The Mayor being absent the meeting convened with Council President Bullock in
the Chair.
The roll was called and. Councilmen Christensen, Krurnh, Hammond, Spence pence , Ell
Bullock, 6) were noted present and Councilmen Walker,Fisher and Probst, (3) absent.
The minutes of the meeting of January 3rd were read and ordered approved.
Claims against the General Fund amounting to '163.49;against the Police Fund
amounting to 247.30;against the Fire Fund amounting to f669.19;against the Street
Fund amounting to ',:;682.35;against the Park 8; Playground Fund amounting to c128.07;
against Municipal Improvement Fund No.9 (School) amounting to ,716,992.97 and against
Dmicipal Improvement Fund No.9 (Sewer) amounting to :A3.25 having been approved and
audited by the proper officials were read by the Clerk as follows:

Mr.Christensen moved that the hills as read be paid,seconded by Mr.Spence and

A report was received from the Auditor showing the balances in the various
funds on December 31st 1910. Ordered filed.
A report was received from the Police e: Fire Commission of the Police Depart-
ment for the six months ending December 31st 1910. Ordered filed.
A report was received from the Police & Fire Commission of the Fire Department
for the six months ending December 31st 1910. Ordered filed.
A report was received from the Mayor,Auditor and City Clerk certifying that
they had on January 13th 1911,counted the money in the hands of the City Treasurer
and found the amount to be 2 ,546.24 and that the same agreed with the balances
as shown by the Auditor's books. Ordered filed.
A copy of Notice of Hearing to be held in the City Hall in Oakland at 1.30
P.!..,on Friday January
h 1911 for the purpose of considering the proposed chan-
ges in the harbor lines on the east side of the Jan Francisco Bay from Point San
Pablo to Alameda. Mr .Hammond moved, that the matter be referred to the Public
Utilities Conmittee,seconded by Mr.Ohristensen and carried.
A communication was received from the Park & Playground Commission requesting
permission to enter into a contract to construct concrete floors and approaches for
tb lavatory in Lincoln and Washington Parks at a cost of :1;150.00 and for permission
to construct a solid partition three inches thick to separate the men and women com-
partments in the lavatory in Washington Park at a cost of 0_42.oe. Mr.Spence mov-
ed that the requests be granted but that in the construction of the partition in the
lavatory in Washington Park that the Commission be requested to confer with the
Building Inspector,seconded by i..Hammend and carried by the following vote. Ayes:
Councilmen Christensen,Krumb,Hammond,Spence,Ells and Bullock,(6). Noes:None.

Mr.Hammond moved that the bids be referred to the Street Committee with pow-
er to award contract and that the Clerk be directed to return the certified. checks

Petitions were received from various insurance agents requesting a share of
insurance on the City Hall and furniture therein contained. and thereupon the Pub-
lic Buildings and Grounds Committee l'resented a report recomnending that the fol-
lowing named agents receive 1000.00 each: J.S.Hanley & Co.;Walter W.Goggin;T.I■•
Baird;Fierbert D.Clark;Alameda Land Co.;H.G.Mehrtens; W.B.Pollard; Delanoy and
Randlett; Hally & Co.; G.E.Goggin & Co.; Lewis & Shaw; Vincent A.Dodd; Al Rihn;
Jessie Y.Osborn; Banta & Hockins; Judd & Kist; Wm Dufour; Miss B.Hierlihy; E.E.
Johnson and Kassebanm & Landc'burg. Mr.Hammond moved that the recommendations
be adopted,seconded by Mr.Ells and carried.
The School Department preented the plans and specifications for the improve-
ments made to the Wilson School. Ordered filed
A report was received from the Street Committee stating that in conjunction
with the Street .-;uperintendent and City Attorney it had investigated the complaint
against the obstruction across the south side of Sixth Street south of Central Ave-
nue and that the City Attorney had advised that the said street was an open street
and therefore recommended that the Street Superintendent be directed to immediately
remove the obstruction. Mr.Spence moved that the recommendation be adopted,second-
ed by Yir.-Yrumb and carried.
A communication was received from the Street Committee recommending that the
South Shore Land Company be requested to open a street leading from Ninth Street in-
to Portola Avenue as an extension of San Antonio Avenue. Mr.Ells moved that the
recommendation be adopted,seconded by idr.Hammond and carried.
A, report was received from the Street Committee recommending that concrete
eps be constructed at the south end of Union Street leading down to the beach.
Mr.Hammond moved that the recommendation be adopted,seconded by Mr.Ells and carried.
The City Engineer presented a report,specifications and maps for the work of
oving the northerly end of :High Street under F.esolution of Intention No.757.
Mr.Krumb moved that they he filed and that the City Attorney be directed to draw
up and present the necessary papers to proceed with the proposed work, seconded by
January 17th 1911
A.communication was received from the Board of Health requesting information
as to what disposition had been made of its request to pass an Ordinance providing
a milk single service package delivery. Mr.Spence moved that the Clerk he di-
rected to notify the said Board that the matter had been laid on the table,second-
ed by Er.Hammond and carried.
Mr.Krumb introduced A Bill, entitled "A Bill for Ordinance No. to Regu-
late the Construction,Erection,Alteration,Maintenance and conduct of Theaters,Op-
era Houses and Other Places of Amusenent",which was laid over under the provisions
of the Charter.
Mr.Christensen introduced A Bill, entitled " A Bill for Ordinance No.
To Amend. Section 24 of Ordinance No.516 Prescribing Building Regulations",which
was laid over under the rovisions of the Charter.
Iiir.Eammond moved that the Clerk be directed to address a commnnication to the
Southern Pacific Company and request that it dedicate to the City for street pur-
poses the strir of land owned by it on the north side of TT,ncinal Avenue 25 feet in
depth running from Broadway to Regent Street,seconded Mr.TIlls and carried.
Mr.Hannond stated that the Southern Pacific Company had made arrangements
for the widening of Lincoln Avenue between Oak and Park Streets with all, the prop-
erty owners except one and moved that the City Attorney commence proceedings to
condemn this certain piece of property to provide for the said widening, seconded
by TIr.Ells and carried by the following vote. Ayes:Councilmen Christensen,rumb,
Hammond, Spence , Ells and Bullock, (6) . Noes :None. Absent :Councilmen balker,
Fisher and Probst(3).
Mr.Krumb moved that the Public Buildings Crounds Committee he authorized
to make necessary repairs to the glass door leading into the Treasurer's office,
which had been broken by the police officer on making his rounds,seconded by Mr.
Spence and carried.
There being no further business to transact the Council adjourned until the
next regular meeting,Tuesday,February 7th 1911,a, 0 P.E.
City
