TUESDAY,OCTOBER 5th 1909.
The meeting convened with Mayor W.H.Noy,presiding.
The roll was called and Councilmen Christensen ,Walker,Krumb,Crosby,Probst and Bul-
look were noted present and Councilmen Hammond,Ells and Fisher were noted absent.
The minutes of the meeting of the 21st day of September,1909 were read and approved.
The minutes of the adjourned meeting of September 24,1909,were read and approved.
The minutes of the adjourned meeting og September 27th 1909 were read and approved.
During the reading of the minutes Councilmen Hammond and Ells arrived and were no-
ted present.
Mr.Krumb moved that the hearing of the protest against the opening of the new street
on the North side of the City,west of Grand Street as called for by Resolution of Intention
No.737 be posponed until the next regular meeting of the Council,seconded by Mr.Probst and
carried.
Mr.Bullock offered the following resolution and moved its adoption:
Resolved that the sum of $88.00 be transferred from the General Fund to the Police
Pension Fund.
Mr.Hammond seconded the resolution and it was adopted by the following vote. Ayes:
Councilmen Christensen,ti' calker, Krumb ,Hammond,Crosby,Ells,Probst and Bullock,(8). Noes:
None. Absent:Councilman Fisher,(1).
Claims against the General Fund amounting to $270.44;against the Police Fund amount-
ing to $21.80;against the Street Fund amounting to $2356.88;against the Electric Light
Fund amounting to $3001.34;against the Library Fund amounting to tii60.24;against Munici-
pal Improvement Fund No.8,(Park & Playground) amounting to $2457.10 and against the Po-
lice Pension Fund amounting to $270.00 having been audited and approved by the proper
officials were read by the Clerk as follows:

Mr.bullock moved that the claims as read be paid seconded by idr.Christensen and carried
by the following vote. Ayes :Councilman Christensen,Vialker,Krumb,Hammond,Crosby,Ells,Probst
and Bullock,(8). Noes:None. Absent :Councilman Fisher,(1).
A petition was received from Mrs Wm.Murer and nineteen others requesting that action
be taken to have the alarm bell maintained by the Southern Pacific 'ompany at Willow Street
umtara
and Lincoln Avenue/as the continuous ringinf of same was a nuisance. Mr.Walker mov-
ed that the matter be referred to the Street Committee with power to actseconcLect by
:r.Krumb and carried.
A communication was received from the Board of Electricity requesting permission
to move its office from its present location to the office now occupied by the Cham-
ber of Commerce. Mr.Krumb moved that the request be referred to the Public Build-
ings Committee with power to act,seconded by r.Walker and carried.
A communication was received from the Fire,volice and ';:ater Committee,recom-
mending that the contract for feed for the horses. of the Fire Department be awarded
to Scott,Magner and Miller who were the lowest bidders. Mr.Krumb moved that the
recommendation be adopted,seconded by Mr.Probst and carried.
The Committee on Streets,Bewers and Wharves presented a written report recomm-
ending that no action be taken in the matter of the application of J.T.Flynn for a
lease of the tide and marsh lands adjacent to Alameda,as the matter of title to the
said lands was now before the courts for settlement. Mr.Hammond moved that the
recommendation be adopted,seconded by Mr.Bullock and carried.
The Committee on Streets,Sewers and. Wharves presented a written report recom-
mending that in the matter of the opening of Versailles Avenue north of Central
Avenue,that the City Attorney be authorized to have an abstract made sufficiently fx
full to determine what streets are open in the territory between Versailles Avenue
and High Street,north of Central Avenue. Mr.Hammond moved that the matter be ref-
erred back to the Street Committee and City Attorney with power to act,seconded by
Mr.Ells and carried.
The Committee on. Streets,Sewers and Wharves reported in the matter the raising of
the tracks of the Oakland Traction Company on Webster 3treet,recommending that the said
Company be allowed to maintain their tracks as now laid until next spring. rr.Krumb
addressed the Council on the report stating that since the same was rendered the said
Company had started to raise their tracks,and thereupon Ir.Hammond moved that the mat-
ter be referred back to the Street Committee,seconded by Mr.Ells and carried.
The Committee on Streets,Sewers and Wharves presented a written report stating
the the City Engineer had set the necessary stakes for the purpose of setting back the
curb at the Southwest corner of Sherman and Central Avenue and had notified the Rail-
road Company of his action. Ordered filed.
A report was received from Auditor F.J.Croll showing apportionment of taxes on
October 1st 1909. Ordered filed.

