Absent:Councilmen Fisher and Probst,(2).
E.Schuracher presented a petitions asking for sixty days further time on his con-
tract for the improvement of Dayton Avenue. Ordered filed and thereupon Mr.Walker offer-
ed the following resolution and moved its adoption:
Whereas request has been made and good cause therefore appearing,
Resolved that the Street Superirtendent be and he is hereby authorized and direct-
ed to grant sixty days extension of time on contract for the performance of Street Work
to E.Schumacher on his contract to improve Dayton Avenue under Resolution of Intention No.
729 provided that in no event shall any liability accrue by reason thereof against said
city or officials.

Tr.Krumb offered the following resolution and moved its adoption:
RESOLVED,That the City Engineer be and hereby is directed to make plans and spec-
ifications for the following Street work to be done in said City,Namely:
That Santa Clara Avenue from Walnut Street westerly to a point 200 feet right an-
gular measurement easterly from the eastern line of Willow Street be improved as follows:
That a salt glazed vitrified iron -stone sewer,six inches in inside diameter,with four -
inch "Y" branches and without house connections,bo constructed in Santa Clara Avenue
along a right line 10 feet south from and parallel with the center line of said avenue
from the intersection thereof with the center line of Walnut Street,thence westerly to
a point 200 feet right angular measurement easterly from the eastern line of Willow
Street.
That three manholes be constructed along the line of said sewer in the manner here-
inafter described,one at the eastern termination thereof,one at the western termination
thereof and one at a point 300 feet right angular measurement westerly from the eastern
termination of said sewer.
That said manholes to be constructed hereunder shall be of brick masonry with
cast iron tops and covers and eight -inch walls and bottoms in accordance with "Plan of
Brick Manhole," adopted by the Board of Trustees of the City of Alameda,January 11th
1897,and on file in the office of the City Clerk of said City,which plan is hereby ref-
erred to and made a part hereof,as per Resolution of Intention No.738,Adopted by this
Counoil,August 5th 1909. Ans that the Clerk be instructed to notify the City Engineer
of the adoption of this Resolution.
Mr.Crosby seconded the resolution and it was adopted by the following vote. Ayes:
Councilmen Christensen,!' Talker ,Krumb,Hammond,Crosby,Ells and Bullock,(7). Noes:None.
Absent:Councilmen Fisher and Prot :st,(2).
The City Engineer presented plans and specifications and quantity certificate in
the matter referred to in the foregoing resolution and thereupon the following resolu-
tion was offered by Mr.Yrumb who moved its adoption:
RESOLVED,That the Plans,Specifications and quantity estimate furnished by the
City Engineer of the City of Alareda,to this Couneil,for the following Street work to
be done in said City,namely:
That Santa Clara Avenue from Walnut Street westerly4200 feet right angular meas-
urement easterly from the eastern line of Willow Street be improved as follows: That
a salt glazed vitrified iron -stone sewer,six inches in inside diameter,with four -inch

Mr.Krumb offered the following resolution and moved its adoption:
WHEREAS,It appears to the satisfaction of this Council that _Resolution of Intention
No.738 for the work of constructing a sewer and manholes in Santa Clara Avenue between
Walnut St.,and a point 200 feet east of Willow Street in the City of Alameda,adopted by
this Council,August 5th 1909,has been posted and published according to law,and that no
legal objection to the doing of said work has been filed with the City Clerk of said city.
BESOLVED,That the public interest and convenience require and the Council of the
City of Alameda hereby orders the following described street work to be done in said City,
according to the plans and specifications adopted therefor,namely;
That Santa Clara Avenue from Walnut Street westerly to a point 200 feet right angu-
lar measurement easterly from the eastern line of Willow Street be improved as follows:

which is hereby designated for that purpose. He is also directed to post conspicuously
for five days near the Chamber Door of the said Council,notice of said work with speci-
fications inviting sealed proposals or bids for doing the work ordered,and to publish
notice of said work inviting sealed proposals or bids for doing the work and referring
to the specification posted or on file,also for two days in the said Alameda Daily Argus
the newspaper hereby designated for that purpose. Both of the said notices shall require
a certified check or a bond,either as prescribed by law and for an amount not less than
ten per cent or the aggregate or the proposai,anu snail name Tuesaay,tne gist Say or 5ep-
tember,1909,as the day hereby designated on which up to the hour of 8 o'olock,P.M.,the
said proposals or bids shall be received.
Mr.Crosby seconded the resolution and it was adopted by the following vote. Ayes:
Councilmen Christensen, Walker ,Krumb,Hammond,Crosby,Ells and Bullock,(7). Noes:None.
Absent:Councilmen Fisher and Probst,(2).
A communication was received from the Board of Electricity stating that in accor-
dance with the Council's direction they asked to have 01800.00 added to their budget for
the purchase of festoons of lights to be hung on Park Street and on Santa Clara Avenue
from Park Stree4o the City Hall. Ordered filed.
Revised estimates of amounts necessary to carry on their business for the ensuing
year were received from the Couneil,Mayor and City Clerk. Ordered filed.
A Bill entitled "A Bill for Ordinance No. Granting to the Worden Meeker
Company,a Corporation,and to its Successors and Assigns the Franchise and Privilege for
the term of Twenty -five Years to Maintain a certain Wharf in the City of Alameda,and to
Collect Wharfage and Dockage Tolls therefor," introduced August 17th 1909,by Mr.Krumb,
came up for passage and was read by the Clerk. Mr.Krumb moved its adoption,seconded
by Mr.Crosby and passed and adopted by the following vote. Ayes:Councilmen Christen-
sen, Walker ,Krumb,Hammond,Croshy,Ells and Bullock,(7). Noes:None. Absent:Council-
men Fisher and Probst,(2).
Mr.Hammond moved that the matter of the estimates of the City Engineer as to the
cost of constructing concrete bulkheads at the south ends of Burbank and Eighth Streets
he referred to the Committee on Streets,Sewers and Wharves with power,seconded by Mr.
Crosby and carried by the following vote. Ayes :Councilmen Christensen, Walker, Krumb,
Hammond,Croshy,Ells and Bullock,(7), Noes:None. Absent:Councilmen Fisher and
Probst,(2).
A discussion was had regarding the ownership of the north end of Oak Street. The
Council was addressed by ex- :f_ayor Taylor,Mayor Noy and City Attorney Simpson on the mat-
ter and thereupon Mr.Christensen moved that the Clerk be directed to address a communica-
tion to Lieut.Col.Biddle of the Engineering Corps U.S.Army,requesting a lease from the
government to the City of the north end of the said street,seconded by Mr.Krumb and car-
ried.
The matter of the improvement of the approaches at both ends of the Bay Farm Island
Bridge was taken up the Council agreeing after discussion to pay toward the said improve-
ment the sum of 51170.00 and thereupon Mr.Hammond moved that the matter be referred to
the Street Committee,seconded by Mr.Christensen and carried.
Mr.Walker moved that the matter of the hearing of the protest in the matter of the
opening of a new street on the north side of the City as proposed by Resolution of In-
tention No.737,be laid over until the next meeting of the Council,seconded by Mr.Krumb
and carried.
Mr.Walker moved that the Mayor appoint a committee to wait on the Board of Super-
visors and endeavor to have better service regarding the opening and closing of the Web-
ster Street Bridge,seconded by Mr.Krumb and carried and thereupon the Mayor appointed
Councilmen Walker,Hammond and Krunb on such Committee.
Mr.Walker moved that the Clerk be directed to address a communication to the Oak-
land Traction Company thanking it for its prompt compliance with the request made by the
Mayor for the large enclosed cars,seconded by Mr.Crosby and carried.
City Attorney Simpson asked for a two weeks leave of absence to attend the militia
encampment at Santa Cruz,for himself and CouncilmanCrosby,explaining that they were both
