ALAMEDA, SEPTEMBER 27, 1909.
Meeting convened with Mayor Noy presiding.
The roll was called and Councilmen Christensen, Walker, Hammond, Ells and Bullock,
(5) were noted present, and Councilmen Krumb, Crosby, Fisher and Probst (4), absent.
A petition was presented requesting the Council to call a special election, for
the annexation of Fruitvale and Melrose, adjoining Alameda on the north, which was sign-
ed by over three hundred names. Attached to the same was a certificate by the City
Clerk to the effect that he had examined the petition and found that over two hundred
and seventy -six names appeared on the Great Register of the County of Alameda, at
the residences given and that the said number was over five per cent of the registered
voters of the City of Alameda. The City Attorney addressed the Council on the same, •
stating that in his opinion the City of Oakland having called an election for the pur-
pose of annexing to that City, the territory set forth in the petition, that it would
have a prior right to the same should the proposition to annex to Oakland carry, not-
withstanding that the City of Alameda should have an election first, and recommended
that the Council take no action until after the question had been voted on by the City
of Oakland, thereupon Mr. Bullock moved that action on the petition be postponed until
after the City of Oakland had had its election and that the Chamber of Commerce be
allowed to withdraw the petition and submit a new one at some future time, seconded
by Mr. Christensen and carried.
Mr. Bullock stated that by authority granted the Finance Committee at the meeting
of September 21st, that he had employed two additional clerks to assist the Auditor in
the work of getting out the tax bills.
Mr. Bullock offered the following Resolution and moved its adoption:
RESOLVED, That the apportionment of the rate of taxes, as passed by the
Council, September 21st be changed to read as follows:
On each 4100.00 of the Assessed Valuation of all property both real and personal,
in the City of Alameda and all property assessed on the assessment roll of said City
for the current fiscal year a tax of c1.25, which be apportioned as follows:
General Fund $ .38815
Street Fund .28409
Electric Light Fund .06
and separately there shall be levied for the following purposes
Health Fund .02273
Library Fund .04545
General School Fund .17614
Park & Playground Fund .0625
Interest and Redemption Fund .21094
Mr. Christensen seconded the Resolutionand it was passed and adopted by the follow-
ing vote. Ayes: Councilmen Christensen, Walker, Hammond, Ells and Bullock (5). Noes,
None. Absent: Councilmen Krumb, Crosby, Fisher and Probst (4).
There being no further business to transact, the Council adjourned to the next
regular meeting, Tuesday, October 5th, 1909, at 7:30 p. m.