A petition was received from J.R.Sloan requesting permission to enter into a
private contract for the construction of a sidewalk in front of property owned by him
on the west side of Willow Street,south from Eagle Avenue. Mr.Ells moved that the

request be granted and that the matter of construction of that part to be onbeAbe re-
ferred to the Street Committee and Street Superintendent with power,seconded by Mr.
Walker and carried.
The Clerk presented affidavits showing due publication and posting of notices
of Street Work inviting proposals therefor as called for under Resolution of Inten-
tion No.739,and reported that one bid had been presented. Lr.Krumb moved that the
same be received and opened seconded by IZr.Walker and tarried and thereupon the Clerk
opened the bid which was from E.Schumacher and accompanied by a certified check in the
sum of $25.00 and in the following terms
For Six -inch Pipe 34 cents per Linear Foot
For Six -inch Y Branches- - - - - -25 cents Each Extra.
The Street Superintendent reported that it was a reasonable bid and thereupon dr.Krumb
offered the following Resolution and moved its adoption:
Resolved that the Council of the City of Alameda,having in open session on the 5th
day of October,1909,opened,examined and publicly declared all sealed proposals and bids
for the following street work in said city,to wit: That a salt - glazed,vitrified iron-
stone sewer,sixinches in inside diameter,with four -inch "Y" branches and without house
eonnections,be constructed in Calhoun Street in a right line from the existing manhole
at the crossing of Lalhoun Street and College Avenue to the existing man -hole at the
crossing of Mound Street and Calhoun Street,hereby rejects all of said bids except that
next herein mentioned and hereby awards the contract for said work to E.Schuinacher,he
being the lowest responsible bidder therefor at the prices specified in his bid therefor
on file to wit:
For Six -inch Pipe 34 cents per Linear Foot
For Six -inch Y Branches 25 cents Each Extra.
The City Clerk is hereby directed to post Notice of this award conspicuously for
five days near the Chamber door of this Council,and to publish said notice for two days
in the Alameda Daily Argus,newspaper.
Mr.Valker seconded the Resolution and it was passed and adopted by the following
vote. Ayes:Councilmen Christensen, walker,# irunb ,Rammond,Crosby,Ells,Probst and Bul-
lock,(6).
Noes:None. Absent:Councilman Fisher,(1).
Mr.Krumb offered the following Resolution and moved its adoption:
Resolved,That the public interest and convenience require and that it is the in-
tention of the Council of the City of Alameda to order the following street work to be
done in said city,namely: That Fountain Street from the Northern line of Encinal
Avenue to the Southern line of Van Buren Street,excepting the crossing of Jackson Street
with Fountain Street,be improved as follows:That the entire width of said street,between
said limits,be graded to the official grade;that concrete curbing,eight inches by
fourteen inches in cross section dimension,be coastructed on the curb lines of said
street,between said limits;that cement grouted rock gutters,three feet in width,be
constructed along the roadway of said Street,between said limits,contiguous to said
curbing;that the remaining portion of the roadway of said street,between said limits,
be macadamized with a layer of broken trap rock,eight inches in thickness.
The Alameda Daily Argus is hereby designated as the daily newspaper published
and circulated in this City in which this resolution,and the Street Superintendent
Notice of the passage thereof,shall be published. . The Clerk is hereby directed to
publish this Resolution by two successive insertions in said newspaper,and post the
same for two days conspicuously near the Chamber door of this Council.
Mr.Walker seconded the Resolution and it was passed and adopted by the following
vote. Ayes:Councilmen Christensen,Walker,Krumb,Hammond,Crosby,Ells,Probst and Bul-
lock,(8). Noes:None. Absent:Councilman Fisher,(1).
Mr.Krumb offered the following resolution and moved its adoption:
Resolved,That the public interest and convenience require and that it is the in-
tention of the Council of the City of Alameda,to order thefollowing street work to be
done in said city,namely; That an artificial stone sidewalk,_ 4 feet and .6 inches
in width,be constructed on the northern side of Santa Clara Avenue,from a right line
distant 140.17 feet,right angular measurement,westerly from and parallel with the west-
ern line of Broadway,thence westerly along said northern side of Santa Clara Avenue
120 feet and four inches;said walk to be laid contiguous to the curb line.
The Alameda Daily Argus is hereby designated as the daily newspaper published
and circulated in this city in which this resolution,and the Street Superintendent's
Notice of the passage thereof,shall be published. The Clerk is hereby directed to
publish this resolution by two successive insertions in said newspaper,and post the
same for two days conspicuously near the chamber door of this Council.
Mr.Walker seconded the resolution and it was adopted by the following vote.

Mr.Krumb reporting for the Street Committee recommended that the City enter into
a contract with the contractors who were improving the east side of Prospect or 8th
Street south of Central Avenue,to improve the west side of said street adjoining
Washington Park,by sectionsfand moved that the Street Committee and the City Attorney
be empowered to enter such contract on behalf of the City,seconded by Nr.Walker and
carried by the following vote. Ayes:Councilmen Christensen,17alker,Krumb,Hammond,
Crosby,Ells,Probst and Bullock,(8). Noes :None. Absent:Councilman Fisher,(1).
Lir.Walker reported that the request of Cotton Bros & Co., for better police and
fire protection at the north end of Webster Street roadway could not be complied with
at present as the small number of patrolmen would not allow of the stationing of one
at the said locality and that the water company would not install a larger water main
and moved that the Clerk be directed to communicate to the said. Company suggesting that
they employ a special watchman and that the Police and Fire Commission would thereupon
appoint him a special policeman, seconded by Mr.Hammond and carried.
Specification were presented for the Painting,Tinting & Varnishing the interior
of the City Hall. Mr.Christensen moved that they be adopted,seconded by Mr.Hammond

Public Buildings and. Grounds with A.C.Toye for the renovating of certain rooms and halls
in the City Hall in accordance with said specifications,for the sum of $480.00 be rati-
fied and confirmed and that the Mayor be empowered to execute such contract,seconded by
Mr.Hammond and carried by the following vote. Ayes:Councilmen Christensen,Walker,
Krumb,Hammond,Crosby,Ells,Probst and Bullock,(8). Noes:None. Absent:Councilman
Fisher,(1).
Mr.Walker brought up the matter of the recommendation of the Fire & Police Commis-
sion regarding the water supply and pressure on Park Street and moved that the Clerk be
directed to address a communication to the Chief of the Fire Department directing him
to have a drill and test the pressure of the water mains across the Park Street Bridge,
and to report the result of such test to the Council,seconded by Mr.Hammond and carried.
Mr.Yrumb brought up the matter of the delapidated condition of the roadbed and the
cars running on sa-e along the roadway of the Oakland Traction Company on San Jose Ave-
nue from Park to High Street and on High Street from San Jose Avenue to Santa Clara Ave-
nue and moved that the Clerk be directed to address a communication to the said Company
to put the said roadway and equipment in the same condition as the rest bf its system
in the City,seconded by Mr.Hammond and carried.
Mr.Hammond moved that the request for 1500 feet of fire hose for the fire depart-
ment be re-referred to the Police,Fire & Water Committee with the request that they be
requested to endeavor to find means by which the said request could be complied with,
seconded by Mr.Probst and carried.
Mr.Hammond moved that the request of the Police & Fire Commission for authority
to appoint four additional policemen,be denied,seconded by Mr.Christensen and carried.
City Attorney Simpson address the meeting on the request of the Board of Educa-
tion to call a special School Bond Election. Mr.Hammond answered that he understood that
the said Board did not wish any immediate action and accordingly the council took no
action.
:r.1Trumb reported on the matter of the request of Mr.Speddy for the improvement
of the south end of Cedar Street recommending that no extensive improvement he made at
this time and thereupon Mr.Hammond moved that the matter be referred to the Street Com-
mittee and Street Superintendent with power,seconded by Mr.Bullock and carried.
There being no further business to transact the Council adjourned until the next
regular meeting,Tuesday,October 19th 1909,at 7.30 P.M.
